This research was conducted at International Elementary School Bunga Matahari,Banda Aceh for its homogeneity, both tribes, nations and religions. This diversity is interesting to have a further study in order to know the process of tolerance guiding in multicultural education. The results of the study show that there are some tasāmuh (tolerance) attitudes in multicultural education as mutual helps, mutual respects, mutual communications, mutual care, not to blame others, not to be selfish and inclusive. The tolerance attitudes which have been conducting at International Elementary School Bunga Matahari,Banda Aceh is in accord with the Islamic education system, but in the teaching of religious education for non-Muslims, not in accordance with the perspective of Islamic the education, the learning process is still discriminatory. The leading factors in supporting the tolerance implementation in multicultural education at National Elementary Bunga Matahari, Banda Aceh are dialogue, egalitarianism, impartiality, the 1945 Constitution, Article 29, 2nd paragraph, multicultural education which contains the values of pluralism and tolerance attitudes towards diversity. The inhibiting factors in developing tolerance attitudes are exclusiveness, learning model which tends to be dogmatic, religion is directed into not free variable, the solution of developing tolerance is that the educational implementation should be oriented on the value that will provide pressure point on how students see, understand, and face the diversity of life in multicultural education.

This research aims to describe the development steps and the appropriateness of multicultural education module based on the character of patriotism and nationalism in thematic learning for students in 2nd grade Elementary School. This is a research and development applying Borg and Gall design. The trial was conducted on 10 students of 2nd grade in Muhammadiyah Bodon Elementary School. The data collection techniques in this research were interviews, observations, module feasibility assessments by experts, teachers’ assessment, and questionnaire of learners’ responses. The eligibility of the multicultural education module is shown by the result of the assessment by the validation experts at the time of FGD. The validation by media expert scored of 72, the validation by learning expert scored of 74, and the validation by language expert scored of 60. The limited product trial were conducted in class II A, based on the students' assessment get the mean score of 37.5, while the assessment by the teacher scored 70 , both are very good category. The field trial were conducted in class II B, based on the students' score, obtained 36.94 score, and 76 from the teachers; both are very good category.

Learning evaluation is the overarching concept which both depends upon measurements and assessment to make a composite judgment or decision. Character education and multicultural learning evaluation in elementary school (SD) adjusted with level thinking  of the children in  elementary school. Where there are still in early stages of the  abstract. Character education is a system of cultivation of character values to the  school community, which includes knowledge, awareness or volition, and actions to implement these values, both of the Almighty God (Almighty), ourselves, others, the environment, and national so that the perfect man to be human. While, indeed  multicultural education becomes an integral part in all levels of education. Therefore  the value investment multicultural ideally applied in all of subjects at formal education
