The main content of the study is the analysis of the interpretation of the term “natural and recreational potential” in its modern understanding, given the increased role of the tourism industry in preserving and building up human potential in the post-pandemic period. The study of this problem against the background of the new Tourism and the Hospitality Industry National Project currently being developed is relevant, since it affects the key component of the natural resource base for the development of the national economy, reveals the strategic prospects for ensuring sustainable socio-economic development of the regions of the country with recreational and tourist specialization. The authors conclude that the natural recreational potential is not only the totality of the natural recreational resources of the territory in their quantitative and qualitative representation, but also the prevailing conditions for their use (subjective and objective), latent capacities that can limit or activate the development of tourist activities in the regions. The hierarchical structure of the natural and recreational potential of the region is presented, which includes, in addition to natural recreational resources, a group of factors that affect the efficiency of their use. The paper determines that access to the technological aspects of tourism industry management, using digitalization in the Big Data mode, is a key factor in ensuring the rational and effective use of natural and recreational potential in the creation of regional tourism products, to promote sustainable socio-economic development regions of Russia. In the course of the research, along with general scientific methods, systemic and structural-functional approaches, comparative and retrospective methods of analysis were used.

The article discusses the subject of research, focused on the study of the transformation processes of the valuation methodology, focused on the effective management of sustainable and breakthrough socio-economic development by ensuring the effective implementation of National projects using the results of the value management genesis in valuation activities based on the use of the concept of cost-based life cycle assessment The relevance of this study is determined by the importance of solving the national economic problem of the need to ensure the launch of innovative high-tech investment cycles for the development of industries, enterprises and investment projects based on the formation of an updated methodological base for valuation activities. Moreover, it is proposed to use the model of formalizing the processes of valuation and cost and cost management in economic systems based on the life cycles of goods, products and works as the main evaluative ideology. The aim of the study is to develop a set of relevant methodological proposals for modeling the concepts of valuation of life cycles in the valuation of Russia in order to ensure its transformation that is sufficient for cost management of sustainable and breakthrough socio-economic development of the country through ensuring the effective implementation of national projects. The object of the study is the development of theoretical principles and conceptual approaches for modeling the methodological foundations of valuing and managing the life cycles of goods and products in the process of implementing national projects based on minimizing the cost of their life cycles, life cycle contracts, total costs and the cost of ownership of life cycles. As applied research methods, a comprehensive approach was used, based on analysis and synthesis, logical analysis, expert approach, methods of economic and mathematical modeling and forecasting.

A unique complex of petrochemical and oil refining production is located on the territory of the Republic of Bashkortostan. According to its design production capacity, this complex occupies a leading position on the territory of the Russian Federation. Due to the reduction of proven reserves of oil-raw materials for this complex, there are high risks for its life, which will undoubtedly affect the socio-economic development of the region in the future. The authors’ reasoning focuses the regional economy on the modernization of production capacities of the petrochemical and oil refining complex, which contribute to the production of an expanded range of commercial products using renewable energy sources based on biomass. Thus, the involvement of countries in the production of energy products based on biomass is currently increasing. Key positions are held by Argentina, Brazil, Indonesia, etc. However, in the countries of Eastern Europe and Central Asia, where oil and gas production and processing accounts for a significant share of economic development, there is a significant lag in the production of energy based on renewable energy sources. The article offers a number of scenarios that contribute to the continuation of the life cycle of oil refineries. These scenarios are based on the production of mixed biofuels with 5-, 10- and 20-percent bio-raw materials in the fuel. The most optimal scenarios are based on a gradual increase in bio-raw materials from 5 to 20 percent. Thus, the production of mixed fuel not only promotes the continuation of the life cycle of petrochemical and refining production, but also to preserve and increase jobs, especially in rural areas, and improve the environment, socio-economic development of the region and improve the quality of people's lives.

The purpose of the article is to reveal scientific and applied approaches to the formation of programs for the integrated socio-economic development of united territorial communities (UTC), taking into account the risks of the spread of the COVID-19 pandemic. Research methods. The dialectical toolkit is the basis for the knowledge of the processes and phenomena of spatial development; the monographic method is applied to the analysis of the basic principles of the formation of programs for the integrated socio-economic development of UTC; empirical observations contributed to an overall assessment of the state of the UTC response to the challenges associated with the spread of coronavirus disease; abstract-logical techniques made it possible to do scientific and applied generalizations of the material and formulate final conclusions. Research results. It has been proven that the strategic objectives of the programs for the integrated socio-economic development of the UTC should also be a timely response to force majeure circumstances, such as the COVID-19 pandemic. Their role in protecting the life and health of the rural population should increase significantly. In addition, the focus of attention should always be the resource base for the implementation of powers through the development of agricultural production and other types of diversified activities, as well as the creation of a favorable environment for decent living conditions, all-round personal development and recreation. It is proposed to develop an analytical and statistical method for measuring the human development index (HDI) in the context of rural UTC, taking as a basis the Method for measuring regional human development (RHD), approved by the Presidium of the NAS of Ukraine and the board of the State Statistics Service of Ukraine dated 13.06.2012 No. 123. Scientific novelty. The indicators for assessing the level of the socio-economic state of UTC in key areas have been generalized. The goals and principles that should form the basis of national programs to support balanced rural development have been clarified. Practical significance. The applied aspects of the study can be taken into account in the formation of programs for the integrated socio-economic development of the UTC, which will increase the effectiveness of government initiatives aimed at supporting the village and increase the readiness of the rural population for force majeure threats. On the example of the Republic of Bashkortostan, an analysis of the socio-economic development of municipalities at various stages of their life cycle is carried out. The article sets out the principles for selecting indicators characterizing various areas of functioning and socio-economic development of territories, which are divided into three blocks: economic, social, and environmental. The financial management of multilevel territorial entities, in contrast to the previously completed developments, is considered taking into account the factor of stage development, which allows us to formulate a theoretical basis for creating a model of financial management of territories specialized in stages and phases of their life cycle and makes it possible to take into account the patterns and features of their stage development. A system of indicators was selected based on statistical information from Rosstat and Bashkortostanstat on the development dynamics and socio-economic situation of municipal districts and urban districts of the Republic of Bashkortostan, each of which reflects certain aspects that identify the stages of the life cycle of territories. The generated set of indicators is tested for multicollinearity, as a result indicators with a close relationship are excluded. A pilot test was conducted to identify the stages of the life cycle of municipalities of the Republic of Bashkortostan (54 municipal districts and 8 urban districts), which allowed to identify specific features of the development of territories at different stages of their life cycle. Based on the unified system of indicators, the municipalities are classified by stages and phases of the life cycle: development (phase II), maturity (phase I and II), decline (phase I and II). The relationship between the resource and financial base and the stage-by-stage belonging of this territory is established. The development of the theory of the life cycle will contribute to improving management efficiency both at the level of the municipality and at the level of the region, which will make it possible to quickly make decisions on the further development of this territory (at the development stage or phase I of maturity) or provide for measures to change the status of the territory for its transition into a new progressive state (in the II phase of maturity or phases of decline).
