The aim of this study is to realize an analysis of public-private partnerships (PPPs) in Albania. Our focus will mainly be the PPPs in the energy sector. Public-private partnerships contracts have experienced a significant increase in the last decades in Albania. They have had a great impact on public finances of the country, this is why they have often been “attacked” for the negative impact that they might have on the actual and especially the future of the country. We will work to make a comparative analysis of the cost and benefits that Albania has had from signing these contracts. We will also work to analyze the management of these public-private partnerships during the pandemics, which will be helpful to reveal the possible difficulties that the government might have in managing them. Something that has inspired us to make a deeper analysis of them is related to the energy crises that the country has experienced in the last years. We want to “dig” deeper in order to see if these PPPs are really worth it or not. Is it worth or it brings a burden for the actual and future generations of Albania?

This chapter provides a broad analysis of the EU's development strategies from Lisbon to EU 2020. The purpose of the chapter is to make a comparison among development strategies of the EU and to reach the answer of the question; if EU 2020 will be a new future for the EU? For this aim, the author focuses on three questions: what is the connection between the globalization and the EU? Has the EU answered to the challenges of globalization or post Fordist transformation with Lisbon Strategy? Lisbon Strategy which was reformed two times was a failure, what were the reasons of launching the EU 2020 strategy? The first one is related to the economic transformation of the world and economic decline of the EU during the 1980 to 2000s. The second one is related to the EU's structural weakness. The third one is related to the future of the EU.


Subject Public-private partnerships. Significance Amid attempts to secure new investment from Canada and the United States, the government is wrestling with political difficulties surrounding the future of public-private partnerships (PPPs). These have been magnified in recent months by the bad publicity arising from the Odebrecht bribery scandals. Establishing a politically acceptable balance between attracting investors and ensuring the transparency of public works contracts is proving increasingly important. Impacts The problem of corruption in sub-national government will cloud the operations of PPPs. There will be a need for stronger and more independent regulation of PPP projects. The localised reach of the Works for Taxes programme will limit its scope in dealing with wider objectives.

Since the creation more than 138 000 tests were taken, more than 26 000 ECDL and ECDL start certificates were issued. The experience of more than 6 years allows to generalize on certain aspects of testing process, enables to envisage its drawbacks and possible development strategies in the future. This article overviews quality standards of ECDL testing, analyses aspects of current ECDL test engine and discusses the drawbacks of current testing technology, relates these with issues and steps required to make a transition to a new type in-application testing, mainly – evaluation of user actions, formulation of tasks.
