Listening to the people: A changing Arab World and the United Nations

Born in 1945, the United Nations (UN) came to life in the Arab world. It was there that the UN dealt with early diplomatic challenges that helped shape its institutions such as peacekeeping and political mediation. It was also there that the UN found itself trapped in, and sometimes part of, confounding geopolitical tensions in key international conflicts in the Cold War and post-Cold War periods, such as hostilities between Palestine and Iraq and between Libya and Syria. Much has changed over the past seven decades, but what has not changed is the central role played by the UN. This book's claim is that the UN is a constant site of struggle in the Arab world and equally that the Arab world serves as a location for the UN to define itself against the shifting politics of its age. Looking at the UN from the standpoint of the Arab world, this volume includes chapters on the potential and the problems of a UN that is framed by both the promises of its Charter and the contradictions of its member states.

Throughout the past forty years various leaders from both major political parties in Australia have categorized the arrival by boat of people seeking asylum as a “crisis” and the people themselves as “illegal.” This is despite Australia being a signatory to the United Nations Convention Relating to the Status of Refugees, and receiving relatively few people who seek asylum compared with many other countries. Punitive government policies and processes have further reinforced these representations, such that “crisis” and “illegal” can now be understood as both categories of analysis and practice. The repeated use of such categories may be helping to produce and reproduce prejudice and racism and obscure the needs and experiences of people seeking asylum.

The digital divide manifests itself on the one hand in the lag in Arab world nations vis-à-vis other more developed countries and on the other hand in the existing inequalities between men and women. Although the United Nations and the World Bank publish a variety of reports on the differences between developed and developing nations, very little data is available to fully grasp the meaning of the gap between genders. In terms of information and communication technologies (ICTs), there are two distinct gaps that need to be recognized: the gap between Arab men and Arab women and the gap between Arab women and women from other nations around the world (Figure 1). Much differs in the lives of men and women. For decades, researchers have published comparative reports, attempting to explain what distinguishes men and women in socio-professional environments. According to Meyers-Levy (1989) men tend to be more comfortable with ICTs and partake more often in gaming and programming. When they use computers, women are more inclined to use them as communication tools. Given women’s presumed lack of experience with technology, their upbringing which is different from men’s, and that the studies they most often pursue are not technology-oriented, it is not surprising that women are generally less inclined to adopt new technologies. Those who nonetheless have tried their hand at browsing the Web were either witness to or victims of offensive language used during interactive discussion sessions; in some cases, they were harassed via e-mail. In order to avoid this unpleasantness, some women assumed male aliases (Herring, 2003). However, since 2000, when men and women reached parity in Web use (Rickert & Sacharow, 2000), it would appear that using the Internet is presently no more intimidating for females than for males. An abundance of other differences between men and women exist. The United Nations Development Program (UNDP) acknowledged that there does not exist a society in which women benefit from the same opportunities as men. Everywhere in the world, women are poorer, less educated, and less valued than men. These and other inequalities reduce women’s ability to take advantage of the potential benefits of ICTs and to consequently contribute to their nation’s economic and social development which is in fact facilitated by these same technologies.

One of the first of the specialized agencies of the United Nations to become active, the Food and Agriculture Organization has elicited interest beyond the specialized field of agricultural economists. Attempting as it does to solve one of the very basic problems of the world, that of an adequate food supply, the organization represents a significant and hopeful international attempt to create a world in which there may actually exist “freedom from want.” The objectives of FAO, as formally expressed in the preamble to the constitution, read as follows:“The nations accepting this constitution being determined to promote the common welfare by furthering separate and collective action on their part for the purpose of raising levels of nutrition and standards of living of the people under their jurisdiction, securing improvements in the efficiency of the production of all food and agricultural products, bettering the conditions of rural populations, and thus contributing toward an expanding world economy, hereby establish the Food and Agriculture Organization of the United Nations.”

The protection of refugees in international law is always a complex mix of legal obligations and policy considerations. Unfortunately, the reaction against refugees post September 11 has ignored both the facts and the pre-existing law.This paper addresses how refugees have fared in international and domestic law post September 11 2001. Given that a refugee, by definition, has lost the protection of her/his state, there is no body, other than the United Nations High Commission for Refugees (UNHCR), which is able to respond in the face of unjustified restrictions on the rights accorded to this most vulnerable group.The first thing to note is that none of the people involved in the events of September 11 was a refugee. Equally, immediately after the events of September 11, approximately 100,000 Afghans fled Kabul fearing revenge attacks by the United States. At the same time, under pressure from Pakistan and Iran, the United Nations High Commission for Refugees facilitated the repatriation of 215,000 Afghan refugees.

AbstractIn this article, originally delivered as a keynote address at the 1999 Chicago World Mission Institute which addressed the theme "Disposable People? Refugees, Migrants, and the Church's Mission Today," Dr. Barbara Harrell-Bond tells about some of the people that she has encountered in her work as a researcher into refugee rights in East Africa. Using this narrative approach, Dr. Harrell-Bond paints poignant portraits of people who, in the eyes of so many, are simply "disposable." What is to be done? First, we must expose the myth of "us" and "them" (see Judy Mayotte's story of the Bosnian refugee in the following article). Second, we must work for better training of refugee workers. Third, we must oppose and expose policies that prevent agency workers from acting in truly humane ways. Fourth, we must acknowledge and move beyond the intimidation that NGOs suffer under the shadow of the United Nations High Commission on Refugees.

This paper examines the roles of the Nigerian Baptists Social Ministries in the pursuit of the United Nations Sustainable Development Goals (UNSDGs) in the realization of a better living standard for the people of the world without jeopardizing the interest of future generations. It rounds off by suggesting some ways for better future performance for the Baptist Social Ministry. With the theory of secularism, the paper investigates how these UNSDGs came into existence, and the purpose they were designed to achieve by 2030. In addition, the paper considers some definitions of some concepts in the conceptual framework, the roles of the Faith-Based organizations in the lives of their members. It also considers the set-up of the social ministry of the Nigerian Baptists. Furthermore, the paper probes into the activities of the social ministry of the Nigerian Baptistsat the local church, conference, and convention levels. The paper also establishes how the Baptists have contributed in improving the lives of the general public as a way of influencing the attainment of the United Nations Sustainable Development Goals, before conclusion and recommendations.

Kashmir is an uncontrollable conflict between the two South Asian countries: India and Pakistan. Since 1989 the people of Kashmir have faced a massive violation of human rights committed by Indian forces. The United Nations resolutions strengthened the Kashmiri’s movement of freedom. However, it is also a reality that, somehow and somewhere, the UN had failed in the Kashmir dispute in order to give the implementation to its resolutions. The Kashmir issue is complicated but could have been resolved if the UN had taken its responsibility with true letter and spirit. Recently, the Indian government changed the status of Kashmir by the abolishment of Article 370 and 35A, and also passing a Bill in August 2019, further makes the situation more difficult in Kashmir. In this situation, it is pertinent to mention here that Indian occupied Kashmir is a disputed issue in the light of UNSC resolutions between two south Asian countries. The current research is based upon descriptive and historical methodology and the facts and results are provided as per the legal analysis of the current situation of Indian occupied Kashmir. Finally, this research concludes that India cannot solve the Kashmir dispute through revocation of Article 370 and 35A of the Indian constitution provisions about the status of Kashmir, and also not use of force; the Kashmir dispute can only be resolved according to the Resolution adopted by the United Nations Commission for India and Pakistan on 13 August 1948.
