If the crisis of the state has been a common trait in Latin America, its manifestations have not been the same throughout the continent. This article examines two general and apparently contraditory trends : the trend toward authoritarian capitalism resulting from the crisis of hegemony in South America and the trend towards popularly-based insurgency resulting from a crisis of domination in most of Central America. The author bases his general interpretation of these trends on the analysis of the historical and structural relationships between four factors identified as responsible for the drastic change in the role of the state, from "national development" to "national security" : the crisis in the model of accumulation, the growing polarization of political alliance, the transnationalization of the civil society and the state, and the interplay between relative autonomy of the state and transnationalization. He finds that the combination of transnational integration of the Latin American elites into one U.S.-centered project with hegemonic pretensions, and a growing marginalization and alienation on the part of the bulk of the internal constituencies has brought about an acute crisis of both legitimation and domination. As violence becomes the most common political currency -with repression and plain state terrorism evolving into a distinct style of politics - and the prospects towards redemocratization being very fragile, the author concludes that revolutionary struggles may be the only possibility for an indigenous redefinition of development, national self-determination and democracy.

This paper is an outline of recent industrial restructuring which has occurred in Wales and the role of the state through industrial policies in these changes, It is shown that, although the state has made strenuous efforts to attract investment—particularly from overseas—to Wales, it has operated its policies on nationalised industries on narrow profit-or-loss lines irrespective of regional dimensions. The contradiction between the two strands of policy is illustrated with a critical analysis of the treatment of the coal and steel industries and an appraisal of regional policies. New policies for the regions are then described.

The dynamics of leading-edge industries are of primary importance in understanding national trajectories of industrialisation and corresponding spatial development. With reference to the state's role and the increasing importance of transnational flows, the paper analyses the emergence of Taiwan's electronics sector in the context of technical and organisational issues. It also traces the impacts on location and space. The paper demonstrates the implications for Taiwan's electronics sector of recurrent restructuring of the industry globally. The indispensable role of the state is examined, as an agent of both industrial restructuring and of production location. The paper shows that the trajectory of development of electronics in postwar Taiwan is a function of global forces as refracted through the prism of a strategic state.

The article deals with analyzing the main streams of the education policy in Finland, which reflect the relationship between a person and society in modern socio–economic conditions. Such policy directs the system of education to change the person and his mind himself. Finland using its education system, has long before been concerned about preparing people for the future by reforming approaches to teaching in schools and higher education institutions. As a result, it has achieved world–wide recognition and top positions in various ratings have resulted. Therefore, today there is a great interest of scientists in certain issues of education functioning in Finland. Thus, G. Androshchuk, V. Butova. I. Zhernokleeva, T.
