The implementation of development, especially in coastal areas of Riau Province, has not been able to improve the welfare of the people especially those living in rural areas. The disparity between rural and urban areas caused by bias and distortion of the development which more pro to urban economy. It causes disadvantaged areas that poor and underdeveloped. The strategy of disadvantaged areas development in Regency of Kepulauan Meranti is the development of agriculture sector based on agribusiness, because most of its population are farmers and fishermen. In the effort to spur the development from economic and social aspects in disadvantaged areas, then the program of rural development should prioritize the three main aspects, those are: 1) Improvement of People's Economy (Eradicate Poverty); 2) Improving the Quality of Human Resources (Alleviation of Ignorance); 3) Infrastructure Development.

The article considers the development dynamics of approaches to the understanding the concept of “tourist destination” in the works of various authors, as well as notes the shortcomings taking into account the prevailing socio-economic conditions. The authors specify the notion of “tourist destination”. It can be any object (sociogeolocation, territory) from the tour operator catalogue, in other words it is a site in stable demand among tourists. The territory with the lack of sufficient infrastructure, high-qualified human resources, elements of security and an adequate level of management is able to be in demand due to active and passive image. The concept of “acting (real)” and “potential tourist destination” is distinguished. The former is sociogeolocation and currently in demand in tourists. Potential tourist destination is the territory possessing tourist potential (resources), which due to various reasons is not popular in tourists. The conditions for the formation of the acting tourist destination (Donetsk is a vivid example) are defined: transformation of tourist conditions into attractions, the improvement of the basic and subsidiary infrastructure, optimization of the management and organizational subsystems, and high-qualified staff. Political and social aspects are also important. The problems and prospects of forming acting (real) tourist destination in Donetsk are analyzed. The city has enough natural, cultural and historical resources. Climate, topography, and high level of landscaping are advantageous. There are 262 historical and cultural monuments, 140 museums and museum rooms, 3 national theatres, circus in the city. Biosocial and event resources are also presented. At the moment, Donetsk is a potential tourist destination, which has all the chances to become a real tourist destination.

Much of the literature focusing on organizational change suggests that changes often fail because of employees' resistance. This resistance is caused by their personal fears that change will affect them in any way. Employees are often afraid of changes that could lead to changes in comfortable social dynamics and to additional, less desirable or even more difficult tasks. The proliferation of new technologies brings new challenges but also concerns about job stability. Our paper addresses the issue of human resources development from e-government perspective and presents some features that could be considered when promoting technologies especially in sensitive areas such as public administration. The methodology of research aimed at measuring and interpreting a set of economic, technical and social aspects present in public organizations in Romania. The research findings show how HR is transforming into the digital era and what one might consider to bridge the gap between knowing and doing what is needed to put technology together with the latest processes and skills for a sustainable development of human resources. Keyword: e-HR, the digital era, the development of human resources

The success of implementing a state economic policy operating under the conditions of a particular economic model depends on the diversity of aspects. The social one is the most important among them. The social aspect of the economic system and politics is oriented first and foremost to human resources, which is the base of the social-economic system. In this article the interdisciplinary approach has been identified as a priority in the field of study of the essence and development of new types of socio-economic systems, considering the whole complex of factors of their environment of formation. The existence of a close interconnection of economic and social aspects has been determined: the influence of non-economic, including social, determinants on the development and functioning of innovative models of the state structure; ensuring social development through existing economic shifts. It's concluded that an interdisciplinary approach in analyzing the concept of sustainable development and finding ways of its implementation is a necessity.
