The paper focuses on theoretical issues in developing variations of a model of teaching and individual social psychological support of persons with hearing impairments in the field of Engineering, Technologies and Technical Sciences. The authors emphasize that the variations are based on the generalized outcomes of their long-term research on higher education in students with hearing impairments in the context of inclusive environment. The paper outlines the key elements of the model’s components and analyses the experience in organising educational process for the benefit of individuals with hearing impairments in universities (with the example of the Bauman Moscow State Technical University). It also defines the approaches to choosing the optimal model. The work was carried out within the State Contract No. 05.R03.11.0001 of August 17, 2016.

The article considers the problem of modelling the specific structure of social psychological support of students with disabilities in the context of inclusive education development. The article reveals the functions, system character and means of application of this structure in the course of realization of professional and educational paths. The authors analyze different models of social psychological support in the university and address the question of the efficiency of these models and their compliance with resources and demands of the university. The problem of the optimal model is considered. The authors suggest outsourcing as a solution for universities with limited number of assistive resources and small amount of students with disabilities. Developing the model implies taking into account perceptions and assessments of social psychological support in students with disabilities in each step of their professional path.

Abstract China’s State-Owned Enterprises (SOEs) enjoy many special benefits. They do not turn over profits and rents to the state, they pay much less interests than other enterprises in their use of capital, they enjoy monopolistic power in the marketplace, incomes of SOE employees, including managers, are free of policy restrictions. Because these substantial interests are not transferrable to individuals, competition exists for them. Compared with executives of private enterprise, senior managers of SOEs are 94 times more likely of being convicted of a crime. High benefits enjoyed by senior managers of SOEs come with a great risk. Once the illusion of SOEs is punctured, SOE leaders with higher education and long-term visions may become the driving force of SOE reform.

Introduction. The need for reforming the Ukrainian education system, improving it and raising the level of the quality of training specialists is a major socio-cultural problem that is largely conditioned by the processes of globalization and the needs for the formation of positive conditions for individual development, socialization and self-realization in this world.The process of modernization of higher education in Ukraine in the context of the Bologna Process most certainly affects higher education and higher education institutions. Taking into account the place and role of tourism in the life of society, the state, according to the Law of Ukraine "On Amendments to the Law of Ukraine "On Tourism", proclaims tourism as one of the priority directions of economic and cultural development and creates conditions for tourist activities.Hypothesis of scientific research. The directions of training future tourism managers are considered on the basis of the model of a competent graduate. The criteria for the activity of teachers in higher education institutions and the possibilities for their selection are formulated. It is noted that the teacher should possess modern technologies of general and professional education, a set of effective methods and techniques, sufficient amount of professional knowledge to provide education for future tourism professionals (teaching, planning, management of didactic and educational systems).The aim of this study is to highlight conceptual approaches to the preparation of future tourism managers.Research methods:– theoretical analysis - to determine the state of disclosure of the research problem in the psychological and pedagogical scientific literature, the study of normative and legal documents in the field of education;– comparison, classification, generalization - for definition of joint characteristics of objects on the basis of processing and interpretation of theoretical sources on the problem of tourism education in universities;– diagnostics (questioning, conversation, testing, observation, expert evaluation);– mathematical statistics - for processing the obtained experimental data and calculating statistical indicators in order to test the effectiveness of the introduction of pedagogical conditions, models and methods of forming the readiness of future teachers for the organization of school tourism in the educational process of higher education institutions;Results: an approach is proposed to build a holistic process for the formation of a student's personality, which should be based on the characteristics of his upbringing in the system of tourism: education through nature, culture (the principle of visualization), the formation of tolerance; humanization of relations, education in a group (team), ecology of the individual.Conclusions: Work on developing the concept of professional training for future tourism managers led to the conclusion that a conscious and thoughtful program of actions for the organization of the educational process and vocational training precedes the training of students.

The article deals with the complex and multistage system of higher education of the French Republic. The structural features of higher education in France, its complex and multi-stage system has been considered. Attention is drawn to the role of the state in the field of higher education in France. The importance of the development of education for the national development of the country and civilization as a whole has been stressed. A strong centralized presence and role of the state in the field of education in France has been noted, in particular in the organization of the educational process and in financing the education sector, as well as in determining the fundamental principles of the educational process, the details of the curriculum at all levels of education, the organization of the procedure for receiving teachers, determining the content, recruitment teachers who become public officers, ensuring their continuing education; recruiting and training inspectors responsible for quality control of the education system; funding public education and subsidizing “private schools under contract”. The article focuses on the constant attention of the state to the problems of education. It highlights the openness of the French system of higher education and its accessibility for most of the population. The features of France’s higher education management system and the specifics of its legislative framework have been disclosed. Four Legislative Acts of the Ministry of Education are characterized, played an important role in its functioning. A more democratic and collegial management of universities for today has been noted. The relevance of the study of the structure and legislative framework of university education in France has been grounded. The types of higher education institutions in France and their features in the context of development trends have been investigated. The current stage of development of the system of French university education and the features of structural transformations have been considered. The features of the functioning of universities, “grand schools” and private higher education institutions have been disclosed. The article draws attention to the achievement of the French system of higher education and its uniqueness. The role and place of large schools in the system of higher education in France have been highlighted. Leading elite schools and universities have been mentioned, as well as the conditions for entering them. Attention was paid to the almost equal quality of education in the capital and in the province.

Theoretical and practical bases for forming professional competencies of higher education training applicants through participation in volunteering. It is indicated that the process of professional training in the higher education establishments should be aimed at the formation of a competitive specialist, taking into account the needs of employers and the realities of today.  Volunteering is presented as an important resource for development and education of the specialists of different specialties because from the one hand volunteering allows to get general competencies and from the other hand it allows to gain the necessary experience in the future professional activities even during training process. The wide use of volunteering as a trend of educational work in higher education institutions will contribute to the formation of a coherent and harmonious personality and professional. The experience of usage of volunteering as a field of educational work in higher education institution on the example of the State Technical University “Azov State Technical University” is analyzed. The use of a new tool in the educational process - the diary of volunteer practice - is analyzed. The results of the conducted sociological research - through the method of interviewing of the applicants of higher education - according to the effectiveness of the organization of volunteer practice are presented. Volunteering can increase students' motivation to learn vocationally-oriented disciplines, but under the conditions of properly organized and controlled process of volunteeing. Therefore, higher education institutions need to develop and implement new forms of work that will be perceived and performed by the students. This will enhance the competitiveness of professionals in the labor market.

The article addresses to the characteristics of the administrative and legal support of the the educational process organization in the Academy of the State Penitentiary Service. With the declaration of independence, Ukraine has paid attention to build a European state with appropriate standards in all spheres of state activity. One of the priority areas of this course is the development of a new functioning system of the structure of law enforcement agencies, including the penitentiary system. For the proper functioning of this institution, professional personnel is needed, who will be the main persons of the development of the new penitentiary system of Ukraine in compliance with the leading standards of the European community. The Academy of the State Penitentiary Service has been established and operates in accordance with the Law of Ukraine “On Higher Education”. The main purpose of the Academy is to train specialists in the field of knowledge “Law”, “Social and Behavioral Sciences” and other fields in order to meet the needs of the State Penitentiary Service of Ukraine, to provide society with qualified specialists with higher education, scientific, scientific and pedagogical staff according to the state order, contractual obligations and thus the new generations formation of national intelligentsia. The educational process in higher educational institutions with specific learning conditions, such as the Academy of the State Penitentiary Service, is carried out in accordance with the legislation on higher education, although general subordination is carried out by the relevant ministry – the Ministry of Justice of Ukraine. Having certain peculiarities in the cadets, students and associate professors’ training, the Academy also prepares students and graduate students at the expense of individuals and legal entities. The main participants in the educational process at the Academy, as well as in any higher educational institution with specific learning conditions, along with research and teaching staff, are cadets (students) (at the expense of legal entities), students (at the expense of individuals), associate professors (graduate students). All higher education obtainers, enrolled in the Academy receive higher education at the first (bachelor’s), second (master’s) and third (educational-scientific) levels. In this article we study the main goals, objectives, functions and mechanisms of social psychological support of students with disabilities and special needs in higher education. We describe the experience in providing such support at the Department of Distance Learning of the Moscow State University of Psychology and Education. We show that social psychological support of students with disabilities is a specially organized process involving the creation of an optimally accessible and nurturing environment which contributes to the development of general cultural, professional competencies as well as to healthy personality development in individuals. Macro social, psychological and pedagogical features of the environment play a key role in social psychological support. Psychological and educational support of students with disabilities involves several types of assistance, each with its own tasks and features, however only the optimal combination of these forms embodies social psychological support as a whole.

The article examines the diagnostic tools for evaluating the formation of an environment-oriented component of competencies in students within the system of higher education. The authors present the set of diagnostic tools following their long-term work on identifying the experience of emotional and values-based attitude to nature as the most difficult element of the environment-oriented component of competencies to assess. The article substantiates the selection of diagnostic tools taking into account available environmental knowledge, skills, abilities and behavioural stereotypes of students. It focuses on determining the level of adapted social experience combining the experience of environment-oriented cognitive activity, environment-oriented work methods, environment-oriented creative activity, emotional and values-based attitude. The use of diagnostic tools is illustrated by experimental work within the educational process at A.V. Khrulev Penza Branch of the Military Academy of Logistics and Penza State University.

The report presents the implementation of blended learning at the State Higher Education Institution “University of Education Management” of the National Academy of Educational Sciences of Ukraine caused by the priority of forming an innovative environment for pre-service and in-service training. The focus is on introducing online technologies, fundamental changes in approaches to the organization of education at the University with appropriate methodological approaches and models. The following components of the organization of the educational process are presented: organizational (regulatory framework, technological support, material and technical base, creation of digital workplaces, mastering digital technologies by lecturers and students, mastering necessary competencies by academic staff, content creation for training programs); methodical (flipped classroom model, use of online courses, educational and methodical support, author’s courses, academic mobility); technological (learning platforms, digital tools). Pre-service and in-service training under the blended learning in the system of formal, non-formal, and informal education by creating a unified educational and digital ecosystem is analyzed. The organization of in-service training at the “Ukrainian Open University” based on the cloud technologies in the non-formal education system is described. The results of monitoring key indicators of the educational environment are presented.

Обучение поколения Z в высшей школе должно быть адаптировано под его особенности, среди которых повышенная тревожность и отсутствие навыков долгосрочного прогнозирования. Данные черты снижают эффективность традиционного письменного контроля, уступая место более интерактивным игровым методам. Существуют инструменты, доказавшие свою эффективность для проведения текущего и промежуточного контроля, преимуществом которых является интуитивность их использования, а также сокращение времени подготовки и проверки работ обучающихся. Предлагаемые интерактивные инструменты контроля с использованием смартфона положительно сказываются на мотивации студентов, формируют правильное представление о собственном прогрессе и интегрируют цифровые технологии в учебный процесс, что само по себе уже является приоритетным направлением развития современной системы образования. The article focuses on the effectiveness of traditional assessment tools applied in higher education for teaching generation Z, considering the fact that the new generation of students has its own characteristics, including increased anxiety and lack of long-term forecasting skills. These features, combined with the intuitive use of the Internet, reduce the effectiveness of traditional written tests, giving way to more interactive methods. The authors suggest a number of modern tools suitable for the formative and summative assessment in both classroom and remote learning, highly demanded during the pandemic: Quizlet multimedia cards, Learningapps small interactive modules, the Edpuzzle platform for video files, online testing services of Kahoot! and Class Marker, as well as Mentimeter interactive presentations service. The indisputable advantage of the listed applications is their intuitiveness, and therefore they do not require long training for using them, and they also can reduce the time spent on the preparation and evaluation of students’ tests. The proposed interactive assessment tools imply an active use of smartphones by students and have a positive effect on their motivation, help them form a proper idea of their own progress and integrate digital technologies into the educational process, which in itself is already a priority for the modern education system.
