The article reveals the legal, organizational, methodological and substantive aspects of the Concept of psychological support of professional training of police officers in departmental universities.These aspects are structured in a consistent description of the following six sections of the Concept: 1) General provisions: a description of the purpose of the Concept and the regulatory legal basis for its implementation; 2) the current state of psychological work in educational organizations of the Ministry of Internal Affairs: analyzes and highlights the existing problems in the practice of psychologists of departmental education; 3) the goals, objectives and principles of the Concept: outlines the purpose of this Concept, namely, the development of the system of psychological work in the educational institutions of the MIA of Russia; this objective is achieved by addressing a number of tasks and taking into account the principles presented in the description section; 4) the implementation of the Concept: outlines the content of the main information blocks reflecting procedural characteristics, conditions and factors of implementation of the Concept; 5) main activities: reviews the areas of psychological work through the prism of such activities as education, prevention, diagnosis, counseling, correction and training; 6) assessment of efficiency: describes the following criteria and indicators of the effectiveness of psychological support: practical and effective, optimal in terms of activity, motivational and predictive.

The introduction actualizes the urgent need to reform the system of departmental education of the Ministry of internal Affairs of Russia, implemented both in structural and organizational tasks and in content. The purpose of this article is to substantiate professional training in educational organizations of the Ministry of internal Affairs of Russia from the position of axiological, practice – oriented and competence-based pedagogical approaches. In the main part of the article, the restructuring of educational organizations of the Ministry of internal Affairs of Russia is presented as the need to optimize them, which directly affects the increase in the level of efficiency of professional training of police officers. It is noted that the use of educational systems based on competence-based, axiological, practice-oriented approaches in the educational process of departmental educational organizations contributes to solving the problem of unprofessionalism, and as a consequence, the problem of the quality of professional training of police officers. A specific example of a pedagogical system for the formation of professional values for cadets of educational organizations of the Ministry of internal Affairs of Russia is given. And the article discusses also an example of a practice-oriented approach in training of specialists for the juvenile divisions of the Moscow University of the MIA of Russia named after V. J. Kikot within the complex (multi-step) practice. The results of the analytical study showed the significant importance of modern pedagogical approaches in the professional training of law enforcement officers in educational organizations of the Ministry of internal Affairs of Russia. The article concludes a general conclusion based on the results of the analytical examination.

Анализируется современное состояние профессионального образования, которое рассматривается как социальный феномен. Представлены характеристики профессионального образования как составляющей образовательной системы. Отмечается, что современное состояние профессионального образования находится на уровне модернизации в пользу использования инновационных образовательных технологий. Акцентируется внимание на главной тенденции современного профессионального образования – его цифровизации. Ситуация, вызванная COVID-19, привела к тому, что образовательные учреждения были вынуждены перейти на новые форматы обучения (дистанционное и онлайн-обучение). Основными факторами, повлиявшими на данную ситуацию, названы пандемия COVID-19, накопленный международный опыт, современные потребности общества и рыночной экономики. Несмотря на технологические и организационные трудности, выработаны общие подходы к профессиональному обучению дистанционно и онлайн, создана база образовательного контента. The article analyzes the current state of vocational education. Vocational education is considered as a social phenomenon. The characteristics of vocational education as a component of the educational system at the present stage of development are presented. It is noted that the current state of vocational education is at the level of modernization in favor of the use of innovative educational technologies. Attention is focused on the main trend of modern professional education – its digitalization. Integration of the Russian vocational education system into the world educational system is one of the priorities of the state educational policy. It is noted that the basis of modern vocational education is at the level of modernization in favor of the use of innovative educational technologies. The principles underlying modern education are highlighted: continuity, practice-orientedness, integration, continuous professional development, learning “online + offline. The situation caused by the coronavirus COVID-19 led to the fact that educational institutions were forced to switch to new formats of education (distance and online learning). The main factors that influenced this situation are the COVID-19 pandemic, the accumulated international experience, the modern needs of society and the market economy. It is noted that, despite the technological and organizational difficulties, common approaches to professional training remotely and online were developed, a database of educational content was created.

The article discusses the theoretical and legal basis for the participation of military educational organiza-tions in civil legal relations. It is shown that the specifics of the status of a military educational organiza-tion determines the features of legal regulation of educational activities of these educational institutions. It is proved that civil legal relations in which military educational organizations participate belong to the category of "secondary", that is, providing the process and result of educational activities.

The current state of legal regulation of academic integrity in Ukraine has been analyzed. It has been found out that the standards of academic integrity are still poorly studied in the scientific field in Ukraine. However, some aspects of the legal regulation of academic integrity have already been considered in the works of national scholars. However, given the relative novelty of the term of “academic charity” in the current legislation, a number of issues of legal regulation of academic integrity in Ukraine remain relevant and unresolved. It has been noted that the regulatory requirements for the standards of academic integrity were first enshrined only in 2017in the Art. 42 of the Law of Ukraine “On Education”. It became the legal basis for the protection of the author’s scientific work from its appropriation or unjustified publication by another person. Until now, the “standards” of academic integrity were not enshrined in law, although they were used to some extent in verifying the results of dissertation research. This aspect is still problematic from the point of view of legal regulation, and hence practical application. The following problems of the current state of legal regulation of academic integrity in Ukraine have been identified: diversity in the approaches of educational institutions to the criteria used in testing scientific papers for literary piracy; the existence of a legal conflict regarding the regulation of the issue of “self-plagiarism” between the provisions of the Law of Ukraine “On Education” and the Resolution of the Cabinet of Ministers of Ukraine No. 567 dated from July 24, 2013; the need to distinguish between additional and detailed liability for the violation of academic integrity; inconsistency of terminology in the current legislation, etc. Ways to solve existing problems have been suggested.

Relevance: the article justifies the need for comprehensive psychological support of professional training of police officers in order to improve the quality of education and competence of law enforcement specialists. The purpose of the research is to test the developed Concept of psychological support for the formation of personal competence of police officers. Hypothesis of the study: after execution of the forming influence the level of formation of the components of personal competence and the degree of their integration increases as well as the success of professional activities during the first year of service. Sample: 1163 students of the Volgograd Academy of the Ministry of internal Affairs. Results: the efficiency of developing impacts within the framework of the Concept is confirmed at all stages of the experiment. Assessments of personal competence development are significantly related to the professional progress of University graduates assessed by experts. Expert assessments of the components of personal competence show high consistency with corresponding personal variables evaluated through self-reporting, both in a single-moment section and in dynamics. Conclusion: the implementation of the Concept shows the efficiency of psychological support measures for the formation of personal competence, the influence of their level of development on the results of professional activity is confirmed.

The article describes the features of the formation of an anti-corruption system aimed at training public officials. This system takes into account the international obligations of Russia, as well as the needs of the authorities in the professional training of officials, the creation of an efficient apparatus, and increased efficiency in the fight against corruption. The author presents an approach to developing the training for anti-corruption officials, engaged in countering corruption and other offenses, as well as other employees or persons filling state (municipal) posts through the use of interactive technologies. Special attention is paid to the use of interactive teaching methods, such as brainstorming, case work, group work, analysis and working with documents, modeling, demonstration, guided discussion, debate, creative assignments, business games, expert meeting, Socrates method, use of video recordings and visual guidances. Government bodies, working to prevent corruption and other offenses, together with educational organizations are actively developing curricula and training materials for anti-corruption classes. All materials of the article can be used for organizing anti-corruption education for civil servants and public officials.

The humanization of criminal and penal policy at the present stage is especially clearly manifested in relation to minors, in particular, when they are released from criminal liability through the use of compulsory educational measures. The article examines the history of the formation of the analyzed legal institution, the step-by-step process of its development, draws conclusions about the current state, the number and content of educational measures, provides statistical data on their application, reveals the problems existing in this area. In particular there is an insignificant share of the use of educational measures by the courts, while maintaining a high proportion of juvenile crimes of small and medium gravity. It is stated that the existing judicial practice is due to the presence of gaps in the criminal legal regulation of the use of measures of educational influence, and their implementation is associated with the shortcomings of the legislation that determines the state policy in relation to children and adolescents. On the basis of an analysis of existing problems as well as an assessment of foreign experience in applying similar measures to minors options for their solution are proposed related to the adoption of certain regulatory legal acts or amendments to existing ones that determine the mechanism for implementing measures of educational influence; creation of a state body with appropriate competence; the expansion of the participation of public organizations in the context of the reduction of special educational institutions of a closed type.

Purpose: A teacher of a vocational school should rationally use such teaching methods that would ensure the training of qualified personnel competitive in the labor market. Methodology: Educational institutions to meet the requirements of the market economy in the provision of educational services should be guided by a generalized model of a competitive specialist. The technology of development of the model includes the formation of components of professional activity (analysis of professional activity, identification of basic labor functions and professional skills) and training. Result: The assessment of theoretical professional training of students was carried out by testing with the use of PC in the main academic disciplines in two specialties. The assessment of theoretical professional training of students was based on the methodology proposed by A. A. Leonovich. Based on the assessment of knowledge in the five main academic disciplines, a generalized coefficient of theoretical training was calculated. Personal and business qualities necessary for a modern person in the conditions of market relations were evaluated by a number of psychological tests. Applications: This research can be used for universities, teachers, and students. Novelty/Originality: In this research, the model of the use of simulation methods of vocational education is presented in a comprehensive and complete manner.

The article is devoted to the formation of universal competences of students in educational institutions of the system of the Ministry of Internal Affairs of Russia using the case-method of teaching. The authors have identified the main synonymous contradictions in the definition of the concept of “universal competence”. The main problems that lie in the choice of means and methods of development and the formation of universal competencies of students are highlighted. The subject of the study was determined the process of formation of universal competencies of students. The basic concepts of the competence approach are considered. It shows what universal competences should be formed in the framework of GEF3 ++ by a specialist in the specialty law enforcement. Disclosed the concept of educational technology, as well as the essence of the case-method of teaching. It schematically shows what the technological stages of the case-method of teaching consist of. An example of one of the mini-projects, which is aimed at the formation of universal competencies of students. Table 1 showed the stages of formation of universal competencies among students, and Table 2 showed the formation of universal competencies of students in a class on the basics of special ATS equipment. As a result of the study, it can be concluded that, in general, the case method allows to improve the educational process, involve students in the process of live communication, instill autonomy for searching, analyzing, extracting and evaluating information, which contributes to the process of developing universal competences of future police officers. In this paper, the following methods were applied: comparative analysis, case-method of teaching.
