Digitalization affects universities, including management decision-making processes. Different management decisions require different data sets. The paper studies the issues of making managerial decisions at the university on the development and promotion of basic educational programs at the educational services market based on the results of data inventory. Two approaches are proposed: the study of data belonging to the university, and the search for the necessary data in the external environment. The article identifies the areas that need to be studied in order to make managerial decisions on ways to promote the main educational programs at the university, and analyzes the information accumulated both inside the university and in the external environment. The authors of the article proposed an algorithm for database inventory, which involves the identification of data sources, including digital traces, the analysis of the authority to use databases with the necessary registries of information systems and website directories. The result of data inventory should be the design of updating systems for the development and promotion of a university educational program. These actions will lead to the creation of an information system that will collect and process the diverse information needed to adjust the university’s strategy. As a result, the university should expand the functional system that accumulates and systematizes various data required to promote the university educational programs at the market.

Introduction. The article deals with the training of professional educational program managers for work in the digital environment of a university. The digital environment of the university is considered from the perspective of managing professional educational programs and is a complex open system that integrates system components for managing content, process, resources, contingent, finance and quality of programs that ensure the integrity and continuity of the educational process at all levels and in all respects. The implementation of a digital model for managing educational programs at a university on the basis of a single digital ring of services for an electronic platform for managing educational programs at a university dictates the need for digital competencies of managers of major professional educational programs (OPOP).By digital competence of the leaders of professional educational programs we mean the ability and willingness to perform labor functions in the design, implementation and replication of an educational program using digital technologies that ensure the effectiveness of activitiesThe way to identify professional deficiencies in the field of digital competencies of the leaders of professional educational programs was the personalized design of educational internship trajectories with tutorial support for the internship. The internship trajectory of the heads of OPOP has a modular structure and is aimed at eliminating professional deficits in the field of information, methodological, communication, technological and organizational component of digital competencies. The internship site (virtual laboratory) is a virtual educational space that provides training for educational program managers and online events: hackaths, quests, webinars, etc.Materials and methods. When writing an article, the following methods were used - theoretical and methodological analysis and synthesis of available special domestic and foreign scientific and methodological literature, conceptual analysis of scientific articles and publications on the topic; study and generalization of both domestic and foreign developments and implementation of projects to create digital environments in education management; application of generalization, comparison, forecasting methods, online surveys.Results. The structure of the digital environment for managing professional educational programs at the university is presented. Functionally described is the ring of digital services for the management of OPOP. The analysis of different approaches to assessing the digital competencies of educators is presented. The concept of digital competencies has been clarified in relation to the head of a professional educational program. The content of the components of digital competency is described: informational, methodological, communication, technological, organizational.Discussions and Conclusions. The developed modular program for eliminating professional deficits of heads of professional educational programs in the field of digital competencies, based on the personalized design of educational internship trajectories with tutorial support for internships, will allow you to effectively administer and manage BEP in the digital environment of the university.

Discussed is the problem of upbringing activities in the system of vocational education. In recent years this problem has not received much attention. To correct this situation, in July 2020 amendments were made to the law “On Education in the Russian Federation” about the problem of upbringing of students. Approved that it is necessary to include a working program of upbringing of students in educational programs. It is proposed that at the beginning the educational organization should develop a generalized program of upbringing of students and a calendar plan of upbringing activities. A variant of the program of upbringing of students at the university is given.

In this paper we report the results of a survey of student plagiarism carried out at the University of Western Sydney (UWS). This survey examined rates of plagiarism,understanding of plagiarism, perceived seriousness of plagiarism, and factors thought to be related to plagiarism such as the pressure students place on themselves to achieve high grades. Students who achieved higher grades plagiarised less than students who had lower grades. Perceived seriousness of plagiarism, students' competitiveness, and students' self-imposed pressure to achieve high grades were correlated negatively with incidence of plagiarism. Perceived seriousness of plagiarism mediated the relationship between self-imposed pressure to achieve good grades and rates of plagiarism. The data from the present survey (conducted in 2009) were compared with data from comparable students who completed the same survey at UWS five years earlier (2004). The comparison between the 2009 and 2004 data suggested a reduction in prevalence of plagiarism and an increase in both understanding and perceived seriousness of plagiarism between 2004 and 2009. We suggest that plagiarism may be reduced by means of educational programs that promote the perception of plagiarism as a serious academic integrity issue.

The article is devoted to the description and analysis of factors that potentially and actually affect the socio-economic development of the state on the example of the higher education institution. It is established that at the system level the level of ensuring the quality of educational activities and the quality of higher education has a decisive influence on the formation of a positive image of a higher education institution. The results of a survey of students on the criteria for choosing a university to study are presented. Statistics on public funding of education in general and higher education in particular are presented and analyzed. It is established that, despite the formally high percentage of education funding from the level of GDP in absolute terms, the actual funding is low and needs to be strengthened by attracting external funding from customers. Attention is also paid to the state of development of educational services for foreign students. In a competitive environment at the national and international level, the decisive influence on the involvement of foreign students in the university is influenced by the structure of the training program, teacher qualifications, organization of the educational process in the classroom and so on. The article on the example of a higher education institution presents the main stages of formation and development of the internal system of quality assurance of education as an object of influence on the socio-economic development of the state. The development and/or improvement of internal quality assurance systems in universities is becoming a powerful basis for increasing university funding from external (personally involved) sources, reducing the outflow of applicants abroad and the successful provision of educational services to foreign students. At this stage, given the limited opportunities for funding of educational activities by the state (compared to EU countries), the successful implementation of the university development strategy is possible provided that systematic work is done to improve the quality of educational services for domestic and foreign citizens. As part of further research, it is planned to analyze the mutual impact of the education quality assurance system on the effectiveness of scientific activities, the provision of additional paid educational services, training for external customers and other sources.

The fact that many Russian universities offer a wide, but often similar, range of educational services substantiates stiff competition between them, which aggravated in the conditions of protracted global COVID-19 pandemic due to the need for rapid implementation of the tools and methods of distance learning. The educational institutions compete for not only students, by their admission to each specific discipline. The goal is set to analyze the competitive positions and opportunities of the university on the market of educational services in the Russian Federation. The subject of this research is Kazan Innovative University named after V. G. Timiryasov. The research methodology leans on the general theoretical methods, as well as 7P and SWOT analysis. As a result, the author determines the merits and flaws of the university, market opportunities and threats; as well as offers the vectors for improving on the market of educational services. The acquired conclusions on the need to expand the material base, increase the academic degree holders rate, involvement in the grant mechanism, and integration into the real sector of economy are relevant for a great many universities in the Russian Federation.

In the process of organizing chemistry education, it is important to understand that in the context of the introduction of the cognitive paradigm of education under the conditions of modern generating of chemical knowledge, the system of additional education as a universal form of development leads each student to a new, better state. Within the framework of a new approach to the organization of a purposeful process of teaching and upbringing by means of providing educational services by the implementation of additional educational programs, information and educational activities outside the main educational programs in the interests of students on the basis of the Kazan Federal University, author's electronic educational resources and digitized programs of additional education were developed and tested on the example of theoretical and experimental teaching at the Small Chemical Institute of the University. A survey of chemistry teachers working in schools in the city of Kazan or the Republic of Tatarstan, as well as graduates - future chemistry teachers showed that 97% of respondents use the possibilities of the system of additional chemistry education. The structure and logic of the implementation of the proposed programs expand the ability to use logical thinking operations in teaching, such as synthesis, analysis, analogy, comparison, generalization and systematization, and are aimed at forming students' understanding of a single chemical picture of the world, its materiality and the reasons for the diversity of the natural science world.

This article presents an overview of the research and educational programs for connected and autonomous vehicles at the University of Waterloo (UWaterloo). UWaterloo is Canada’s largest engineering school, with 9,500 engineering students and 309 engineering faculty. The University of Waterloo Centre for Automotive Research (WatCAR) for faculty, staff and students is contributing to the development of in-vehicle systems education programs for connected and autonomous vehicles (CAVs) at Waterloo. Over 130 Waterloo faculty, 110 from engineering, are engaged in WatCAR’s automotive and transportation systems research programs. The school’s CAV efforts leverage WatCAR research expertise from five areas: (1) Connected and Autonomous; (2) Software and Data; (3) Lightweighting and Fabrication; (4) Structure and Safety; and (5) Advanced Powertrain and Emissions. Foundational and operational artificial intelligence expertise from the University of Waterloo Artificial Intelligence Institute complements the autonomous driving efforts, in disciplines that include neural networks, pattern analysis and machine learning.

The article reflects the aspects of digital education as a complex unstable system in the conditions of the transformation of educational processes. The image risks of a business model for the implementation of educational services based on online monitoring and analysis of the opinions of recipients of educational services in relation to the willingness to acquire educational services, the formation of adaptive and technological skills are disclosed. Identified systemic problems and risks in the activities of educational institutions associated with the lack of a clear procedure for the introduction of digital technologies, with a decrease in the academic and financial stability of the university, a narrowing of the target audience due to the loss of previous traditional and feedback. Priorities and improving factors for the technological positioning of the university during the transition to digital education are outlined. An attempt is made to reveal the elements of a business model, which includes: monitoring and expanding image perception, synchronization of IT and Edu-technologies, ensuring “transparency” of various schemes for the provision of educational services for the personalization of educational paths, targeting and adaptability to meet educational needs.There is no conflict of interests.

Research background: Despite a fairly long tradition of measuring students’ assessment of the quality of obtained university education, there are still many unresolved issues in this area. The aim of the study: to theoretically substantiate the concept of a profile of graduates’ satisfaction with university educational programs including several parameters. The satisfaction profile serves as a criterion of the quality of education, at the same time reflecting students’ subjective assessment of the learning outcomes received at the university that they correlate with their expectations at the stage of admission. The concept is proposed in association with the monitoring of university graduates’ satisfaction with educational programs developed and tested as part of the research work at the Russian State Social University. Methods: graduate satisfaction is assessed using quantitative (questionnaires, the results of which are processed in SPSS) and qualitative (interviews) research methods. The proposed and tested method for the assessment of university graduates’ satisfaction with educational programs can serve as a basis for the development of university systems for monitoring graduates’ satisfaction with educational programs and education quality management and the satisfaction profile can become a universal criterion of education quality assessment not only in Russian but also in foreign universities. Results and novelty: The novelty and significance of the study results lie in the fact that the rating of educational process factors significant for graduates’ satisfaction provides information that can be used for successfully placing the direction of training in the market of educational services. Moreover, two ratings of the importance of the identified factors are constructed. The first one reflects the respondents’ direct assessment that can be used in advertising and information campaigns in the market of educational services. The second rating shows indirect assessment providing a more adequate image of the real impact of various factors on graduates’ satisfaction with educational programs; the results of this rating can be used in the intra-university quality management.
