The innovative development of the primary sector requires accumulation of human capital and technological knowledge. The dynamics of changes and transformations of the innovative potential of the agrarian sector of Ukraine have been analyzed and their status has been estimated. It has been established that Ukraine lacks the strategic vision of the innovative development within agrarian sector of economy, which results in a partial distortion of the essence of scientific, scientific-technical, innovative, and entrepreneurial activities. It has been defined that effective forming and implementation of the innovative potential necessitate the development of mechanisms that would provide regulatory-legal and institutional support to the effective transfer of innovations, proper funding of science and education, material stimulation in the work of scientific and pedagogical staff, renewal of material and technical base necessary for the introduction of scientific-based innovative activity.

The article is devoted to the role of education in the socio-economic development of Uzbekistan during the period of modernization of the country's economy and increasing its innovative potential. Special attention is paid to the issues of employment of the population and improving the quality of labor. The ongoing reforms in the field of education in Uzbekistan, which are aimed at providing highly qualified personnel in the main sectors of economic and social activities of the country, are analyzed. The main expenses of countries with an innovative economy are considered and the relevant conclusions are drawn. The main characteristics of the process of formation the personnel of an innovative economy have been studied. Given the state of the country's economy, a number of problems that impede the accelerated innovative development of Uzbekistan were identified and analyzed. The presence of a close relationship between the level of development of the economy of Uzbekistan and the level of development of science and education has been established.

The technique of assessing the innovative potential of the regions is considering. The basic methods for assessing innovative potential are proposed, these methods have been tested in relation to the scientific and technological complex of economic zones. The proposed methods have advantages in comparison with expert and statistical methods of assessment, allowing minimizing the error in the estimates obtained. The article considers and analyzes local and international methodological approaches to assessing regional innovative development. The study identifies general trends and methodological approaches to assessing the innovative development of the region, also calculates the innovation index for each region for a comparative assessment of the innovative potential of Azerbaijan. The methodology used in this work was improved taking into account the national and specific features of Azerbaijan, statistical indicators in this area, the collection and processing of information and the innovative potential of the regions. As a result of the study, recommendations on the role of regions in the development of the economy and regional competitiveness were made. The scientific and practical value of the results lies in the possibility of their application in combination with the analysis of official statistics in the process of improving the state scientific, technical and innovation policy in the direction of more intensive use of scientific knowledge and achievements in the interests of modernizing the economy of Azerbaijan. The proposed approach is able to ensure the information integration of all subjects of scientific organizations and carry out comprehensive studies of production, innovation and economic management processes in the framework of the development of science.

Strategy of successful development of the national economic systems of countries-leaders the last years is closely related to leadership in research-anddevelopments, by appearance of new knowledge, development of hi-tech production and creation of mass innovative products. Development of innovative potential is not only a way of dynamic development and success but also backer-up of safety and sovereignty of country, to her competitiveness in the modern world. The necessity of introduction in Ukraine of європейських standards of life and exit of Ukraine on leading positions in the world defined the aim of Strategy of steady development «Ukraine 2020» approved by Decree of President of Ukraine № 5/2015 from January, 12, 2015 and plans of operating under implementation of Agreement about an association from ЕС, by the obligations of Ukraine in relation to the achievement of national Aims of steady development on a period 2030 to The basic displays of origin of economic deprivation and destructive deviation of innovative development of enterprises, lighted up questions that touch maintenance and ways of improvement of strategic management of enterprises innovative activity in the system of institutional structure of forming of innovative behavior, are certain in the article. Reformation of economy of country must take place in the conditions of maintenance of certain calls and risks, in particular, it is a threat of escalation of the battle operating on east, authenticity of worsening of the external economic state of affairs on world commodity markets, migratory processes, braking, destructive deviation and депривація of investment activity. A human capital, and also knowledge and results of scientific researches, must become basis of the Ukrainian innovative competitiveness.

Factors that have the most significant impact on the innovative development of the regions of Ukraine were identifies in the article, taking into account the current trends of globalization and regionalization. The region is a complex socio-economic system. Its functioning determined by external environment factors. Moreover, these factors determine the opportunities and prospects of the regional further development. Nowadays the sustainable development of the region, the regional economic complex and economic entities possible only with sufficient resourcing and the implementation of various kinds of innovations. This requires adoption of the latest tools and effective management of all aspects of economic activity, creating opportunities for innovation. The assessment of the innovation development factors for region made based on the systemic and evolution approaches. The general analysis of the trends in the innovative development of the regions of Ukraine, carried out in the article, indicates significant regional differentiation and downward dynamics indicators (namely, the number of performers of scientific and scientific-technical works and the number of innovatively active enterprises) However, the number of implemented innovative technological processes increased. The construction of a matrix of connections between factors of regional innovation and resource clusters carried out using the method of Quality Function Deployment. Data, obtained as a result of the analysis of the factors of innovative development of the region, grounded that substantiate the strategic importance of information and technological clusters of resources for ensuring such development, as well as the competitiveness of the region in conditions of permanent dynamic changes in the external environment. Besides, innovative development as an effective direction for modernizing the economic complex of the region. It should be carried out based on mobilizing endogenous factors – the available internal resources, among which clusters of information and technological resources are the most significant.

The problem of targeted financing of economic sectors is considered. The method of targeted financing of sectors of the economy through investment in innovative development is proposed. On the basis of statistical data on the performance indicators of the sectors of the economy, the calculation of indicators of their innovative potential was carried out, based on the volume of sold innovative products (goods, services) by type of economic activity. In order to stimulate sectors of the economy by investing in innovative development, it is proposed to introduce targeted financing of the latter. The problem of quantitative assessment of targeted financing of economic sectors by means of investment in innovative development based on an integrated approach has been solved. According to the results obtained, sectors of the economy that are identified as the most risky and have the potential for innovative development fall under targeted financing. The proposed technique was tested by an experimental method. On the basis of an integrated approach for the indicators of the riskiness of the economic sector and the indicator of the innovative potential of the economic sector, targeted financing for 3 sectors of the economy (namely: P, N, M, L and J) was determined. Sector P will receive more targeted funding, while sectors N, M, L and J will receive less targeted funding, respectively. The size of these parts will be 47.30 %, 22.31 %, 13.48 %, 9.56 % and 7.34 %, respectively, of 100 % S. The results of the study are of practical interest for government bodies (local, territorial, etc.) in the distribution of funds according to the vector of targeted financing of sectors of the economy through investment in innovative development. A modern level of preparation of specialists is the basic condition of possibility for innovative development and economy growth of agro-industrial complex. Exceptionally new connections between a production, science and education are in high demand. The system of regional higher agrarian universities must perform as a generator of innovative scientific ideas and as a realization of innovative-investment projects for development. The analysis of agrarian science potential is conducted and priority industries of investments for peopleware are set. By means of expert method the system of estimation of personnel in agrarian field has been worked out and shaped that takes into account two constituents – intellectual and labour. Each employee except professional qualities must have a capacity for the innovative thinking. The new approaches to the personnel selection will allow activating innovative activities of enterprises.

The aim of the study is to assess the innovative potential of housing construction through determining the purchasing power of citizens acquiring housing in the property. In terms of hypothesis the study offers the term of acquiring housing in property as a criterion for this assessment. This indicator displays the change in the purchasing power of citizens under the influence of various externalities. The analysis of this indicator allows us to determine the influence of these factors on the change in the purchasing power of population, to identify the reserves that contribute to its increase, and to identify the policies aimed at innovative development of construction industry. The article assesses the innovative development of housing through an in-depth analysis of factors affecting the change in the term of housing acquisition in the Russian Federation at large, as well as in the context of individual subjects of the Central and North-Western Federal Districts of Russia in the period from 2017 to 2018.
