Аn in-depth theoretical study and a critical analysis of the main aspects and existing approaches to the definition of modern education management methods aimed at improving the quality of educational services was carried out. The necessity of using modern approaches to managing education as an integral element of the economy, which is the driver of professional growth and changes in society, is substantiated. The features and key aspects of the formation of the institutionalization of education management in a separate university with the aim of ensuring the quality of modern education and the effectiveness of its management are considered. An in-depth analysis of the quality of educational services; a conceptualized comparison of education level indices, ratings of national education systems and their effectiveness in countries of the world. Practical recommendations have been developed on adapting the management system of educational institutions in accordance with modern economic and social requirements for the quality of educational services, which will increase audience loyalty and increase the effectiveness of management processes.

There is an active search for policies and methods to improve the quality of education in the vocational studies system, with all that it represents. Pedagogical work is a special type of highly skilled mental work that has a creative character and is characterized by a high degree of tension. The work of a teacher is a conscious and appropriate activity for the training, education and development of students and of society as a whole. The objective of the research is to discuss the development of creativity based on the innovative activity of teachers. It is concluded that the teacher has a main role as an agent in the formation of professional knowledge among students. The real problems of psychology and pedagogy in the modern education system are the definition of the professional requirements for the personality of a modern teacher and the psycho-diagnosis of the level of his professional qualities. However, these questions take on a political meaning because they concern the human development of a society and must therefore also be politically debated.

The economic and innovational development depend on the quality of human capital, which is determined by the quality of education. The quality of training of pupils and students depends not only on traditional factors (amounts of funding, composition of groups), but also on the qualification of teachers, the level of introduction of new technologies in the educational process. A significant role in increasing the competitiveness of national education systems is played by the English language, which is an imperative condition for innovative breakthroughs, scientific achievements, mastery of new technologies. There is a redistribution of spheres of influence in the field of secondary and higher education at the global level, where the countries of the East Asian region are at the forefront. Attention to postdoctoral training as a prerequisite for improving the efficiency of the innovation process is significantly increasing. The necessity of finding a balance in the teaching of humanities and natural sciences and engineering disciplines in order to reveal the innovative potential of societies in the conditions of rapid technological changes is substantiated.

This publication is devoted to the problems of digitalization of university management, which the authors consider as a universal trend aimed at improving the management system in order to improve the quality of educational services and ensure dynamically sustainable and balanced development of universities. Research objectives: to determine the impact of digitalization (digitalization) on the development of the education management system; to identify the factors hindering the development of the education management system. Methodology: Based on a systemic and structural approach, as well as on key paradigms describing promising management transformations under the influence of digitalization, the authors studied the current state and potential of digitalization of management of universities in Russia, Argentina, Chile and Brazil (Latin American countries), and compared the indicators with similar data on the control group of countries (USA, China and Germany). Assessment and analysis were carried out using the expert method and the method of cluster analysis; the leading experts involved in the problems of public administration and digitalization of management of universities in Russia acted as experts. Results: It was found that digitalization of management has a significant potential for a positive impact on the competitiveness of educational services, on the quality of its pro-vision, on the sustainable, dynamic and balanced development of universities. The study revealed that there are cases of obvious breakthroughs in terms of digitalization of management of individual universities – and on their basis it is possible to build effective digitalization projects that can be adopted locally or replicated in the interests of intensive development and increasing the competitiveness of national higher education systems. The situation with the digitalization of university management in Russia and in the countries of Latin America selected for study is characterized by the presence of numerous common aspects, which suggests the possibility and validity of the implementation of universal solutions suitable for replication. The research materials were supplemented with the results of questionnaires and interviews of administrative managers working at universities. Conclusions. The analytical data obtained indicates that the universities of Russia and selected countries of Latin America remain catching up in the trends of global development of digitalization of management of higher education institutions, while universities in Russia, Chile, Brazil have a high potential for digitalization of management, primarily technological and personnel, and the assessment of the corresponding potential in the universities of Argentina is generally positive. Guided by the relevant data, as well as the materials of generalization of the digitalization practice of individual universities, it seems possible to significantly expand the horizons set by this study.

<em>The function of education is to prepare students through a process that takes place before students are ready to work in real life. The strategy for implementing education is carried out in the form of guidance, teaching and training activities. In line with that  national education must be able to guarantee equal opportunities for education, improvement in quality, and efficiency of education management. Improving the quality of education is directed at improving the quality of Indonesian people as a whole through cognitive, affective aspects, and psychomotor aspects. The purpose of the study was to determine the problems of teachers and students in the problem-based learning model with the use of Liquid Crystal Display Media on the results of Biology Science. The design of this study uses quasi experimental. Based on observations and interviews with Biology Science teachers that students tend to remain silent in class, pay less attention to teachers, play with their peers so that the average cognitive learning value results are 63.50%. Based on the results of interviews with students, information was obtained that the teacher had been giving a woman a monotonous method, namely lecture and lack of interaction with students so that some students felt they did not understand the material.</em>

The low quality of early childhood education management in Indonesia can be seen from the results of accreditation that refer to national education standards. This study offers a solution that is to streamline management through the application of a management model based on national standards for early childhood education, which is integrated with a management information system. This article describes the process of formulating and testing a model called MPAUD-SNSI. The tests conducted at 45 schools in Bengkulu Province showed that the model and application of the management information system produced in this study were valid and reliable. The spider diagram simulation feature in the application can conduct a self-evaluation before applying for accreditation. This evaluation helps schools to improve the quality of management sustainably. The empirical test results show that if the indicators in the PAUD-SNSI model are applied in schools, the level of effectiveness of school management can reach the very effective criteria.

The article provides an in-depth analysis of the theoretical foundations that precede the process of organizing communicative spaces within the children's educational and rehabilitation centre for social adaptation - an institution whose goal is to create optimal conditions for enhanced socialization of children with special psychological needs and their further integration into society. The definition of signs of children's communicative space is considered and the significance of spatial composition in the process of socialization of children is determined. The article considers key aspects of the problem – medical and architectural and determines possible factors influencing the process of expanding the network of institutions of the corresponding direction on the territory of Ukraine

Globalization is one of the most widely contested phenomena by scholars because of its complexity, elusive nature and attribution for its positive and negative outcomes. Historically, globalization and education are very interrelated. This paper will look at the influence of globalization on National Education Policies in Nigeria. The process of globalization began as early as the fourteenth century or at least with emergence of capitalism in the sixteenth century which resulted in the creation in Europe and USA of national education systems. This process continued and resulted in the transfer of these national education systems by colonial powers on other nations, and eventually to the establishment of the globalization institutions and instruments (WB, IMF, UNESCO, UNICEF). The paper will argue that Nigeria since the introduction of national system of education under colonialism, has always been a recipient of her education policies. The country has not been able to articulate/formulate an endogenous education policy. All opportunities (military to civilian, civilian to military) had always ended in the reproduction (expanding or contracting) of the existing policy. Nigerian education policy makers should try to domesticate globalization and related processes by purposefully interacting with globalization demands as policies are being formulated and implemented. The paper will be presented according to the following themes/sections. One will be conceptualizing globalization and coming up with explanations/definitions for a shared understanding of this complex concept. Two, will be the examination of all the education policies against adequacies and relevance to Nigeria’s needs. Three, will be recommendations on how to indigenize modern education policies.

Resumo: A busca pela definição de elementos que estabelecessem padrões mínimos do que consistiria qualidade da educação básica nacional ocupou lugar de destaque no campo educacional brasileiro por décadas. Este artigo tem o objetivo de destacar que o Plano Nacional de Educação (PNE) 2014-2024 desestimula esta busca ao estabelecer legalmente o Índice de Desenvolvimento da Educação Básica (IDEB) como parâmetro de qualidade da educação básica nacional. Para desenvolver este argumento são analisadas, num primeiro procedimento, produções acadêmicas que antecedem o atual PNE e que têm por objeto de estudo desdobramentos do uso de indicadores estatísticos no campo educacional. Num segundo procedimento é analisada a meta 7 do atual PNE e algumas de suas estratégias cotejando-as com resultados de recentes pesquisas cujos objetivos se assemelham aos objetivos propostos pelas referidas estratégias. Os resultados das análises realizadas apontam para uma ampla desconsideração da produção acadêmica referente à qualidade da educação elaborada no período que antecede aprovação do atual PNE e que algumas práticas escolares cujos objetivos se assemelham aos objetivos propostos pelas estratégias analisadas tem produzido desdobramentos que não contribuem para a melhoria da qualidade da educação básica. Educação básica. THE IDEB AS BASIC EDUCATION QUALITY PARAMETER IN BRASIL: some concernsAbstract: The search for the definition of elements that establish minimum standards which would consist quality of the national basic education occupied a prominent place in the Brazilian educational field for decades. This article aims to highlight that the National Education Plan (PNE) 2014-2024 discourages this search to legally establish the Basic Education Development Index (IDEB) as a quality parameter of the national basic education. To develop this argument are analyzed in a first procedure, academic productions that precede the current PNE and who has study object the use of statistical indicators in the educational field. In a second procedure it has been analysed the goal 7 of the current PNE and some of their strategies comparing them with results of recent research whose objectives are similar to the objectives proposed by these strategies. The results of analyzes indicate a wide disregard of academic production related to the quality of the elaborate education in the period before approval of the current PNE and that some school practices whose goals are similar to those proposed by the strategies analyzed goals has produced outcomes that do not contribute to improving the quality of basic education.Keywords: IDEB. Este artículo tiene como objetivo destacar que el Plan Nacional de Educación (PNE) 2014-2024 desalienta esta busca por establecer legalmente el Índice de Desarrollo de la Educación Básica (IDEB) como parámetro de calidad de la educación básica nacional. Para desarrollar este argumento se analizan en un primer procedimiento, producciones académicas que preceden al PNE actual y que poseen objeto de estudio por el uso de indicadores estadísticos en el campo educativo. En un segundo procedimiento es analizada la meta 7 del PNE actual y algunas de sus estrategias comparándolas con los resultados de recientes investigaciones cuyos objetivos son similares a los objetivos propuestos por estas estrategias. Los resultados de los análisis indican una gran desprecio de la producción académica relacionada con la calidad de la educación elaborada en el período antes de la aprobación del PNE actual y que algunas prácticas escolares cuyos objetivos son similares a los propuestos por las estrategias analizadas metas han producido resultados que no contribuyen a la mejora de la calidad de la educación básica.Palabras clave: IDEB.
