LEAN APPROACH OF IMPROVING MANUFACTURING EFFICIENCY AND ITS DEVELOPMENT IN LATVIA

Important role in producing goods or services of enterprises that produce products, taking into account every modern method and the latest technology in the field of quality. Among them are the logistics concept Lean Production. The principles of Lean management are familiar in the USA, Japan and other countries, but this approach is not as popular in Latvia as it is abroad. In this scientific article, the author explores Lean management and its impact on enterprises as well as its development trends in Latvia. The aim of this work is the Lean approach and its development in Latvia. To achieve the goal better, the author has used the following methods: monographic or descriptive, grouping, graphical analysis and synthesis. After the research, the author can conclude that there is no demand for Lean approach in Latvia. Only a small number of Latvian companies use the principles of Lean Management for a little more par 5%. This proves that many people do not even know what Lean management is. The author of the work will explore everything about Lean management. Will explore the benefits companies will have after implementing Lean management principles in their companies. The recent trends of the Lean approach in Latvia from 2011 to 2015.

Subject. The article examines the laws regulating insider trading. Objectives. The study outlines recommendations for refining Law On Countering the Illegal Use of Insider Information and Market Manipulation and Amendments to Some Legislative Acts of the Russian Federation, № 224-ФЗ of July 27, 2010. Methods. The methodological framework includes a general dialectical method, analysis and synthesis, induction and deductions, and some specific methods, such as comparative and formal logic analysis to specify the definition of insider information, structural logic and functional analysis to improve the mechanism for countering insider trading and market manipulation. Results. We discovered key drawbacks to be addressed so as to improve the business environment in Russia. Although the Russia laws mainly mirror the U.S. laws, they present a more extended list of terms concerning the insider information. I believe the legislative perfection should be continued. Conclusions and Relevance. The study helps apply the findings to outline a new legislative regulation or amend the existing ones, add a new mention on the course of financial markets to students’ books, develop new methods for detecting and countering and improving the existing ones. If all parties to insider relationships use the findings, they will prevent insider trading crimes in financial markets and (or) reduce the negative impact of such crimes on the parties.

The COVID-19 pandemic has had unprecedented social and economic consequences in the United States. Therefore, accurately predicting the dynamics of the pandemic can be very beneficial. Two main elements required for developing reliable predictions include: (1) a predictive model and (2) an indicator of the current condition and status of the pandemic. As a pandemic indicator, we used the effective reproduction number (Rt), which is defined as the number of new infections transmitted by a single contagious individual in a population that may no longer be fully susceptible. To bring the pandemic under control, Rt must be less than one. To eliminate the pandemic, Rt should be close to zero. Therefore, this value may serve as a strong indicator of the current status of the pandemic. For a predictive model, we used graph neural networks (GNNs), a method that combines graphical analysis with the structure of neural networks. We developed two types of GNN models, including: (1) graph-theory-based neural networks (GTNN) and (2) neighborhood-based neural networks (NGNN). The nodes in both graphs indicated individual states in the US states. While the GTNN model’s edges document functional connectivity between states, those in the NGNN model link neighboring states to one another. We trained both models with Rt numbers collected over the previous four days and asked them to predict the following day for all states in the USA. The performance of these models was evaluated with the datasets that included Rt values reflecting conditions from 22 January through 26 November 2020 (before the start of COVID-19 vaccination in the USA). To determine the efficiency, we compared the results of two models with each other and with those generated by a baseline Long short-term memory (LSTM) model. The results indicated that the GTNN model outperformed both the NGNN and LSTM models for predicting Rt.

The advantages and principles of using the concept of Lean-production in industrial enterprises and the place of Lean-management in the overall management system are discussed in the article. Well-known principles of economical production are universal, but each organization is unique, therefore, its principles corresponding to the sphere of activity of a particular enterprise will be formed. The uniqueness of the principles is formed on the basis of creating a map of flows of values. Application of the principles and tools of Lean management at the enterprise will improve the overall management system without breaking the structure of the management model. The advantage of introducing cost effective production will be to obtain a client-centered result. For the effective implementation of the Lean concept, enterprises need to identify, educate their leaders, train them, form a team, motivate staff, and show a personal example of the benefits of using Lean tools.

The journal "Radiation Diagnostics, Radiation Therapy" was founded in 2010. The founder and publisher of the journal is the SI "Institute of Nuclear Medicine and Diagnostic Radiology of the National Academy of Medical Sciences of Ukraine". The purposes and objectives of the journal: informing national and foreign readers about new experimental and clinical researches in the field of radiation diagnostics, radiation therapy and surgery; providing a platform for scientific discussions and reaching consensus on controversial and actual aspects of radiation diagnostics and radiation therapy of diseases in adults and children; promoting the expansion of cooperation between domestic and foreign specialists in the field of radiation diagnostics, radiation therapy and surgery for the formation of modern effective practice. In 2019, the journal was re-registered as "Radiation Diagnostics, Radiation Therapy" (RDRT). All scientific articles are peer-reviewed. Since 2019, all scientific articles published in the journal have been assigned the DOI index as one of an essential accessory for integration into the scientific space of our planet. As of December 2020, a total of 36 RDRT issues have been published. For 10 years, a total of 373 publications, within 23 headings, from 70 institutions of Ukraine, Belarus, Russia, Germany, and the USA, have been printed on its pages. All high-tech technologies of radiation diagnostics and radiation therapy to one degree or another are reflected in the published articles. It is planned to master live publication – posting on the Internet in the free access of scientific work, which is periodically brought up to date by its author. The advantages of such a publication: comfortable perception by the reader (in the text, all inaccuracies and errors noticed from the moment of the first publication of the work on-line are carefully corrected, and also changes in this branch of science are constantly monitored); comfort for the author (mistakes and misprints are now not fatal, and do not haunt the author for the rest of his life); interest in the periodically updated publication even intensifies over time, many readers return to the actual text not only to refresh the most significant points in their memory, but also to find out how the author's views are being transformed and what’s new appeared in a particular area. The purpose of the paper is to study the features of the lean production implementation in the dairy industry of Ukraine. Methodology. To achieve the purpose and solve the tasks set in the paper, a system of general and special research methods was used, namely methods of scientific knowledge (scientific abstraction, analysis and synthesis, deduction, generalization) to study the theoretical principles of the lean production implementation in Ukraine’s enterprises, and questionnaire to assess the lean production implementation’s effectiveness in the enterprises of Ukraine’s dairy industry. Results of the survey examine the theoretical and methodological foundations of the “lean production” concept: taking into account all the definitions mentioned above, the following author’s definition of lean production is put forward: lean production is a system of the enterprise, which is constantly improving, aimed at building all processes in a continuous flow of value creation by preventing and eliminating all types of losses, involving staff in teamwork based on project approaches and maintaining safe working conditions in order to create attractive value for the consumer. Methodological support for rapid assessment of the lean production implementation’s effectiveness on the basis of employee surveys has been developed and the efficiency of the lean production implementation at the enterprises of Ukraine’s dairy industry has been assessed. It is concluded about the lack of effectiveness of implementing lean production at three enterprises of Ukraine’s dairy industry. This is due to the short period of the lean production implementation, as Enterprise 1 only started implementation at the end of 2020. Based on the survey and questionnaire of employees and managers of Ukraine’s dairy industry, the main stereotypes related to the implementation of lean production are identified and refuted, and the reasons for the slow and inefficient implementation of lean production are identified. Lean manufacturing cannot be implemented once and for all, it must be done constantly, because lean manufacturing is a tool for gaining a competitive advantage. Scientific novelty: methodological support for rapid assessment of the lean production implementation’s effectiveness has been further developed, which, unlike others, takes into account the peculiarities of the dairy industry and allows to determine problems and prospects for enterprise development on the basis of a questionnaire. A promising direction of research is a more detailed analysis of the “lean production polygon”, which is based on the survey. A more detailed analysis of the underlying three pentagons will reveal problems in the three subsystems of lean production.

Раздел 8 Концепции развития уголовно-исполнительной системы Российской Федерации на период до 2030 года предусмотрел создание в структуре российской пенитенциарной системы учреждений уголовно-исполнительной системы объединенного типа. Первое такое учреждение начнет свою работу в 2024 г. Автором на уровне гипотезы предлагается рассмотреть основные вопросы, связанные со становлением и развитием учреждений уголовно-исполнительной системы объединенного типа. В связи с этим в настоящей статье рассмотрены три основополагающих направления развития данных учреждений: пространственное развитие, законодательство, правоприменение. Каждый из указанных аспектов проанализирован автором с точки зрения как проблем, так и предполагаемых путей их решения. Цель работы - на основе исследования географии исправительных учреждений, уголовно-исполнительного законодательства РФ и правоприменительной деятельности показать основные проблемы, связанные с развитием учреждений уголовно-исполнительной системы объединенного типа, и возможные пути их решения. Среди проблем показаны проблемы территориального (пространственного) размещения учреждений объединенного типа, законодательства и правоприменения вновь создаваемых учреждений. Методами исследования в научной статье явились универсальные методы (анализ и синтез, индукция и дедукция, аналогия и моделирование); эмпирические методы (обобщение, классификация); теоретические методы (идеализация, абстрагирование, гипотетико-дедуктивный метод) и др. Выводы и результаты работы определяются достижением ее целей. Section 8 of the Concept for the Development of the Penitentiary System of the Russian Federation for the Period up to 2030 provided for the creation of a unified type of penal institutions in the structure of the Penal System of Russia. The first institution such type will begin its work in 2024. The author at the hypothesis level analyses the main issues related to the formation and development of institutions of the unified penal system. In this regard, the author considers three fundamental areas of development of the institutions under consideration: spatial development, legislation, law enforcement. Each of these projects was analyzed by the author in terms of both problems and suggested ways to solve them. The purpose of the work is to show on the basis of a study of the geography of correctional institutions, penal enforcement legislation of the Russian Federation and law enforcement activities the main problems associated with the development of penal correction institutions of a unified type and possible ways to solve them. Among the problems are the problems of territorial (spatial) placement of institutions of a unified type, legislation and enforcement of newly created institutions. The research methods in the scientific article were universal methods (analysis and synthesis, induction and deduction, analogy and modeling); empirical methods (synthesis, classification); theoretical methods (idealization, abstraction, hypothetical-deductive method) and others. The conclusions and results of the work are determined by the achievement of its goals.

Abstract In the article the theoretical framework of public school teachers’ continuing professional development (CPD) in Great Britain, Canada and the USA has been presented. The main objectives have been defined as theoretical analysis of scientific and pedagogical literature, which highlights different aspects of the problem under research; presentation and characteristic of two models: the model of unification and the model of diversification of teachers’ professional development in the systems of continuing pedagogical education of Great Britain, Canada and the USA by the dominant traits. Their major components have been defined and specified. Public school teachers’ CPD has been studied by foreign and domestic scientists: content of public school teachers’ CPD (N. Dana Fichtman, M. Rees, A. Ross, S. Zepeda); CPD programs (C. Pratt); public school teachers’ CPD models, methods and forms (K. Duinlan, P. Grimmet, G. Troia, P. Wong); continuous professional education (Ya. Belmaz, А. Kuzminskyy, O. Kuznyetsova). The research methodology comprises theoretical (logical, induction and deduction, comparison and compatibility, structural and systematic, analysis and synthesis) and applied (observations, questioning and interviewing) methods. The research results have been presented.
