Basing on the analysis of problems existing in the comprehensive decision-making and balanced optimizing of project programs, the writer has introduced the method of physical planning to solve the problems of comprehensive decision-making and optimizing in the quality of the project management – time limit for a project - cost, and established the quality - time limit for a project- cost comprehensive evaluation and decision model as well as the quality - time limit for a project - cost optimization model. The proposed method has been proved effective through the cases of highway engineering project management.

A project management information system (PMIS) reports project cost and schedule information. Between 2006 and 2007 Pembina Pipeline Corporation’s Engineering Department saw the number of projects it managed leap from 89 to 147, an increase of 65%. Project managers found that their ability to report project information was being strained. This paper chronicles Pembina’s efforts in developing a PMIS to respond to the challenge.

In recent years, China’s society and economy has been developing very rapidly, and various industries are showing a trend of vigorous development. The importance of control and management of project cost in highway project management is becoming more and more prominent. PPP model has been widely used in the control and management of highway project cost with its own unique advantages. The author analyzes the important advantages of the PPP model and the existing problems in the cost control and management of highway projects, and puts forward effective measures for the cost control and management of highway projects using the PPP model, in hope of helping with the smooth implementation of the work.

This study evaluates the effects of project management on project success in Blackstone Construction Company. The study adopted a survey research design, using a combination of stratified and judgmental sampling techniques, A structured questionnaire was administered on 40 top and middle levels management staff of the company. The scales in the questionnaire were content validated, and has a reliability correlation coefficient of 0.11.The data collected was analyzed using descriptive statistics and Chi−Square distribution. The research findings reveal that there is a relationship between project quality and business success, Project quality and technical success. The study also reveals that there is a significant relationship between Project cost and acceptability by clients. It was therefore recommended among others that total project cost on the side of clients should be minimized by ensuring that the project manager is innovative enough and creative in the apportion of project cost without reducing the quality of the project.
