Volunteered geographic information (VGI), delivered via mobile and web apps, offers new potentials for civic engagement. If framed in the context of open, transparent and accountable governance then presumably VGI should advance dialogue and consultation between citizen and government. If governments perceive citizens as consumers of services then arguably such democratic intent elide when municipalities use VGI. Our empirical research shows how assumptions embedded in VGI drive the interaction between citizens and government. We created a typology that operationalises VGI as a potential act of citizenship and an instance of consumption. We then selected civic apps from Canadian cities that appeared to invoke these VGI types. We conducted interviews with developers of the apps; they were from government, private sector, and civil society. Results from qualitative semi-structured interviews indicate a blurring of consumer and citizen-centric orientations among respondents, which depended on motivations for data use, engagement and communication objectives, and sector of the respondent. Citizen engagement, an analogue for citizenship, was interpreted multiple ways. Overall, we found that government and developers may increase choice by creating consumer-friendly apps but this does not ensure VGI offers an act of civic participation. The burden is placed on the contributor to make it so. Apps and VGI could potentially further a data-driven and neoliberal government. Planners should be mindful of the dominance of a consumer-centric view even as they assume VGI invariably improves democratic participation.

This article investigates the institutional innovations within the Green Climate Fund (GCF), a new international organization that finances climate mitigation and adaptation in developing countries. In particular, donor–recipient parity in decision making, civil society participation and private sector involvement are explored. The aim of this study is to lay the institutional groundwork for a larger study that will be analyzing the effect of these institutional innovations on the design and result of the fund’s projects. An exploratory qualitative case study approach is used that includes the review of the secondary literature, official sources from the GCF, participant observation and semi-structured interviews. This article concludes that the GCF indeed implemented important institutional innovations that are unique for a major international organization. At the same time, this article reveals that these innovations have created some important challenges for the functioning of the fund. For example, donor–recipient parity, in combination with consensus orientation, initially led to gridlock. It is also difficult for the GCF to balance the goal of transparency and civil society participation with the need for secrecy of private contracts and a speedy process demanded by the private sector.

The aim of this paper is to explore the characteristics and relative importance of civic engagement for young members of civil society organisations in Serbia. This article is exploratory in character and is based on qualitative methodology. Youth engagement is observed through the theoretical lens of the life course approach. The questions addressed by the paper are as follows: How do young people perceive their civic engagement? What motivates their participation? How does this engagement relate to other aspects of their life course? The method used here is narrative analysis of 20 semi-structured interviews conducted with young volunteers and members of civil society organisations in Serbia selected through theoretical sampling. The key finding is that there is a range of motivations and accompanying strategies - from the purely idealistic to the highly instrumental. The majority of our respondents displayed a mixed type of motivation, successfully combining activities aimed at protecting the ?social good? with those that contribute to the achievement of personal goals. Motivation, however, tends to vary between the different types of organisations, professional and grassroots. Engagement in professional organisations is more frequently instrumental and, in contrast, grassroots organisations typically attract ?genuine?, value-driven activists.

<?page nr="117"?>Abstract Calls for higher education institutions to implement improvements guided by “data-driven” processes are prevalent and widespread. Despite the pervasiveness of this turn toward data, research on how data-use works on the ground in postsecondary institutions—that is, how individuals within institutions make sense of education data and use it to inform practice—is still developing.Drawing on Habermas’ Theory of Communicative Action (TCA), critical-race theory, and methodological guidance on critical-qualitative research methods, this paper synthesizes methodological and substantive insights from P–12 data-use research, with an eye to applying these insights to critical questions on postsecondary educational equity. The result of the review and analysis is a theoretical framework and a set of methodological recommendations for future research on the perceptions and experiences of college faculty, administrators, and practitioners, regarding their data-use and its implications for equity.

Volunteering, the volunteer’s intercultural competence and emotional intelligence contribute to intercultural education and sustainability in various societies of today. The aim of this study was to analyse the impact of emotional intelligence and intercultural competence on work productivity of volunteers. The first part of the article substantiates theoretical associations between emotional intelligence, intercultural competence and work productivity. Based on theoretical insights, empirical research methodology was prepared, which consisted of four categories divided into sub-categories that provided the structure of the question groups. The empirical research involved seven informants working in Lithuania, who welcomed volunteers from abroad. The research was conducted using the method of semi-structured interviews. The conclusions present a systematic perspective towards the role of emotional intelligence in the intercultural competence and work productivity of volunteers. In this context, emotional intelligence works as a mediating factor. The contributing role of volunteer-receiving organisations in the development of the volunteers’ emotional intelligence is also highlighted.

Abstract The ‘sharing economy’ epitomized by Airbnb and Uber has challenged business, labor, and regulatory institutions throughout the world. The arrival of Airbnb and Uber in Japan provided an opportunity for Prime Minister Abe’s administration to demonstrate its commitment to deregulation. Both platform companies garnered support from powerful governmental and industry actors who framed the sharing economy as a solution to various economic and social problems. However, they met resistance from actors elsewhere in government, the private sector, and civil society, who constructed competing frames. Unlike studies that compare national responses to the sharing economy, we contrast the different experiences and fates of Airbnb and Uber within a single country. Doing so highlights actors, framing processes, and within-country heterogeneity. The study reveals the limits of overly institutionalized understandings of Japanese political economy. It also contributes to current debates concerning Prime Minister Abe’s efforts at implementing deregulation during the 2010s.

AbstractThe Zambian government has introduced the farm block development programme (FBDP) to facilitate agricultural land and rural development and encourage private sector investment. This study assessed whether the FBDP achieves these goals. Key obstacles and possible opportunities were also identified and, where appropriate, specific corrective actions were recommended. Qualitative data were collected through semi-structured interviews conducted in Lusaka with various stakeholders of the FBDP. The FBDP is designed to facilitate agricultural land development and encourage private sector investment. However, the programme falls far short in terms of implementation, amidst policy uncertainty and lack of support. This is evident by the insecurity of land tenure which negatively affects small- and medium-scale producers’ access to financing, lack of infrastructure development of these farm blocks, and constraints in the agricultural sector such as low labour productivity and poor access to service expertise. It is recommended that innovative policy interventions should be created to support agricultural development. This can be achieved by following a multistakeholder approach through involving private, public and non-profit sectors such as non-governmental organisations (NGOs) and donors.

People increasingly engage in politics on social media, but does online engagement translate to offline engagement? Research is mixed with some suggesting how one uses the internet maters. We examine how political engagement on social media corresponds to offline engagement. Using data following the 2016 U.S. Presidential Election, we find the more politically engaged people are on social media, the more likely they are to engage offline across measures of engagement—formal and informal volunteering, attending local meetings, donating to and working for political campaigns, and voting. Findings offer important nuances across types of civic engagement and generations. Although online engagement corresponds to greater engagement offline in the community and may help narrow generational gaps, this should not be the only means to promote civic participation to ensure all have a voice and an opportunity to help, mobilize, and engage.

We challenge the widely held view that classic American voluntary groups were tiny, local, and disconnected from government. Using newly collected data to develop a theoretically framed account, we show that membership associations emerged early in U.S. history and converged toward the institutional form of the representatively governed federation. This form enabled leaders and members to spread interconnected groups across an expanding nation. At the height of local proliferation, most voluntary groups were part of regional or national federations that mirrored the structure of U.S. government. Institutionalist theories suggest reasons for this parallelism, which belies the rigid dichotomy between state and civil society that informs much current discussion of civic engagement in the United States and elsewhere.

Civic participation has an irreplaceable role in the land-use planning process because it contributes a practical perspective to expert knowledge. This article discusses whether there is actually a level of civic participation that can be considered optimal, which would allow experts to effectively obtain information from everyday users of the territory, who have the best practical knowledge of it; experts may also gain sufficient feedback on intended developments, based on knowledge about civic participation from representatives of individual municipalities. The article also proposes measures that can promote an optimal degree of participation in the land-use planning process. The fieldwork was conducted in the form of semi-structured interviews with the mayors of municipalities with a population of up to 2000 inhabitants in selected districts of the Ústí Region (Czech Republic). The results suggest that the optimal degree of civic participation in land-use planning should have a representative extent, so it should not merely be a matter of individuals, but also one of groups of dozens of people, and such groups should encompass a balanced variety of characteristics; an optimal level of civic participation should also provide the maximum number of relevant impulses. Measures that may secure and foster an optimal degree of civic participation in land-use planning include (1) striving to avoid preferring purely voluntary participation; (2) simultaneously utilizing various tools to engage inhabitants; (3) educating inhabitants on a regular basis; and (4) consistently communicating and providing feedback, while also searching for informal means of communication and discussion.
