The paper analyzes the problem of womens education development in Governor-Generalship of the Steppes and Turkestan in the 1880s-early 20th century in the context of socio-economic development of the territories. Initially, education for girls was not necessary. It was viewed from a negative point of view. But with the modernization of the territory, there was a need for education, including for girls. There were significant changes in the system of womens education during the period under review. The number of girls studying was growing, and additional institutions were being opened for their education due to the demand and needs for qualified personnel. In addition, the demand for education among the indigenous population was significantly increasing. This shows an increase in the level of development of society as a whole, as well as the inclusion of the outlying territories in the socio-economic and cultural relationships of the Russian Empire. The education of women among the aboriginal population changed from complete denial, because they had a traditional way of life to the recognition of its necessity and the development of a network of womens educational institutions for all classes.

The development of professional educational institutions in Russia has become a necessary stage in the development of education. This is due to changes in the socio-economic sphere, the growth and development of trade relations, the development of technical knowledge, as well as the need for specialists in these areas. The Russian Empire underwent modernization processes. This required providing all spheres (economy, social sphere) with trained personnel. This led to the establishment of a network of professional educational institutions. On the outlying territories this happened several decades later and they had their own specifics, for example, the composition of the population (a large percentage of the indigenous population, peasant migrants), as well as the low level of literacy in general. In addition, the establishment of professional educational institutions on these territories was dictated by the private need for a particular area, often a city and a county. Mainly Russian settlers got professional education. However, by the beginning of the 20th century there were more and more students from the indigenous population who were aware of the need and importance of education, who wanted to participate in all-Russian modernization processes.

This article analyzed the activities of Kharkiv City Art School (1896–1912) and Kharkiv Art School (1912–1918) on the basis of unpublished archival materials. The article reveals the connection of these educational institutions with the pedagogical system of Rayevska-Ivanova’s private art school (1869–1896) in Kharkiv, although the industrial art profile inhered in that school was lost. The author showed that the bureaucratic red tape on the part of St. Petersburg Academy of Arts regarding the transformation of Kharkiv City Art School into Specialized School with the corresponding rights stretched for 16 years and slowed down the development of art education in Kharkiv during that period of time. It is emphasized that the opening of Kharkiv Art School finally took place in 1912, that is, much later than other similar educational institutions on the territory of the Russian Empire. It did not have time to fully deploy its work due to the events associated with the First World War and the establishment of Soviet power in Ukraine. Therefore, some talented graduates of that school were forced to emigrate and develop their creativity on other continent, becoming famous masters in the world (V. Bobrytsky, B. Tsybis). At the same time, the teachers of the school under the leadership of its director, a former student of I. Ryepin’s at St. Petersburg Academy of Arts, O. Lyubimov managed to preserve the best traditions of serious academic training in that era of uncertainty about the further development of art education. These best achievements were inherited by the higher art education of Kharkiv, whose centennial anniversary will be celebrated in September 1921. The teachers of the Art School, who themselves joined the innovative pursuits of their time, did not interfere with the “cubofuturistic” preferences of their students, which became a new sign of stylistic changes in art. Subsequently, both supporters of traditions and innovators worked together in the system of higher art education in Kharkiv. But this is the subject of some further research.

Reviews of the provinces and regions of the Russian Empire (appendices to the reports of governors) are a comprehensive source on the history of the regions. As the official statistical publication, the reviews are controversially assessed by historians for the reliability of the data. However, comparisons with other sources, as well as critical analysis, allow researchers to view the survey as a representative source. The article analyzes the source potential of reviews as a source on the history of the development of education in the outskirts territories of the Russian Empire. The characteristics of the information contained in the source on the development of education are given. As a result of working with the source, a set of issues in the field of education development that should be considered using the survey data as an independent or auxiliary source (quantitative growth of educational institutions, students, development of the network of educational institutions, its structure, features). The requirements for the structure of gubernatorial reports and their appendices were established at the beginning of the 19th century. However, the structure of reviews and the information presented in them differs significantly depending on the year or region. Matching of the information with other sections of the source and the historical context of the period under review allow us to conclude that the reviews in the education section are highly informative.

The research analyses the legislative framework and scientific sources on the interpretation of the concepts of "educational standards" and "standardization of education" as components of the research vocabulary for studying the foundations of medical and pharmaceutical education development. The study of Ukrainian and foreign regulatory documents and scientific and pedagogical developments of medical scientists and educators has been conducted on the basis of a systematic generalizing approach. The sequence of the terms "educational standards" and "standardization of education" introduction in the Ukrainian education system is considered. Differences in the interpretation of the concept of "educational standards" from the point of view of the meaning that a particular organization (or person) puts into the definition of this concept are presented. It is indicated, that higher medical and pharmaceutical educational institutions still have educational standards, developed on the basis of an activity-based approach, which cannot fully satisfy the pedagogical and medical educational community. The paper studies the imperfection of the legislative framework in the State regarding the development of educational standards, the lack of educational standards for medical and pharmaceutical specialists of the junior specialist (junior Bachelor) educational level. Since the European and in Ukrainian education systems focus on the educational process, aimed at the development of employees' ability to solve practical problems in various fields of activity on the basis of acquired theoretical knowledge, the priority direction of the state educational policy for the development of educational standards for medical and pharmaceutical educational institutions is the need for a competence-oriented approach. The research states that updating the educational legislation, improving and modernizing the educational system and introducing a new generation of state education standards, will help increase the competitiveness of medical and pharmaceutical specialists in the labor market

Utopia as a concept points towards a world essentially alien to us. Utopia as a work describes this otherness and confronts us with a world whose strangeness might seem disturbing. Utopia and Europe differ in their relationship to what is other (Latin alienus) – that is, that which belongs to someone else, that which is foreign, that which is strange. These two worlds are at odds in regards to their foreign policy and way of life: Utopia aspires to self-sufficiency but remains open to whatever good may arrive from beyond its borders, while the Old World appears alienated by exteriority yet refuses to welcome any kind of otherness. This issue also plays a major part in the reception of More’s work. Book I invites the reader to distance himself from a European point of view in order to consider what is culturally strange not as logically absurd but merely as geographically remote. Utopia still makes room for some exoticism, but mostly in its paratexts, and this exoticism needs to be deciphered. All in all, Utopia may invite us to transcend the horizontal dialectics of worldly alterity in order to open our eyes to a more radical, metaphysical otherness.
