The article discusses the digitalization of law enforcement as the most important trend of post-Russian social development. The author believes that attempts to oppose the transition of postmodern society to digital society are scientifically insolvent for several reasons. First, according to the current consensus, post-contemporary (or post-industrial) society is a stage of sociocultural evolution, when advanced technologies, including information technology, begin to play a leading role, determining the further direction of the development of human civilization. Second, the cultural, social, political, and legal uncertainties of the Postmodern Era are not only not permitted but to some extent are exacerbated by the digitalization of society and law enforcement. Thus, according to the author, the rights of digital society develop tendencies, which, in general, are inherent and natural manifestations of postmodern civilization. As shown in the work, the rights of digital society in the current stage of legal communication development are characterized by a generally greater (compared to preceding stages) accuracy of the iconic means, among which include digital media, as well as their further extraction from objects acting as referred signs. As a result, digital design of the law enforcement generates several problems that have not received adequate solutions. The most important of those solutions include anonymization of the subjects of legal interactions (primarily states and legal entities, but also physical individuals), as well as the divorce from objects to which these relationships are addressed. These trends generate a crisis of confidence for communication participants, which is a key problem of post-hour law enforcement. In order to overcome such a crisis, the author offers the reconstruction of the rule of law based on human rights and freedoms that protect the fundamental identity and ensure the stability and coherence of legal reality.

Subject. The article addresses economic relations that are formed in various areas of economic application of digital platforms. The target of the research is the modern economy of digital platforms across different economic activities. Objectives. The aim is to systematize principles for share economy formation in the context of the digital society development. Methods. We employ general scientific methods of research. Results. The study shows that the development of digital platforms is one of the most important trends in the development of the modern economy. We classified certain characteristic features of modern digital platforms, analyzed principles for their creation. The paper emphasizes that the network effects achieved through the use of digital platforms are an important factor in the development of the share economy. The network effect describes the impact of the number of the platform users on the value created for each of them. The paper also considers differences in the organization of traditional economy companies and companies that are based on the digital platform model, reveals specifics of changes in socio-economic systems caused by the development of digital platforms, systematizes principles of the sharing economy formation in the context of the digital society development. Conclusions. The analyzed principles for sharing economy development on the basis of digital platforms can be applied to create models for the purpose of forecasting the transformation of economic activity in the post-industrial society.

The availability of critical infrastructure through cyberspace makes national security dependent on the degree of its security. Critical infrastructure is a set of automated management systems, which provide the interaction of information and telecommunications networks that solve problems of public administration, defense, security and law enforcement, and others. The protection of critical infrastructure directly depends on the possession of the relevant structures of new weapons, the degree of its effectiveness, methods of use and means of protection against the same weapons of the enemy. It is necessary to address the issue of effective confrontation in cyberspace. The analysis of problems in the development of methods for assessing the functional stability of critical infrastructure in cyber confrontation requires the definition of basic methods and criteria that can be used in Ukraine to assess the stability of critical infrastructure. Cyber weapons, which carry out destructive information effects, are not weapons in the classical sense, because they do not physically damage the object of attack, but translate its information and automated control systems into a crisis mode of operation. The process of counteraction of two or more parties, in this form, is a cyber confrontation that is realized using a common common resource - the global information space. In the process of critical infrastructure management, cyber confrontation imposes additional requirements to ensure the sustainable operation of critical infrastructure. Stability is an integral property that is inextricably linked to the operating environment. Cyber resilience is an integrated indicator and is determined by cyber reliability, which reflects the ability to perform its tasks in a complex critical infrastructure management system in the context of information destructive influences.

Objective: The risk of administrative law enforcement is slowly being exposed to the public. The law enforcement of tobacco monopoly administration plays an important role in maintaining the stability of tobacco market and promoting the benign development of tobacco industry. However, due to the combination of subjective and objective factors, there are many risks in the process of tobacco monopoly law enforcement, which seriously affect the effectiveness of tobacco monopoly law enforcement. In risk society, risk has the characteristics of fluidity and cross-region, which increases the difficulty of administrative law enforcement among local governments. The purpose of this paper is to explore a new model to deal with the risk of local government enforcement against tobacco monopoly administration. Methods: The research adopted the field survey method, 75 local officials were interviewed, including 68 effective interviews and 7 invalid interviews, then analyzed the manifestations of passive cooperation through multiple cases. Results: We found that when risk of tobacco monopoly administrative law enforcement occur frequently, local intergovernmental still choose not to cooperate or cooperate passively at the request of the central government. By analyzing the forms of passive cooperation, we established an analytical framework of initiative cooperation and worked out three elements of initiative cooperation: trust, consensus and tacit understanding. Conclusion: Initiative cooperation is the highest form of cooperation and the best choice for local intergovernmental to deal with risk of tobacco monopoly administrative law enforcement.

Throughout history the city and the wilderness have been both idea and environment for urban man. The conflict between them is expressed in the earliest mythology and manifest today in the conservation versus development debate. The conflict is misdirected: conservation and development are interdependent. They are the same process on different time scales: the sustainance and security of life on earth. Their reconciliation is proposed in the concept of sustainable development.The widespread concern about the environment in the industrialised, developed societies today combines scientific and emotional components. The scientific component is a new and valuable appreciation of, and commitment to, the global ecology. The emotional component is more an anti-technology mood, an historically cyclic phenomenon of complex origins. Modern environmentalism is a complex amalgamation of those environmental concerns with wide ranging socio-economic and political reforms. Those reforms frequently involve the concept of no-growth or very limited economic growth, especially in Western industrial society, and derive from a pessimistic world view historically common among intellectuals. It is environmentalism, not conservationism, which is in conflict with the concept of development.A successful petroleum industry is vital to Australia's future security and welfare. The main threat to the industry comes from environmentalism, and the confusing myriad of legislation and regulation it has sponsored. Of particular significance is the policy of excluding exploration from conservation areas, rather than adopting a multiple and sequential land use approach. The single-usage approach to land management is inefficient balancing of resources and, correspondingly, is poor conservation practice. Multiple land use is a fundamental tenet of the sustainable development and the National Conservation Strategy of Australia.APEA, and business and industry generally, must improve communications with the public. The significance of primary resources in the daily life and national economy must be retaught. Industry must play a leading role in defining and implementing sustainable development, and in championing the concept. The concept will be attacked and manipulated by no-growth environmentalists, but they must not be allowed to prevail.Sustainable development offers the present generations the chance to reconcile conservation and development. That reconciliation is an imperative for the future.

WhatsApp’s implementation of end-to-end encryption has been celebrated by many. Intriguingly, though, the invisible affordance was made visible with an individual message to each conversation. In this research, we “properly scrutinize” the roll-out of the affordance in historical perspective inspired by the “platform biography” approach, critically comparing corporate and media documentation with an analysis of the attributes and affordances that refer to the realm of privacy and security with focus on the end-to-end encryption. After pointing the contradictions with evidences found, we conclude that the implementation should be interpreted neither as a plain idealistic saga for user privacy and security by the App’s founders nor as simply a market-oriented approach—though both are clearly components of the company’s motives—but as a strategic move inserted in a: (1) Public Relations guerrilla strategy from WhatsApp Inc. facing national States and respective intelligence agencies or law enforcement institutions, in which context the development and implementation of affordances reveals a (2) power move by corporate digital media to avoid political conflict against vigilante state power and therefore the App’s subsistent vulnerabilities in terms of privacy and security should be read as (3) a tradeoff between commercial massiveness at the expense of technological utopia.

The aim of the article is to popularize and attempt to reflect on the phenomenon of visuality in various areas of life in the age of new media. The first part of the text introduces the meaning of the term 'visualization' and shows various dimensions of visuality, which is an attempt to validate the assumption about the leading role of image in the modern world. The next part presents the main characteristics of visuality. Visuality is a mean of communication, description of events and expressing emotions. Visual objects affect both the cognitive and emotional sphere, which is the reason behind the constant increase of importance of the message with their participation. The last part of the article contains analysis of the positive and negative aspects of visuality. The dual nature of modern visual messages is associated with the specifics of digital media. The ease of creating and sending images in the era of new media leads to overload of the space with visual objects.

The socio-cultural system in the Belgorod region, as follows from the results of sociology research, is characterized by stability and integrity. To a certain extent, it is a result of preserving the significant share of traditionalism in public consciousness. The moral guidelines for most citizens in the region are set by prevailing norms in society, which have a high degree of rejection of various social deviations. Currently, there is a transformation of traditional values and practices in «modern» ones - with the leading role of individualism, escalating consumer demand and gradual refusal from the comprehensive state regulation. However, orientation to the stability, not to the change, is the dominant of mass consciousness.

The rapid development of digital technology has created a variety of forms of digital media. In these emerging media, with the support of high-performance computers, increasingly dynamic performance has become possible, and the public has cultivated a preference for dynamic content cognition. This study, based on the basic characteristics of visual perception to the cognition of motion form, aims to cultivate the cognitive literacy of pan-digital media with innovative concepts and entrepreneurship education and to explore the cognition and innovative expression methods of dynamic language in digital design. The research leads the static oriented morphological exploration and expression to the dynamic expression and thinking of the same concept object. The basic thinking steps for students from “static” to “dynamic” are established, and students are encouraged to use “Synesthesia,” “metaphor” and other methods to carry out a “dynamic expression” level of emotional association. In the experiment, two different ways of design expression, static and dynamic, are required to design and evolve graphics. In this study, 50 freshmen were selected as the training objects for the planning and training of design thinking and performance means. In the visual elaboration and expression of the inner emotion of the same content with innovative concept and entrepreneurship education, not only should the changes and combinations of the graphics be innovated, but the emotional characteristics of the more abstract graphics should be explored as well. The feedback data of students’ thinking and cognition differences in the two stages of expression were obtained through a questionnaire and analyzed and compared. The experimental results show that after the training, students’ ability to develop innovative concepts and entrepreneurship education through dynamic expression, consciousness and perception were significantly improved. This research also provides a new vision and specific implementation method for the future training of digital dynamic innovation expression ability and the cultivation of innovative concepts of digital media literacy and entrepreneurship education.
