The article deals with the problems of psychological and pedagogical adaptation of students to the main school. Approaches to the problem of adaptation processes by representatives of different psychological schools are compared. The data of research of a level of psychological and pedagogical adaptation of students during transition from primary to basic school are given. The main theoretical approaches to the problem of psychological and pedagogical adaptation in domestic and foreign scientific literature are revealed. The article correlates the data obtained by diagnostic methods and the method of conversation and analysis of educational documentation. The author gives their conclusions concerning educational and non-educational factors that can influence the success of psychological and pedagogical adaptation of students. The article offers a discussion of the results obtained. The article draws conclusions about probable causes of psychological and pedagogical adaptation difficulties for students in the main school and possible ways out of the psychological and pedagogical disadaptation zone.

The aim of this article is the implementation of theoretical and empirical analysis of the essence of emotionality. Methods of study: analysis, comparison and systematization of the scientific literature concerning the phenomenon of an emotional deprivation, observation, analysis of the documentation, the method of the peer review, a conversation, a testing, a survey for the identification of the consequences of the emotional deprivation. Results. We figured out that emotional deprivation very closely connected with other kinds of deprivation and is part of the mental deprivation. The semantic content of the notion "emotional deprivation" depends on the conceptual and theoretical approaches of the author, studying of the specific conditions of its origin and also the specific of age group. However most scientists continue determine emotional deprivation as a category of mental state of the personality. Emotional deprivation is an instrument of change and transformation in the psychics, affects somatic health, causes psychosomatic disorders and mental disorders. It is generalized that emotional deprivation through negative feelings and emotions affects other mental spheres of personality – volitional, intellectual, motivational, value-oriented, changing them, deforming, complicating, ie affects the psyche in general. Conclu s ion s . Emotional deprivation can't be equated as a mental state, because it is connected indirectly with the mental state of the deprived personality, but it isn't one. To our mind, emotional deprivation is a process of long lasting stay of the personality in conditions of emotionally impoverished environment, conditioned by displeasure of emotional needs, loss, limitation, insufficiency or absence of abilities for installation of close connections, contacts and interaction with a significant person. It causes dysfunction, breaches and disarrays of the mental sphere of a personality.

Problem setting. Regular contacts between representatives of different cultures determine the need to solve problems that always arise in the form of the need to adapt representatives of one culture in the conditions of their existence in another culture. It is important to understand that the cooperation of such entities on a professional basis also requires the development of approaches that would allow a high level of effectiveness of such interaction. A special role should be played by public authorities and management, designed to implement the relevant functions. Recent research and publications analysis. At the present stage, the issue of intercultural communication is covered in the works of such scientists as Hasanov Z., Zasluzheniuk V., Kucherian S., Miroshnichenko V., Zhornova O., Nieto S., Rulker T. and others. Socio-cultural environment forms certain patterns of behavior of individuals, as claimed by such researchers as Verbytska P., Manakin V., Traiger G., Hall E., Shaigorodskyi Y. and others. Scientists argue that intercultural communication underlies the implementation of civilized relations observed in modern society. Highlighting previously unsettled parts of the general problem. It should be noted the need for in-depth research in the context of public administration, as this aspect is extremely important for state building and the transition to a new communicative format among the population and public authorities. Such research should begin with the elucidation of the theoretical foundations and features of intercultural communication in public administration. Paper main body. Communication will be effective if the participants of the communication process are able to understand each other. It occurs in accordance with the worldview of an individual and is the main way of human communication. The term “intercultural communication” appeared in the scientific literature in the 1970s. Already in the next decade there was a significant surge of interest in the issue of intercultural communication among specialists in the field of linguistics, psychology, culturology and sociology. Currently, there are a large number of special institutes and scientific schools that study the features of intercultural communication The set of terminological positions of intercultural communication gives grounds for such generalizations. The subjects of intercultural communication are the representative of one culture as the producer of the message and the representative of another culture as the recipient of this message. Intercultural communication should be considered as “adequate mutual understanding of two participants in a communicative act who belong to different cultures”. The interaction of parties with different experiences, and their individuals are the  different patterns of behavior that have historically developed in different periods. This refers to a communicative format in which the sender and recipient of information belong to different cultures. In the process of studying the peculiarities of intercultural communication, it is necessary to focus on the study of differences between cultures on the basis of the theory of four dimensions: the first dimension is the distance of power; the second dimension is individualism and collectivism; the third dimension is the avoidance of uncertainty; the fourth dimension is male and female. The public aspect is dominant in intercultural communication, as it is realized through open interactions, which in one way or another must regulate, coordinate and be guided from the outside. Publicity in this case manifests itself as the influence of certain external factors, the most important of which is public authority. In particular, the power-management vectors aimed at ensuring that the process of intercultural communication is carried out within the legislative and regulatory framework of those countries in which such communicative interaction is observed. And public authorities and administration are called to perform the following functions: to inform participants of intercultural communication by placing information in the media, on the official websites of government agencies, providing answers to inquiries, etc.; to advise communicators in order to acquaint the parties with the position of public administration bodies regarding a particular format of behavior; to conduct a dialogue with the participants of intercultural communication by transmitting the necessary information bilaterally and waiting for the relevant results; to cooperate with the authorities and participants of intercultural communication on the basis of partnership. Conclusions of the research and prospects for further studies. The studied concept has a sufficient justification in the scientific literature. Based on the versatility and multifaceted nature of this definition, it is correct to say that it is closely related to various sciences and worldviews, which allows us to deeply understand the importance of understanding the term under study by participants in intercultural communication. The sphere of public administration contributes to the establishment of effective cooperation between representatives of different cultures and countries, while performing a number of functions. The main ones are informative, consultative, partnership and dialogue function. Effective cooperation between public authorities and participants in intercultural communication helps to improve the quality of the communication process and meeting of the goals.

The research is aimed at generalizing various classification approaches of integration associations in business on the basis of a literature review. The purpose of this article is to form the author's position on the classification of integration associations at the level of business structures. To achieve this goal, the following tasks are formulated: to comprehensively consider the phenomenon that formalizes the idea of business integration; to determine the target characteristics of the integration of business structures; to generalize approaches to the classification of integration associations in business; determine the prospects for the use of various forms of integration associations. The study uses a set of general logical methods of cognition: dialectical, systemic, generalizations, comparative analysis; methods of analysis of scientific literature. The main results presented in the study are the following: the author's interpretation of the term "integration" at the level of the business structure is given; the target integrations of business structures (motives, potential participants, relationships, possible forms of integration associations) are formulated and presented in the form of a scheme; According to the author, the most significant approaches to the classification of integration associations in business are systematized; a comparative characteristic of organizational forms of business integration is carried out, confirmed by practical examples. The main conclusion of the study is that the modern period of development is characterized by a variety of integration processes and relationships, so the choice of one or another form of integration association depends on the goals, motives, scope of activity, level of financial and economic development of potential integration participants.


Air pollution is considered to be the most dangerous by the extent of negative effects, since urban pollution with some compounds has already become irreversible, and entails negative changes in the health of the population. In this regard, the importance of scientific-methodical support for monitoring, integrated assessment of air pollution, and determining the level of medical and ecological, including carcinogenic, risk for individual territories increases. The article is aimed at determining and comparing the level of carcinogenic risk in a megacity due to the chemical carcinogens entering the organism with the atmospheric air and the air in residential and public buildings. The article discusses theoretical approaches to studying the effect of environmental factors on human health, including the risk of oncology diseases. Based on the analysis of the scientific literature and the data about the presence of carcinogenic substances indoors and outside, the problem of medical and ecological assessment of carcinogenic risk formation due to air pollution in megacities has been analyzed.

It is identified in the paper that one of the important prerequisites for implementing an effective European integration policy is to consider the theories of Europeanization and new institutionalism. The essence of the concepts of "Europeanization" and "new institutionalism" is studied, the evolution of theoretical approaches to their research is considered, and the directions of studying "external" Europeanization were analyzed. The paper proves that the concept of Europeanization is widely used in the European scientific literature to analyze the political and regulatory influence of the European Union on new EU member states and neighboring countries, as well as the fundamental mechanisms of Europeanization. The author notes that Europeanization implies changes, transformations, and reforms taking place in all spheres of life under the influence of European integration processes, which can be analyzed from the standpoint of new institutionalism. The key provision of the new institutionalism is defined by the commonly used expression – "institutions matter", whose analytical priorities are to use a wide range of interdisciplinary approaches to the analysis of norms, institutions and processes.

Currently, in the scientific literature, there are different approaches to the need to apply budget rules and to assess their results, and there is no single approach to the need, effectiveness of their application and impact on the economy. It is clear that the application of appropriate budgetary rules in practice is necessary as an instrument of financial discipline. However, the results of the application of budget rules in different countries show that the use of this mechanism, if in some cases yields positive results, in others, leads to dramatic negative consequences. The above requires appropriate research and justification of the need, effectiveness and possible consequences of the application of budgetary rules in Azerbaijan. At present, there are different approaches in the scientific literature to assess the need for the application of budget rules and their results, and there is no consensus on the need for the application of these rules, their effectiveness and their impact on the economy. It is clear that the existence (application) of relevant budget rules in practice is necessary as an instrument of financial discipline. However, the results of the application of budget rules in different countries show that the use of this mechanism, if in some cases provides positive results, in other cases leads to sharp negative consequences. The above requires that relevant research be conducted and substantiated on the necessity, effectiveness and possible consequences of the application of budget rules in Azerbaijan. Over the past few decades, a steady rise in the incidence, morbidity and mortality from cardiovascular diseases has been observed throughout the world. The most common pathology is coronary heart disease (CHD) which, in addition, is responsible for chronic heart failure in more than one third of the cases. Patients with coronary heart disease are in need of early diagnosis and timely treatment. This article provides an overview of current scientific literature concerning anatomy of coronary vessels, their age-related changes, and modern radiological diagnostic methods of the lesions associated with coronary artery disease.

Abstract The objective of the study is to offer an overview of selected concepts and approaches to the study of the contemporary rural environment and rurality from the perspective of disciplines close to social anthropology (mainly sociology and human geography) on the basis of scientific literature. The study builds on the objectives of the APVV project, introduced in the Editorial of this volume (Socio-cultural capital of successful villages as a source of sustainable development in the Slovak countryside). The selection of theories closely relates to the project and presents those concepts that might bring theoretical-methodological impulses for rural anthropology, but could also be useful for rural municipalities. For better understanding of contemporary theoretical approaches in rural studies, I pay closer attention to key terms “rural” and “rurality”, and further focus on concepts of rural resilience, sustainability, multifunctionality and peripherality.

Currently, the scientific literature pays much attention to the issues of program-target and normative-per capita budgeting, their implementation in the Russian practice. However, the results of comprehensive studies of budgeting of public finance are practically not published. It determines the necessity of carrying out, first of all, theoretical research in the field of budgeting in the sphere of governmental (municipal) finance. The article considers theoretical approaches to the content of budgeting, highlights its features in public (municipal) finance in terms of functions, principles, organization schemes. It systemizes types of budgeting, including the program-targeted type; the result-oriented budgeting; the initiative; the normative-per capita and the project types. The article presents investigation of the content of the most relevant type of budgeting for Russian practice - the initiative budgeting, offers its classification in terms of various grounds. It analyzes the degree of initiative budgeting implementation in Russias regions, specifies the prospective directions of introducing budgeting in the Russian practice.


The problem of medical waste management is an issue that concerns not only experts since the amount of waste has a stable tendency to intensive growth. The research aims to study the status of medical waste management and analyze the approaches to its classification, taking into account the specific features of its formation and possible disposal. The article defines theoretical approaches to the analysis of the "medical waste" category and identifies the main directions of research in the field of medical waste management. Based on the analysis of scientific literature and an expert survey, the authors analyze the problems associated with the disposal of medical waste and the possible approaches to their solution. The authors propose a classification of medical waste and operations performed with it in health care centers.
