Capital is the most basic element of production organization, and green bonds are important financing sources for the green industry. Financingcosts directly affect the steady development of the green industry. In order to verify whether third-party certification can reduce the financing cost of green bonds and whether the nature of property rights has an impact on the reduction, 285 green bonds issued from 2016 to 2019 are taken as samples, and then a hierarchical multiple statistical regression analysis method is adopted to conduct a quantitative study. The results show that third-party certification, as a unique credit enhancement method for green bonds, can significantly reduce green bond spreads. In addition, it isgreater that the effect on non-state-owned enterprises’ green bonds is. Since bond spread isamain part of financing costs, the above means that third-party certification can reduce the financing costs of green bonds, especiallyfor non-state-owned enterprises. In this regard, starting from reducing the cost of green bonds, the paper proposes to improve the green bond evaluation and certification standards as soon as possible, non-state-owned enterprises particularly should actively carry out third-party certification, and the government needs to further increase the implementation of third-party certification as well as strengthen multi-party cooperation.

[Abstract] This paper takes the Chinese listed company with the equity refinancing qualification from 2012 to 2013 as the research object, and uses the residual revenue model to calculate the equity financing cost. This paper discusses the impact of the overconfidence of executives on the equity financing cost and its impact mechanism. The unique institutional background examines the differences in property rights characteristics. The research found that: (1) executive overconfidence has a negative impact on the cost of equity financing, executives tend to be overconfident, the higher the equity financing cost of the company; (2) the overconfidence of executives to state-owned enterprises compared to private enterprises The negative impact of financing costs is more significant; (3) in addition, this paper also examines the potential impact mechanism of executive overconfidence on the cost of equity financing. The quality of information disclosure and the risk of investor prediction have a mediating effect on the impact of executive overconfidence on equity financing costs.

Abstract Green bonds are an important part of green finance and a significant financing method for enterprises to make socially responsible investments. This thesis analyzes the impact of pro-environmental factors on the financing cost of green bonds by the data of green bonds issued from 2016 to 2020. The results show that the better the environmental performance of the issuer's region, the lower the financing cost of green bonds, and the third-party certification reduces the financing cost of green bonds. Further research shows that high pollution areas and high pollution industries enhance the punitive role of environmental pollution financing. Regional environmental performance mainly affects the financing cost of green bonds through tax suppression mechanism and credit penalty mechanism, while third-party certification affects the financing cost of green bonds through tax relief mechanism and financing channel mechanism. This paper provides empirical evidence and policy inspiration for reducing the financing cost of issuing green bonds and promoting the perfection of the green bond system.

Social media is a valuable tool, providing a means of instruction, communication, and collaboration to many organizations including the government institutions that citizens rely upon. However, while important for distributing information, social media has not historically prioritized accessibility. The federal government has a duty to provide fair and usable information access for those with disabilities, but the delineation between where this responsibility lies becomes blurred when third-party platforms like social media are utilized. The extent to which social media pervades government sites and causes accessibility issues is one that is not well understood. This article presents an overview of the current state of affairs for Section 508, the implications it has for social media, and a study to evaluate the potential impact it has on all users.

On January 15, 2020, the representatives of Sino-US trade signed Phase I Economic and Trade Agreement Between the Government of the People’s Republic of China and the Government of the United States of America in Washington, which symbolizes the temporary settlement of two-year Sino-US trade war in relatively peaceful method and lays a good foundation in mutual trust for subsequent Phase II negotiation. This Agreement includes eight chapters involving Sino-US economic and trade and is called the model of the international bilateral agreement by virtue of its wide field and rigorous details. The impact of clauses about intellectual property rights on China’s current legal system and the future revision direction of China’s relevant laws for conformance with the Agreement will be discussed emphatically so that the author can rapidly understand the impact and significance of Sino-US trade agreement to Chinese law.

Abstract We examines the effects of climate change on the financing cost of heavy-pollution firms using firm-level panel data analysis. The empirical results demonstrate that the annual temperature and precipitation changes can significantly promote the financing costs of heavy-pollution firms, the positive impacts of annual temperature and precipitation changes on the financing costs of large, medium and small heavy-pollution firms has shown a gradual weakening trend with an increase of firm size, and the positive effects of annual temperature and precipitation changes on the financing costs of younger and older heavy-pollution firms has shown a decline trend with an increase of firm age. The evidences confirms that the impact of climate change on the financing costs of heavy-pollution firms exhibit a significant firm size and age discrimination of financing behaviors. Government decision-makers have to identify and optimize the transmission effect of climate change response on financing behavior decisions of heavy-pollution industries, financial institutions alleviate financial conflicts and credit discrimination behaviors and optimize the efficiency of financial resource allocation. Firms’ executives correct climate change strategy, optimize the climate- relevant operation, investment and financing activities, and alleviate unfavorable influences of climate changes for heavy-pollution firms.

This paper is motivated by the policy of the Financial Services Authority, in which Shariah Banking is able to compete and perform the intermediation function equally and felt by the people of Indonesia. The policy of the Financial Services Authority has a synergy between sharia banking and the Community in the form of easily accessible financing. This paper aims to determine the impact and strategy of development policy of Financing and financial inclusiveness in increasing the financing of Bank Syariah in Indonesia. The method used is qualitative approach, descriptive type. The result of this paper is the policy of development of financing and financial inclusions have a significant impact for the improvement of financing. The strategies for the policy to produce maximum financing; first the need for support from the government as regulatory publishers, universities, state enterprises to support the financing climate; secondly, the shift of regulatory thinking from the achievement of the quantity of funds alone, but also must be based on the number of people who can be served. Third Improvement of Sharia Banking Human Resources with the training policy, providing sufficient incentives and minimum standards for recruitment of sharia banking managers. Thirdly, sharia banking always considers Third Party Funds Management, Fourth; consider the profit-sharing rate used in the financing contract. Fifth, Sharia Banks have the opportunity to cooperate (chanelling) with Non-Governmental Groups that have been free from poverty, and maximize financing for the allocation of Micro Small and Medium Enterprises.

This article discusses how to approach communication in the settlement of social and religious conflicts, causes and impacts caused by the conflict. In the discussion of this article revealed that social-culture and religion make our nation vulnerable to conflict, from the eastern end to the western end. Therefore, the issue of social-religious conflict needs to be resolved quickly by various parties. Factors that often lie behind the conflict are the curb of inter-religious adaptation, economic jealousy, narrow fanaticism, lack of knowledge of democracy and faith. While the impact is the disruption of security, the cracking of social relationships, destruction of the order of life, and countless material losses. The most important is the settlement of social and religious conflicts that can be taken is; Abitration, which is immediately terminated by a third party in this case the government and law enforcement apparatus; Mediation, termination of the dispute by a third party but no binding decision is given; Conciliation, attempts to bring together the wishes of the disputing parties to achieve mutual consent; Stalemate, the situation when both opposing sides have a balanced power, then stops at a point not attacking each other; adjudication, resolution of conflicts in the courts by giving priority to the justice and impartial to anyone.

Any analysis of the Intellectual Property Rights relating to the seed industry in India needs to take cognizance of three interrelated issues: (a) that the current debate on IPR is part of a larger debate on issues relating to GATT; (b) that the options on IPR are intricately linked to the New Economic Policy and the accompanying liberalization process; and (c) that the IPR relating to plant varieties need to be seen in a broader framework of the seed policy pursued by the government. In this background, this paper by Rakesh Basant reviews the available literature and data to explore the impact of IPR on the seed industry in India.

Abrasion is a natural disaster that results in the owner of the right to land losing the right to control, use or take advantage of the land, because the land is lost in part or in whole due to erosion by water. Article 27 of the Law On Agraria determines that property rights over land are destroyed if the land is destroyed. In this study, the author will analyze the legal status of property of land affected by abrasion with the formulation of the problem What is the legal status of property rights on land affected by abrasion according to Government Regulation Number 24 of 1997 concerning Land Registration and how to guarantee the protection of affected land rights abrasion. The results of this study are that the status of land rights affected by abrasion is abolished, both in the provisions of the Law On Agraria and Government Regulation Number 24 of 1997 concerning Land Registration because it is no longer compatible with physical data or juridical data as a strong evidence. The government has an obligation to provide guarantees and protection of rights to land affected by abrasion and those that have been affected by abrasion in part or in whole. On the basis of the state's right to control Article 2 of the Law On Agraria the state has the right to regulate land use, inventory, and maintenance to prevent and reduce the impact of abrasion on its citizens. The government can also provide compensation as contained in Article Number 24 of 2007 concerning Disaster Management which determines that the Government and regional governments are responsible for the implementation of disaster management.Abrasi merupakan bencana alam yang mengakibatkan pemilik hak atas tanah kehilangan hak untuk menguasai, menggunakan, atau mengambil manfaat atas tanah, karena tanah tersebut hilang sebagian atau seluruhnya akibat pengikisan oleh air. Pasal 27 UUPA menentukan hak milik atas tanah hapus, apabila tanahnya musnah. Pada penelitian ini, penulis akan menganalisa tentang status hukum hak milik atas tanah yang terkena abrasi dengan rumusan masalah Bagaimana status hukum hak milik atas tanah yang terkena abrasi menurut PP No. 24 Tahun 1997 tentang Pendaftaran Tanah  dan bagaimana jaminan perlindungan hak-hak tanah yang terdampak abrasi. Hasil dari penelitian ini adalah bahwa status hak atas tanah yang terkena abrasi adalah hapus, baik dalam ketentuan UUPA maupun PP No. 24 Tahun 1997 tentang Pendaftaran Tanah karena tidak sesuai lagi dengan data fisik maupun data yuridis sebagai alat bukti yang kuat. Pemerintah mempunyai kewajiban untuk memberikan jaminan dan perlindungan hak-hak atas tanah yang terdampak abrasi maupun yang sudah terkena abrasi baik sebagian maupun seluruh tanahnya. Atas dasar hak menguasai oleh negara Pasal 2 UUPA negara berhak mengatur peruntukan, penggunaan, persediaan,dan pemeliharaan tanah untuk mencegah dan mengurangi dampak abrasi bagi warga negaranya. Pemerintah juga dapat memberikan ganti kerugian sebagaimana yang ada di dalam UU No. 24 Tahun 2007 tentang Penanggulangan Bencana yang menentukan bahwa Pemerintah dan pemerintah daerah menjadi penanggung jawab dalam penyelenggaraan penang-gulangan bencana.

Pangandaran as a new autonomous region has a great potential in tourism, Pantai Pangandaran, Cagar Alam Pananjung, Pantai Batu Hiu, Pantai Batu Karas, Pantai Madasari, Green Canyon, Citumang. Therefore, this vision is: "Pangandaran in 2025 became a worldwide tourism district, a place to stay safe and comfortable based on religious norms".In Pantai Pananjung tourism, there are many things remaining to be managed. They are road infrastructure and other facilities such as garbage management, street vendors and parking arrangement.To realize this vision, it is necessary to create a model that is most appropriate to develop tourism through the development of green tourism. Therefore, the authors conduct research on "Simulation Model Dynamic Systems Development of Sustainable Tourism to boost economic growth in Pangandaran".The purpose of this study is to determine the model of dynamic systems development of Pantai Pangandaran tourism need to be implemented by the local government. The research was conducted by applying dynamic system simulations to determine the conditions and characteristics of the place within the next 10 years oriented to social, economic and environmental. This study is a combination of exploratory and causal research.The result shows that the development of tourism of Pantai Pangandaran is influenced by socio- economic conditions and the environment and the ability of financial resources. They have implications for economic growth. Socio-economic factors such as national and local Budget investment and the 3rd parties to conduct the development of sustainable tourism. It means that the cooperation must be conducted among the Government, the Local Government and the third party to allow eligibility financially to carry out sustainable development. However, sustainable tourism development is inseparable from the preservation of the environment. Therefore, the construction is obliged to implement the environmental analysis that is capable in overcoming garbage as the impact of increasing population and a number of visitors. Therefore, the pollution of air, soil and water can be prevented. Furthermore, an increase in investment, the productivity of agriculture, industry and service sectors increased will increase people's income and foreign exchange area and the GDP as well as the ability of curbing inflation and ultimately to increase regional economic growth.Keyword : Dynamic system, tourism, green environmental, economic growth
