In 2010 the mega-corporation Facebook finalized an agreement to build a massive data center in Prineville, a small town in central Oregon previously known for logging, cattle ranching, and as the headquarters of the Les Schwab tire company. This was a largely unanticipated event that local leaders nonetheless prepared for several decades before when they designated a rural economic zone on the outskirts of town. However, the enterprise zone sat mostly unused, an empty and dusty piece of high desert land dotted with sagebrush and juniper trees. I describe the preparatory efforts that laid the groundwork for the data center as effecting a “half-built assemblage.” Through such anticipatory reconfigurations, local leaders recognized the limits of regional government to overcome the challenges of their peripherality. In the controversy surrounding such data center deals, critics have often cast rural leaders as naive or as pandering to voters. However, I argue that the alliance with Facebook was one of the few courses of action available to local leaders that had any chance of realizing regional economic development goals. In seeking to understand the data center deal from a local perspective, I contribute an alternative notion of temporality to materialist theorizing by looking across much longer durations of time in relation to the political economy, the natural world, and other elements as a way to temper exaggerations of anthropocentric agency and the narrow attribution of blame.

The chapter argues that whether or not the world is successful in attaining sustainability, political systems are in a process of epoch-defining change as a result of the unsustainable demands of our social systems. This chapter theorizes a framework for analyzing the political “translation” of sustainability norms within national polities. Translation, in this sense, denotes the political reinterpretation of sustainable development as well as the national capacities and contexts which impact how sustainability agendas can be instrumentalized. This requires an examination into the political architecture of a national polity, the norms that inform a political process, socioecological contexts, the main communicative channels involved in the dissemination of political discourse and other key structures and agencies, and the kinds of approaches toward sustainability that inform the political process. This framework aims to draw attention to the ways in which global economic, political, and social systems are adapting and transforming as a result of unsustainability and to further understanding of the effectiveness of globally diffused sustainability norms in directing that change.

Political parties today are important elements of the regional political process. Parties, along with other political institutions, participate in the implementation of state policy within the region. The practice of recent years shows a negative trend in the creation of political parties, but those parties that are already registered and are actively fighting for political power at all stages of the Russian elections. Political parties participate in the regional political process to embrace the advantages of the political party space. These advantages are due to both objective factors (territorial potential, the economy of the region) and subjective reasons (personal factors associated with the rating of the leader, both the governor and the party coordinator, the nature of his acquaintance with the central financial department, and more). The study of the organization of power in the regions allows us to talk about its various modifications due to these factors. Political parties are a political institution, they represent an ideological, conceptual, personnel and electoral resource of any government. Regional branches of political parties in today’s political situation fully personify the needs of the regions and represent them at elections. They reflect regional interests, as well as the degree of democracy of the regional government

This study explores and discusses the phenomenon of a single candidate in the local leaders’ election or Pemilihan Kepala Daerah (Pilkada) in Deli Serdang Regency, North Sumatra Province, in 2018. The study is motivated by the phenomenon of a single candidate in the local leaders’ election. In Deli Serdang, the local leaders’ election should have a multi-candidate pattern, either independent or 3-4 political party candidates. This study has focused on the mechanism of the emergence of a single candidate. According to Dahl, the theoretical approach is the candidacy mechanism, and according to Norris, the significance of the right to vote. The study was conducted qualitatively with an ongoing explorative, independent, and case-oriented study approach. The data collected through in-depth interviews with nine key informants consisting of the Political Party Branch Management Board or Dewan Pimpinan Cabang (DPC), the General Elections Commission or Komisi Pemilihan Umum (KPU), the Election Supervisory Committee or Panitia Pengawas Pemilihan (Panwaslih), independent, failed, and incumbent candidates. The sixteen secondary informants consisted of eight voting behaviors and eight non-voting behaviors randomly selected and interviewed to determine their perception of a single candidate. The study found that a single candidate is the logical consequence of ambiguity in an internal political party candidacy. The study’s novelty is the exclusion of incumbent ruling candidates incentivizing a political party monopoly to ensure victory in contestation. The study concluded that the dysfunction of the candidacy and exclusion in power has implications for a single candidate in the local leaders’ election. Contestation with a single candidate’s presence is an uncontested election, and it is contrary to the theoretical paradigm referred to in this study.

The object of this research is the regional youth representative structures, while the subject is the establishment of youth parliamentary structures in the Russian Federation. The research leans on the methodology of historical neo-institutionalism with the “path dependence” approach. Attention is turned to studying the topic from the perspective of the need of federal and regional government in young personnel, substantiated by the shortage of competent specialists as a result of social disturbances. The empirical basis of this research is the interview with the former governor of Vologda Region (from 1996 to 2011) Vyacheslav Pozgalev, who was among the pioneers of the youth parliamentary movement. The novelty of this lies in examination of the phenomenon of youth parliamentarism in historical aspect. The date of creation of the first youth parliamentary body in Russia is established. The author determines five key prerequisites for the emergence of youth parliamentarism in the Russian Federation: European Charter; proliferation of the Western democratic values; political situation in the country; need for conventional self-expression of youth and creation of the filter for the youth labor pool. These prerequisites contributed the emergence and development of the institutions for expressing the political demands of the youth in the context of continuous dialogue ion with the federal and local government.

Nowadays, the development of information technologies determines the successful functioning of the political system, since they allow to control political processes, prevent social and political conflicts. Increasing the level of reliability of the information, the most effective use of information resources, external and internal information ropes increase the stability of the political system, stability of the socio-political development of the country. The combination of different telecommunication technologies that create the preconditions for building flexible and high-performance service-oriented systems can be used to solve problems in different industries. However, nowadays, one of the constraints on the implementation and further development of such networks is the theoretical under-development of service delivery models, due to the lack of comprehensive information on the structure of data center networks. During the research conducted by the authors, it was found that the data processing center is the basis for informing the defense ministry of Ukraine. During the research, the authors used general scientific methods of analysis and synthesis, as well as the basic provisions of the theory of informatics, the theory of complex technical systems, the theory of information, etc. During the research, the authors substantiated the main tasks that will be performed by the data processing center of the defense ministry of Ukraine, identified the main information and calculation tasks that will be performed by them. The authors also substantiated the requirements for building a data center of the Defense Ministry of Ukraine. The authors evaluated modern technological solutions and software and hardware for the creation of the information infrastructure of the defense ministry of Ukraine. Possible technical and software for building a reliable and secure data processing center of the defense ministry of Ukraine are proposed. Therefore, the prospective direction of further scientific research of the authors should be considered the justification of ways of improvement of informatization of the armed forces of Ukraine and the creation of information infrastructure of the defense ministry of Ukraine are mobile data centers. This will allow the deployment of information infrastructure in various conditions, including in the open space, which is very relevant for the specifics of actions in the east of Ukraine.

The article discusses the relationship of economic management with the economic basis. The thesis is substantiated that effective economic management depends on economic ideal, to which society will strive to achieve. The world surrounding a person constantly retains its essential fundamental properties. And in this way it is perfect. Man spiritually assumes himself above nature. Potentially, he sees himself as a master of the natural world. However, acting in nature as an independent free force, he constantly reveals his imperfect. Because of his limited knowledge of the infinitely complex nature, everything that a person creates is imperfect. The path to perfection is the natural goal of man’s life on earth. However, on this common path, all nations and their large groups – civilizations – are moving along different roads. And in modern conditions, these differences have reached a dangerous feature – more and more the confrontation of civilizations is emerging. The historical feature of the Russian economic worldview is the absolute priority of moral ideals. Its deep economic ideals are not aggressive in relation to other countries and peoples. These ideals are in finding and multiplying of good. Therefore, potentially, Russia can counteract the negative scenario of the development of civilizational conflicts.

Tax as a source of income for state finance is a manifestation of the community's direct contribution to development goals. The Regional Government of Banyumas Regency on September 10, 2004 proposed the Acquisition of Non-Taxable Tax Objects to the Minister of Finance and based on the Decree of the Head of Regional Office of the Directorate General of Taxation of West Java dated Dec-ember 23, 2004, Kep 14 /WPJ 10/BD05/2004 determine the amount of the acquisition value of non-taxable objects in Banyumas Regency. The problem examined in this paper is The Role of Balancing Funds originating from the Fees for Acquiring Land and Building Rights in financing the administration of regional government in Banyumas Regency; and Factors that influence the receipt of balance funds from the Land and Building Rights Acquisition Fees in Banyumas Regency. The research method used was normative juridical, namely statue approach and conceptual approach then analyzed qualitatively. The cost of acquiring land and building rights (BPHTB) in financing the administration of regional government in Banyumas Regency was still relatively small, and its implementation was also influenced by several factors. Keywords: tax, Customs for Land and Building Rights, locally-generated revenue.

For reasons discussed in preceding chapters, public–private partnerships (PPPs) are unlikely to have major positive impacts on achievement of the Sustainable Development Goals (SDGs) or on the provision of transformational regional infrastructure, as envisioned by the G20. PPPs will continue to play modest but still important roles in the cost-effective provision of infrastructure service in many developing countries, as long as they are well structured, appropriately supported, and carefully monitored and evaluated. But PPPs made sustainable with large measures of concessional finance will do a disservice in the developing world if they distract from the fact that the fundamental causes of poor infrastructure service delivery in developing countries have very little to do with the availability of private investment. Those causes involve things like government policies, institutions, technical capacity, as well as the political economy realities of these countries and their relationships with development partners

When Benjamin Franklin suggested that man is by nature a tool-making animal, he summed up what was for his fellow Americans the common sense of the matter. It is not, then, surprising that, when Britain's colonists in North America broke with the mother country over the issue of an unrepresentative parliament's right to tax and govern the colonies, they defended their right to the property they owned on the ground that it was in a most thorough-going sense an extension of themselves: the fruits of their own labor. This understanding they learned from John Locke, who based the argument of his Two Treatises of Government on the unorthodox account of providence and of man's place within the natural world that Sir Francis Bacon had been the first to articulate. All of this helps explain why the framers of the American constitution included within it a clause giving sanction to property in ideas of practical use.
