Production-oriented approach may provide us with a brand new perspective to our current college English reading instruction. Under this approach, teaching reforms need to be initiated in respects of teaching objectives, teaching materials, teaching methods and assessment. Instructors are required to design appropriate output tasks to stimulate learners’ motivation in reading. In addition, a wide variety of teaching activities need to be designed to fully involve students in classroom activities and ensure the completion of output tasks. High-quality guided development and environmental forcing are two routes for China’s green development, and each has different focuses and outcomes. The aim of this study is to clarify coordinated mechanisms to reveal the reasons and determine paths for China’s green development. A research framework for synergetic evolution is established, and the Haken model is applied to analyze the different effects of high-quality development that guide resource- and environmental-forcing mechanisms. This research showed that: (1) the preferred route and key factor in China’s green development is high-quality developmental guidance; (2) high-quality development and environmental-forcing mechanisms are non-coordinated, and while the former might coordinate with the latter, the latter does not; (3) mutual promotion of high-quality developmental guidance and the resource mechanism was not observed; (4) the critical point coordinated value is 0.5686 for China’s green development. Eastern China possesses a relatively high level of green development, while the north, east, west, and central areas of the country still have much progress to make.

This article presents a study of the academic reading proficiency in English of 217 senior level Norwegian upper secondary school students who upon graduation are considered qualified for higher education. Testing with an International English Language Testing System (IELTS) Academic Reading Module revealed that two thirds of the 178 respondents with ordinary EFL courses did not achieve the equivalent of the IELTS Band 6 score minimum that is usually required for admission to British and Australian universities. In comparison, two thirds of a sample of 39 respondents with a single, sheltered Content and Language Integrated Learning (CLIL) subject achieved a Band 6 score or better. Closer analysis indicates that the poor test scores can be attributed to weaknesses in current English as a Foreign Language (EFL) instruction where reading is neglected, where students do not learn to adjust how they read to reading purpose, and where they do not learn how to handle unfamiliar words to avoid disrupting the reading process. The article ends with suggestions on how to improve EFL instruction, in Norway and elsewhere.
