The article is devoted to the problem of providing waterproofing and vapor barrier protection against the effects of water seepage or deicing salt solution. The question is raised that in the current conditions of modern construction, they do not always pay due attention to the issue of high-quality waterproofing coating, which in turn is one of the most important components for maintaining durability, for ensuring the strength and reliability of the main constructive structures of transport structures, and most importantly, for unconditional safety of people at these facilities. In the framework of this work, the types of waterproofing materials were analyzed and classified, the methods and conditions for the use of waterproofing materials were examined, and the positive and negative features of waterproofing transport structures were described. In addition, in this article, the authors examine in detail each of the types of waterproofing material separately, provide the positive and negative sides of each of them, and also describe the application technology. The experience of using sprayed, surfaced and coated waterproofing is also described. A positive example of the use of each type of waterproofing, and somewhere and the whole waterproofing system in the field of tunneling, both in Russia and in foreign countries, is considered. The experience of using the products of the most popular manufacturers of waterproofing materials on the Russian market in bridge building is also described, however, there are both positive examples and, unfortunately, negative ones in this area. Having analyzed the types of waterproofing systems and the experience of their application, we can conclude that in recent years special attention has been paid to the protection of structures, but effective and universal waterproofing for engineering structures has not yet been invented, in view of this, the area is promising for new discoveries.

he present article focuses on GPR tomography method potential aimed at the search of functional voids and estimation of their sizes in engineering structures. The size of voids is assumed to be greater than the wavelength for usable frequency. Two examples of the GPR tomographic survey are examined: 1) a square con-crete pillar with granite coating and a square void in the center, 2) cylindrical granite column with functional spherical void which has iron walls. The following issues are considered in the article: the method, the structure of the acquired data, the picking of wanted waves, the analysis of tomographic inversion result, compared with the result of commonly used single-fold antenna geometry GPR. As a result of the research performed it was demonstrated that GPR tomography represents a good solution for the problem of detection, delineation and characterization of voids inside engineering structures. The velocity of electromagnetic waves propagated within the solid part of the column (concrete and granite) was accurately measured. The measured velocity can be con-sidered to the basis for physical properties estimation, for example humidity, voids ratio etc. The acquired quan-titative results are characterized by high quality and are more reliable compared to the results of single-fold GPR survey.

This article, based on a keynote lecture given at the Finnish Rock Mechanics Day 2019, discusses how structured risk management can be implemented to rock engineering projects. The suggested procedure is based on ISO 31000 and a recently published methodology for practical implementation of the standard to geotechnical engineering projects. The main message is that structured risk management is a key tool to achieve high-quality rock engineering structures. A key component for many projects will be the use of the observational method to cost-effectively reduce the lack of knowledge of the ground conditions during construction of the facility.

The article provides a comparative legal analysis of the administrative proceedings in Russia and foreign countries: France, Germany, Great Britain, USA, Italy, Spain, Switzerland. The relevance of the topic of the article is due to the need to identify the existing shortcomings of administrative court proceedings in Russia and possible ways to eliminate them, as well as the ongoing reforms of administrative court proceedings in the country. The advantages and disadvantages of the administrative proceedings of these countries and Russia are indicated, changes in the system of bodies carrying out administrative proceedings are proposed. The result of the study is the formulation of conclusions on improving administrative legislation using the experience of foreign countries, as well as on the need to create specialized courts in Russia, which will contribute to a narrower qualification of judges, high-quality dispute resolution, as reduce the burden on courts of general jurisdiction

With the unique dataset from the State Intellectual Property Office (SIPO) of the People’s Republic of China, this study aims to provide a patent citation-based analysis of technological innovation in China. This study provides an overall description of Chinese invention patent citations, including citations added by both inventors and examiners. Specifically, our work analyses the inventor citations and examiner citations of both international- and domestic-granted patents in SIPO from four different aspects: citations per patent, foreign citation dependence, highly cited patents and current impact index. Our research results indicate the following: (a) the quantity of citations per patent added by foreign applicants was much larger than that of the Chinese applicants in SIPO, and both decreased year after year. (b) Chinese applicants cited many technological references from seven major foreign countries and drew greatly from external technology and science, but Chinese applicants tended to refer more to domestic technology. (c) The overall impact of Chinese patents became stronger, but invention patents in some developed regions had only relatively weak technological impact. (d) The number of high-quality invention patents surged in every province, but high-quality patents remain mainly distributed in four developed areas. Finally, we propose several suggestions from a policy perspective.

The authors investigate the economic and institutional foundations of the functioning of state corporations. The study revealed the problem of diffusion of innovations from the military sectors to the civilian sectors, which significantly reduces the competitiveness of the latter. The experience of foreign countries, especially the United States, shows that dual technologies, the diffusion of innovations from the military sector into the civilian sector, can give an impetus to the development of civilian industries with obtaining high-quality, unique, competitive products on the world market. It is important to note that state corporations have the potential for the development of dual technologies, but the problem of coordinating the activities of controlled enterprises significantly reduces the possibilities for diversifying production.

Catamarans have obtained good reputation as recreational and passenger craft, and are perspective type of craft for the Russian market. Safety of catamarans is proven by the experience on foreign countries including trans-ocean passages. But for catamarans problems exist with their stability regulation; this forces shipbuilders and operators to look for other solutions. Application of criteria for monohull ships dictates proportions of catamarans with which they are losing efficiency and decreasing their safety. The paper touches importance of justified proportions of catamarans from viewpoints of their hydrodynamics and habitability. Analyzed are problems of regulation and existing approaches of specialized rules. In the paper recommendations on stability regulation are presented based on practical experience of the author.
