In fulfillment of the order of Governmental Сouncil for the Social Patronage Сhair O.Yu. Golodets on the implementation of interdepartmental models of pro- viding social and educational services in testing and implementation of social services professional standards, Moscow State University of Psychology and Education with support of Ministry of Labor and Social Protection of Russian Federation held a distant alignment meeting (webinar) “Regional and Municipal Practices of Implementation of Social Services Professional Standards” on February 26, 2016. Participants of the alignment meeting made recommendations on the organization of the transition of social sphere organizations in the regions of the Russian Federation to the dealing according to social services professional standards, including the development and implementation of region roadmap for professional standards testing in the 2016–2018, professional and public discussion of regional models and regulations of interdepartmental interac- tion while providing social and educational services.

The article describes the first official meetings between the leaders of the Moscow State University of Civil Engineering, BRE Global Limited and the Russian Green Building Council in Moscow on the topic of the localization of the Building Research Establishment's Environmental Assessment Method (BREEAM) to for the Russian Federation. It outlines the main steps taken and the actions to be undertaken of the parties to those proposed activities. Then a brief overview is provided of the main aims of the partners’ organisations, their positions in the countries and their purposes. The main part of the article summarises the benefits of an international “green” standard. There is an introduction to the National Scheme Operators, the processes involved in the BREEAM schemes and the role assessors play. The main intention for the article is to show the potential for synergy when connecting the country’s largest organisations involved in sustainable construction.

We analyzed stages of the establishment and development of medical and social workers training, the system of medical and social education in the Russian Federation. We presented the experience of the A.I. Yevdokimov Moscow State University of Medicine and Dentistry in the training the Bachelors of Social Work for the professional engagement in the institutions of the medical and social expertise and rehabilitation area. We examined the purpose, objectives and subject matter of the educational subjects as well as educational technologies used for this purpose.

In modern conditions of increasing impact of global risks on the national economy, the role of financial support for the socio-economic development of the state is increasing. Financial problems are generated largely by the external environment. Consequently, in order to fulfill the tasks set by the government of the Russian Federation, it is necessary to develop a financial strategy that will allow, taking into account the highest external and internal risks, to ensure the development of the economy and social sphere. The article examines topical problems of finance in the context of economic globalization and the emergence of new challenges and threats at the mega-level, in other words, for all of humanity. Based on statistical data, expert assessments, analysis of scientific literature, the article proposes a set of measures to reduce the high level of global risks, and also considers the possibilities of ensuring an acceptable level of internal risks in the country. The study identified problems at all stages of the financial process, namely, in the formation, distribution and use of financial resources. On the basis of the analysis, conclusions were drawn and ways were proposed for solving urgent financial problems in the Russian Federation.

The present publication provides the review of the joint seminar of young scientists from the Institute of Legislation and Comparative Law under the Government of the Russian Federation and Petrozavodsk State University faculty of law which took place on April 29, 2015 in Petrozavodsk. During the event the main activities of the Institute were presented. Particular attention was paid to such areas as scientific legal support of activities of the Government of the Russian Federation, carrying out basic and applied scientific researches in legal sphere, examination of legal experience of foreign states and international associations, realization of functions of the interdisciplinary center for coordinating scientific and educational methodological support in combating corruption, realization of policy in education and professional development, performance of functions of the Secretariat of the Russian Federation delegation in the European Commission for democracy through law, activities of the Council of young scientists and the Council of graduate students, etc. At the same time, special attention was also paid to the questions of participation of youth in the Institute’s scientific life and involvement of young scientists-lawyers in joint research projects. During the seminar the foundation was laid for the main areas of interaction between the young scientists of the Institute and the University, including publishing of the results of joint scientific researches in publications of the Institute and the University, participation in the events held by the Institute and the University, involvement of the University graduates in the Institute’s Master programs, exchange in educational and scientific literature, etc. The seminar proceeded in a friendly businesslike atmosphere; its participants recognized the efficiency of the held meeting.

Damir Mukhetdinov got his higher education at the Institute of Arabic Language of Umm al-Qura University in Mecca (Saudi Arabia). Then he graduated from the Department of International Relations of Nizhny Novgorod State University and got a master’s degree, then - PhD (Political Science). He is the first deputy chairman of the Spiritual Administration of Muslims of the Russian Federation, a member of the Presidium of the Council of Muftis of Russia, a member of the Public Chamber of the Russian Federation, rector of the Moscow Islamic Institute, professor of St. Petersburg State University, a member of the Commission on Improving Legislation and Law Enforcement Practice of the Council for Cooperation with Religious Associations under the President of the Russian Federation, a member of the working group of the Commission on Religious Associations under the Government of the Russian Federation, a member of the Public Council of the Federal Agency for Nationalities. He was awarded the medals of the Spiritual Administration of Muslims of the European part of Russia “For Merit” and “For Spiritual Unity”; by Mufti Ravil Gainutdin decree was awarded the highest award of Muslims of Russia - the Order of Honor “Al-Fakhr”, the Order of Muslims of Russia “For Merit”. The interview comprehends the role of Islam in the modern world, including its role in maintaining peace and stability in regions of Islam. Particular attention is paid to cooperation and development of relations between the Russian Federation and the Eastern countries, including the CIS states, through religious channels. Damir Mukhetdinov emphasizes the importance of improving Islamic education in Russia, as well as the development of such scientific areas as Oriental studies, Islamic studies, Theology.

This article is a generalization and systematization of the techniques developed by the Ministries and the Government of the Russian Federation, to assess the effectiveness, financial security and volume of educational services in Russia. Analyzes the effectiveness, practical relevance of the introduced techniques by experts in this field. There are three level of normative financing: Federal, regional and municipal. Summarizes the stages of assessment of efficiency of activity of Executive authorities of constituent entities of the Russian Federation. Reflected the positive and negative aspects of the embedded assessment techniques identified, their relevance for the education system.

The photo time-keeping monitoring of working of 50 physicians of ultrasound diagnostic was carried out in 20 pilot territories with consideration for modern technical possibilities. The substantiation of the study was based on point 3 of the regulations of development and authorization of type labor standards, approved by enactment of the Government of the Russian Federation of November 11 2002 № 804 (legislation corpus of the Russian Federation, 2002, № 46, article 4583) and point 19 of the plan of actions («road map») «The alterations in sectors of social sphere directed to increasing of efficiency of health care», approved by the enactment of the government of the Russian Federation of December 28 2012 № 2599-p (legislation corpus of the Russian Federation, 2013, № 2, article 130; № 45, article 5863; 2014, № 19, article 2468). The results of study testify the necessity of development of normative documentation related to establishment of standards of load of endoscopy physicians concerning increasing of time spend to implementation of curative diagnostic examinations.

The article describes the first phase results of the initial actions of the National Strategy for Action on Children 2012–2017, identifies the place and role, the main tasks of monitoring made by Moscow State University of Psychology & Education at the commission of the Ministry of Education and Science of Russian Federation. It is noted that in order to monitor and provide methodological support to the regions of the Russian Federation, Information and Methodical Center on Support of the National Strategy for Action on Children was established. Monitoring includes several stages and it was attended by 86 Russian regions. We present the main content of each stage, the results of expert analysis of monitoring data in key areas and key activities of the National Strategy, best practices and identified problems in the implementa- tion of the National Strategy.
