This article uses the example of the Bashkir TRANS – Urals-South-Eastern regions of the Republic of Bashkortostan to describe the prospects for using ethno-branding tools in regional and municipal management of rural development in terms of increasing their investment and tourist attractiveness in the context of the coronavirus pandemic. From the authors' point of view, the regions of the Bashkir TRANS-Urals have a number of competitive advantages, including a rich history, unique tourist and recreational resources, and preserved traditions and customs of the indigenous Bashkir population. But in order for these advantages to contribute to the growth of investment and tourist attractiveness of these rural areas, it is necessary to create recognizable and most attractive images, ethnobrands through the active use of tools of territorial marketing and branding, in particular, ethnobranding. To increase the effectiveness of territorial ethnobranding, the authors justify the need to consolidate the efforts of Federal, regional and local authorities, the business community, research and educational institutions, and private firms professionally engaged in marketing, branding, advertising, and promotion of goods and services. City and district Administrations, business incubators in Ufa, Sterlitamak, Salavat, Oktyabrsky, information and consulting centers of municipalities, Universities, Colleges, institutions of the Russian Academy of Sciences, and well-known consulting firms can act as coordinators and consultants in matters of territorial marketing and branding. The authors concluded that the active use of regional and municipal management tools tobringing should contribute to more effective promotion of products and services from local producers to national and international markets, increase their investment and tourist attractiveness, growth of the tourist flow in South-Eastern Bashkortostan, increase employment and quality of life of the villagers.

In this article, on the example of the districts of the Republic of Bashkortostan, the need for a comprehensive use of marketing and branding tools at the municipal level is actualized. The marketing approach in municipal management is considered as one of the effective mechanisms in increasing the investment and tourist attractiveness of depressed territories. Designated foreign and domestic experience in the field of territorial marketing and branding. The problems and prospects of applying the tools of territorial marketing and branding in relation to the Uchalinsky municipal district – one of the south-eastern regions of the Republic of Bashkortostan – are analyzed in detail. The conclusion is made about the need to diversify the economy of the region and the feasibility of developing a comprehensive program – the “Marketing Concept of Uchaly District of the Republic of Bashkortostan”, aimed at increasing its investment attractiveness and competitiveness. A number of territorial brands for the Uchalinsky district of the Republic of Belarus are proposed – “Uchalinskaya Jasper”, “Uchalinsk Gold”, “Uchalinsky Silver”, “Uchalinsky Kumys” and others. The necessity of introducing in the Department of Economic Development, Investments and Entrepreneurship of the District Administration additional staff units of specialists in the field of territorial marketing and branding, which would supervise more clearly the issues of patenting, branding of local products, is substantiated. As a result of the study, the authors prove the necessity of organizing in the future in the Republic of Bashkortostan a tourism and recreation zone with a preferential taxation for subjects of ethnic business, including agricultural and ethnic tourism, primarily in the south-eastern regions. It was concluded that the integrated application of the marketing approach in the regional and municipal management will contribute to increasing the investment and tourist attractiveness of rural areas, more efficient development of the rural economy, growth of employment, incomes and quality of life of villagers.

This article is devoted to studying the сontemporary women’s unions history of formation as well as functioning in a single region of the Russian Federation — the Republic of Khakassia. At the same time, special attention is devoted to those whose activities in the sociopolitical and cultural life of the Republic, from our point of view, are currently most noticeable. The analysis of women’s public organizations activities in this region has shown that the women’s movement in Post-Soviet Khakassia over the past quarter of a century, despite all the difficulties of formation and development, can be characterized as a significant phenomenon in the life of the Republic. Today the vast majority of them, like before, have obvious social and humanitarian orientation. Despite the fact that almost all women’s societies currently operating in the territory of this region have their own political slogans, their main activity is still limited to helping the needy and socially vulnerable. However, the lack of efficiency and effectiveness of women’s associations is largely due to their lack of integrity and lack of unanimity of actions. In addition, the level of involvement of the Republic’s residents in women’s movements and their socio-professional composition leaves much to be desired. According to our research, the vast majority of women, mainly residents of rural areas, unfortunately, do not take any part in the social life of the region. The empirical base of the study is built upon official statistics obtained from the Ministry of Justice and the Ministry of National and Territorial Policy of the Republic of Khakassia, as well as materials stored in the archives of local women’s organizations. Besides, the results of our interviews with the leaders and most active participants of these associations have been particularly valuable.

This article is written based on the results of two years of research during the implementation of the Grant financing project of the Ministry of Education of the Republic of Kazakhstan No. AR08053217 "Development of a model for the effective functioning of personal subsidiary farms on the example of poultry meat production", 2020-2022. The basis of this article is the study of such form of farming in rural areas as personal subsidiary farms. The importance of private farming is actualized both in matters of a social nature in rural areas, and issues of sustainable development of entire sectors of the economy. The article clarifies the main socio-economic functions of personal subsidiary farms. The basics of motivation and goal-setting are considered in the direction of entrepreneurship. And in this regard, a model is given for increasing the business activity of personal subsidiary farms based on small-scale poultry meat production. The model is described from the point of view of the mechanisms of interaction of participants, and from the point of view of the organization.

The Kazakhstani manufacturer has repeatedly faced situations when pseudo-enterprises, disguising themselves as domestic producers of goods, works and services, received preferences and used government support measures, won government and other purchases, while not having enough equipment for production. The article is devoted to current problems and prospects for the application of the Industrial Certificate in the Republic of Kazakhstan. The dynamics of the development of the sphere of public procurement of the Republic of Kazakhstan is considered, depending on the specific requirements for certain areas of production of goods, works and services. The material in this article is important from the point of view of ensuring fair competition between competing enterprises in the same industry. The complex of transformations in the system of standardization, certification and quality management has been carried out since the first years of independence of the Republic of Kazakhstan. These transformations have been observed over the years, vivid examples of which are: the application of the European model of technical regulation to the modern realities of the economic situation in the Republic of Kazakhstan, accession to the Customs Union, the adoption of unified technical regulations of the Customs Union, the introduction of new regulations and legal acts defining the share of local content in products and services, as well as the potential of domestic industries. The results of these transformations have proved that the system of technical regulation of the Republic of Kazakhstan is an effective tool for the development of the economy. The development of new Kazakhstani normative legal acts and normative documents introduced to support the domestic producer of goods and services will contribute to the transformation of the old system and the creation of a new one that is fundamentally different from the previous one. The article discusses problematic issues in the field of industrial certification, namely: a lack of qualified personnel; unregulated pricing system for work carried out in this area; the complexity of the industrial certification procedure; a lack of automation of processes of the industrial certification mechanism. Analyzing the practice of industrial certification, this article offers recommendations for solving the above problematic issues. New edition of amendments and additions to the «Rules for the formation and maintenance of the register of domestic manufacturers of goods, works and services, as well as the issuance of an Industrial certificate» approved by the decision of the Presidium of the National Chamber of Entrepreneurs of the Republic of Kazakhstan «Atameken» dated 28.12.2018. No. 28 is designed to reconstruct the process of obtaining the Industrial Certificate. The process should become more transparent, understandable and highly efficient. Also, with the introduction of changes, the problems that hindered the receipt of the Industrial certificate by individual enterprises should be resolved.

The Constitution of Bosnia and Herzegovina guarantees the right free exchange of goods and services throughout the territory of Bosnia and Herzegovina. In the process of integration into the European Union, Bosnia and Herzegovina and Republika Srpska have committed themselves to adapting their regulations to EU legislation.The exschange of goods and services has switched to the domain of electronic business, by developing Internet technologies. Administration can be viewed through services provided to citizens and the business community. It can be noted that these services can be services that are available to users through different communication channels. The administration can also provide its services according to prencipes on which e-commerce is basedAccording to mentioned above, the European Union, in accordance with the Functioning Agreement, defined through the European regulation of services, services that should make available the common market in each member state of the Union. In addition, the European Union has identified ways of identifying and implementing the services of trust in the market through the adoption of eIDAS regulations, that is, the Regulation on electronic identification and trust services for electronic transactions in the internal market No. 910/14Bosnia and Herzegovina and Republika Srpska have an obligation to adopt legal framework and implement obligations adopted by eIDAS regulations. The Constitution of Bosnia and Herzegovina defines that all governmental functions and powers not expressly assigned to the institutions of Bosnia and Herzegovina are responsibilities of the Entities. Therefore, regulating the electronic services market is the competence of the Entities. Accordingly, the Republic of Srpska has adopted a set of laws that are in line with eIDAS regulations, defining terms that are regulated by eIDAS regulations related to electronic business, electronic identification and trust services.In 2006, Bosnia and Herzegovina adopted the Law on Electronic Signature, using the provisions of the Constitution of Bosnia and Herzegovina that everything that the Entities agree on is the competence of Bosnia and Herzegovina. This law does not comply with eIDAS regulations. The paper describes how to apply eIDAS regulations in the Republic of Srpska and presents the situation in the field of application of the European Service Directive, as well as the ways to fully implement eIDAS regulations and exchange information on trust services and certification bodies with the institutions of the European Union and other Member States.

Structural changes in agriculture, rural areas and regions, as well as in economic activities related to the production and trade of agricultural products, most often occur as a response to periodic changes in general economic and social conditions. In order to formulate effective policies and strategies, policy makers need adequate information about the main structural changes in agriculture. Therefore, based on the information framework of the Statistical Office of the Republic of Serbia, the article primarily focuses on changes of agricultural output in Serbia, respectively changes in crop and animal production, and agricultural services. The research aims to analyze changes in the structure of agricultural output in the period from 2007 to 2019 in order to identify its future trend by applying the forecast function. The research results show that the agricultural production of goods and services will keep the positive trend with a dominant share of crop production.

This article is dedicated to studying the consumption of Internet in Russia. The author analyzes the dynamics of consumption of global network by regions of the Russian Federation. Special attention is paid to the use of Internet by population of the Republic of Bashkortostan. Comparative analysis is conducted to the situation in Bashkortostan overall, as well as urban and rural areas in particular. Attention is also focused on the correlation between two indicators: “Use of the Internet” and “Assessment by households of their financial situation”. The conclusions are structured on the analysis of relevant Russian and foreign publications covering the topic of the use of Internet, as well as statistical data for the period from 2010 to 2018 (based on the materials of the Russian Federal State Statistics Service and Bashkortostan Regional Statistics Service). The conducted research allowed determining the connection between the use of Internet and assessment by the households of their financial wellbeing. The acquired data can be used in forecasting of economic situation in the region, as well as carry applied relevance for commercial organizations, for the more efficient interaction with the consumers and improvement of goods and services.

The subject of the research is a set of relations that are formed in the process of improving the national system and program of environmental monitoring in the Republic of Belarus. A set of indicators is presented on the basis of which it is possible to com- prehensively assess the state of the ecosystem of any territory in terms of the impact of tourism on the ecosystem. The purpose of the article is to develop scientific, methodological and practical proposals for the applied support of the mechanism for regulating the development of bio-ecotourism in order to develop sectoral conditions for the development of tourism in rural areas as well as the organization of a modern developed infrastructure of sectoral eco-oriented tourism. Methodology of the work. The theoretical and methodological basis of the study is a system of both general scientific and special methods of scientific knowledge, the fundamental provisions of modern economic and environmental theory and practice. In the scientific research, the following methods were used: monographic, in the formation of approaches, on the use of a set of indicators, on the basis of which it is possible to comprehensively assess the state of ecosystems of any territory from the point of view of tourism to the ecosystem. Results of the work – the applied use of scientific results of improved approaches for the development of the economy of the Republic of Belarus through the implementation of a mechanism for regulating the development of bio-ecotourism is proposed in order to develop sectoral conditions for the development of tourism in rural areas, as well as the organization of a modern developed infrastructure of sectoral eco-oriented tourism. Conclusions. These forecasting methods are most often used in carrying out normative forecasting, which is most important in today's changed conditions, with travel restrictions and delimitations. This scientific approach generalizes and is intended to formalize both bioecological design objects of research and the prospects for creating natural and artificial decorations using the features of reliefs and water areas. Both national systems and programs of environmental monitoring and international programs and research within the framework of the activities of large international organizations are based on the principles listed above (the Berne Convention is an international agreement that contains a provision on the protection of both natural habitats (biotopes) and and specific species of flora and fauna). The article examines topical issues of the formation and development of agricultural tourism in rural areas of unrecognized (partially recognized) small states on the example of the Republic of South Ossetia (RSO). The purpose of this work is to scientifically substantiate and develop organizational and economic conditions for the formation of agritourism as a factor in the socio-economic development of rural areas. The object of research is agritourism business and its impact on the economy of rural households and the development of rural areas of the Republic of South Ossetia (RSO). The scientific novelty of the research lies: in the methodological substantiation of the need to develop agrarian tourism as a special non-agricultural form of family small business in rural settlements; in systematization of various models of agritourism in order to adapt and use the most acceptable forms of them in the conditions of rural areas of the RSO; in development of a system of organizational measures and economic mechanisms for the creation of a republican rural agrarian and tourist cluster, closely interacting with the tourist business community of the neighboring North Caucasian republics of the Russian Federation; in development and substantiation of a basic model of rural family agritourism, based on the historical traditions of Ossetians, who have preserved their identity, culture, language and national flavor of their ancient ancestors - Alans.

Relevance.Under increasing competition in the market of goods and services, the structure of the national and regional economies of Kazakhstan should be modified to incorporate tourism a powerful economic driver. The formation of a viable system of geographically adjacent interconnected and mutually complementary companies is impossible without an appropriate strategy, the basis of which is a comprehensive assessment of tourism potential. Research objective. To identify prerequisites for the formation of a tourism cluster in the region based on a cluster strategy ensuring the creation of an efficient management system. Data and Methods. The economy of the Kostanay region was assessed using conventional methods of economic analysis, such as grouping and comparison. The advantages and disadvantages, as well as threats and opportunities, associated with the formation of a tourism cluster in the Kostanay region were determined by SWOT analysis. The official information provided by the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan was used. Results.The conducted analysis of the gross regional product of the Kostanay region and its share in the Republican volumes confirmed that the structure of the regional economy can be changed by creating a tourism cluster based on a system of interacting and complementary enterprises. The development of a tourism cluster will increase the volume of services associated with accommodation of inbound and domestic tourists. Conclusion.The advantages and disadvantages associated with the development of inbound and domestic tourism in the region, as well as prerequisites for the creation of a tourism cluster in the Kostanay region, were determined. It is concluded that the impeding factor in the creation of an interconnected tourism system is the absence of a dialogue between the authorities and the business community. Dialogue channels should be improved in order to further diversify Kazakhstan regional economies through the creation of tourism clusters.
