The article is devoted to actual problems of creating and functioning of special economic zones in the Russian Federation and the Republic of Belarus. The practice of functioning of special economic zones in Russia, including the dynamics of their creation and territorial location is considered. The competitive advantages of special economic zones such as tax incentives for corporate income tax, corporate property tax, land and transport tax, insurance premiums, as well as customs and other preferences are characterized. The results of the functioning of special economic zones considering different aspects are presented: optimistic-from the point of view of the Government of the Russian Federation, pessimistic – from the point of view of the Accounts chamber of Russia, as well as independent experts. The disadvantages and problems of the process of creation and functioning of special economic zones are analyzed, examples of successful functioning of special economic zones of various types – industrial-production, technical-implementation, port are given. The existing methods of assessing the effectiveness of the special economic zones, both official and proposed in scientific research, are regarded. The experience of creation and functioning of special economic zones in Belarus is analyzed. Its advantages in comparison with the Russian experience and general problems are shown. The efforts of the Russian Federation and the Republic of Belarus to improve the business environment and investment climate are illustrated by the World Bank’s business ratings, including the latest rating-Doing Business 2019. The importance of the early solution of all problematic issues in the creation and functioning of special economic zones in connection with the resumption of the process of creating new special economic zones in Russia after a two-year moratorium is emphasized.

In the article, the authors analyze the functioning of special economic zones in the Russian Federation. Currently, based on the established world practice, special economic zones can act as a catalyst for attracting foreign investment and ensuring effective regional socio-economic development. Therefore, according to the authors, the issues of improving the functioning of the SEZ are of particular importance. The analysis of the results of the functioning of special economic zones in the Russian Federation shows that there is a significant potential for their development. Due to the fact that the functioning of special economic zones is inextricably linked with the conduct of foreign economic activity, and the SEZs themselves are a tool for integrating the country into global value chains, the issues of customs regulation of activities on their territory become important, which acts as an effective way for the state to influence foreign economic activity and have significant opportunities in stimulating the development of special economic zones in the Russia. In this regard, the study of the application of customs regulation measures as important factors in the development of special economic zones in the Russian Federation is very relevant. Special attention was paid to the study of the regulatory framework for the application of customs procedures in respect of goods imported into the territory of special economic zones and exported from such territories. According to the results of the study, it was found that there are significant gaps in the current legislative regulation of this range of legal relations. The article formulates specific measures that can contribute to improving the efficiency of the functioning of special economic zones in the Russian Federation.

Introduction. The article presents the results of a study of communication in the system of local self-government of the Republic of Tatarstan as a subject of the Russian Federation conducted by the authors in November – December 2019. The study included a survey of representatives of regional media and press services of local authorities of the Republic of Tatarstan in order to determine the model of communication in the local government system and the role of PR-activities in the regulation of social interaction in the region. Methods and materials. The main method of studying was the method of expert survey. The authors developed a questionnaire, which was used during an interview with experts. When choosing an expert – a media representative for the interview – the authors took into account three factors: the rating of the represented media, the experience of the respondent in the regional media (at least five years) and the authority to make a key decision on the publication of the material. In order to identify the experts who are representatives of local self-government bodies, the authors of the article determined the following criteria: implementation of information and analytical activities in the structure of local self-government bodies, at least 5 years of experience as a head of a structural unit (public relations / media relations department) of local self-government bodies. Analysis. The analysis showed that the development of social media accelerates the process of establishing a two-way model of communication between the government and the public. Social media have become a full-fledged source of information both for the journalistic community and for the press services of local governments. Moreover, with the help of the content posted in posts on official accounts on social networks, local governments can attract residents of the municipal territory to participate in solving local issues. Constant monitoring, responding to comments, tracking negative content on social media are becoming everyday practices in the work of press services. Results. The results of the study indicate that over the past decade in the Russian Federation the necessary prerequisites have been formed for the formation of a bilateral symmetrical model of communication between local authorities and the population. This model is aimed at providing effective feedback that allows the local government to quickly respond to the aspirations and needs of the population, monitor their dynamics, constantly monitor the attitude and assessments of citizens of decisions made on the development of the city or region.

This article analyzes the situation of innovative approaches to building business processes and interaction between universities, the government,  and representatives of the business environment. A methodology is proposed by the authors for calculating the feasibility of government support for small innovative enterprises (SIEs) as independent small business entities organized at higher educational institutions of the Russian Federation, the activities of which are aimed at research, development, implementation, and commercialization.The importance and role of small innovative entrepreneurship in the economy of the country and large cities is becoming the main world trend. Russia is trying to match its innovation strategy in small business, but the success is, unfortunately, still negligible. On the part of the government, millions of rubles are allocated to support small innovative entrepreneurship, as well as the construction of technology parks, the creation of business incubators, technological laboratories, and platforms being organized at universities in order to ensure the implementation of innovative projects. In accordance with the Federal Law of the Russian Federation No. 217-FL of August 2, 2009, universities were able to register small innovative enterprises on their territory as independent small businesses in the sphere of innovative development, whose activities are focused mainly on the commercialization of intellectual property objects and their active promotion in the market.Nevertheless, the implementation of new technologies and know-how is associated with greater risks of SIEs and needs a methodical approach to assess the appropriateness of providing government support to such enterprises. We are going to consider and calculate the indicator of the feasibility of government support for a small innovative enterprise in the amount of 50 million rubles for a period of five years for its development and will prove the increase in the efficiency of the enterprise and the possibilities for its development through the government support mechanisms for innovations.

Indonesian tourism is an important sector in increasing state revenues. The tourism sector ranks third in terms of foreign exchange earnings. in 2014 The government established tourism as the leading sector in improving the economy to encourage regional development and employment. With the law of the Republic of Indonesia number 39 of 2009 concerning Special Economic Zones, hereinafter referred to as K.E.K is a region with a certain boundary with the jurisdiction of the Unitary State of the Republic of Indonesia which is determined to carry out economic functions and obtain certain facilities. Kab. Central Lombok is one of the places where there is a K.E, namely K.E.K Mandalika. In order to increase the income of the Lombok region where the development of K.E.K Mandalika is 1,175 ha and the author takes 21 ha of land at K.E.K Mandalika to develop a Resort with a waterfront concept in order to increase Lombok tourism. Based on background problems, the main underlyinh problem is the lack of supporting facilities to support activities in the Mandalika Special Economic Zone, therefore the need for accommodation in the Mandalika Special Economic Zone.Abstrak Pariwisata Indonesia menjadi sektor yang penting dalam peningkatan pendapatan Negara. Sektor pariwisata menempati urutan ketiga dalam hal penerimaan devisa. Pemerintah pada tahun 2014 menetapkan pariwisata sebagai leading sektor dalam peningkatan perekonomian untuk mendorong pembangunan daerah dan lapangan pekerjaan. Dengan adanya undang-undang Republik Indonesia nomor 39 tahun 2009 tentang Kawasan Ekonomi Khusus, yang selanjutnya disebut K.E.K (kawasan ekonomi khusus), adalah Kawasan dengan batas tertentu dengan wilayah hukum Negara Kesatuan Republik Indonesia yang ditetapkan untuk menyelenggarakan fungsi perekonomian dan memperoleh fasilitas tertentu. Kab. Lombok Tengah merupakan salah satu tempat dimana terdapat K.E.K yakni adalah K.E.K Mandalika. Guna dapat meningkatkan pendapatan daerah lombok dimana Pengembangan K.E.K Mandalika seluas 1.175 ha dan Penulis mengambil 21 ha lahan di K.E.K Mandalika untuk dikembangkan Resort dengan konsep waterfront guna dapat meningkatkan pariwisata lombok. Berdasarkan permasalahan latar belakang, permasalahan utama yang mendasar adalah belum adanya fasilitas pendukung untuk menunjang aktivitas di Kawasan Ekonomi Khusus Mandalika.

The article discusses the issues of assessing the level of attractiveness of cities in the Russian Federation. An algorithm for developing the econometric component of the model is proposed. The parameters of analyzing the level of attractiveness of cities for various economic agents have been determined. Among the factors influencing the attractiveness of cities for residents, the population size, housing provision, crime rate, the level of wages and medical provision were identified. Assessment of attractiveness from the standpoint of doing business involves considering production volumes, retail turnover and the number of city residents. The factors of tourist attraction are the characteristics of collective accommodation facilities and the number of corresponding requests on the Internet. In general, the formed regression equations meet the requirements and are applicable for solving problems of predicting changes in the values of the analyzed parameters. An example of the formation of the corresponding regression equation for assessing the level of attractiveness of a city from the point of view of residents is presented. Together with the equations describing the level of attractiveness for other economic agents (business, tourists, etc.), it forms a complex of econometric models, which can be further used as the core of the corresponding software tools. At the same time, this toolkit should also include functional blocks aimed at solving particular problems of its use. The key ones are responsible for generating scenario forecasts, analyzing information, assessing regional ratings and visualizing the results obtained. The research results can be applied by federal and regional authorities in solving problems of territorial development of the constituent entities of the Russian Federation and the country as a whole.

The results of monitoring the state of inclusive education in educational organizations of higher education of the Republic of Adygea, Astrakhan region, Volgograd region, the Republic of Crimea and Sevastopol are presented in the article. The information was collected by fi lling out evaluation maps of the accessibility of higher education educational institutions and analyzing the offi cial websites of educational institutions of higher education. Particular attention was paid to the analysis of the requirements put forward to educational institutions of higher education by normative legal documents in the part of inclusive education, approved by the orders of the Ministry of Education and Science of the Russian Federation and resolutions of the Government of the Russian Federation.

The article considers an instrument of influence on the economic development of the Russian Federation in the form of creating special economic zones. The current state of Russian enterprises is described in terms of the theory of techno-economic paradigm. The problem of technological backwardness of Russia is revealed. In this regard, the authors consider special economic zones as an engine for the development of the Russian Federation. The principles of functioning of these zones are described, privileges for enterprises registered in the territory of special economic zones are listed. The types of zones are also characterized, among which four are distinguished by the legislation of Russia: industrial-production, technical-innovative, tourist-recreational and port. Examples are given for each type of special economic zone. The authors examined the stages of construction of these zones, and the legislation that determines their functioning. The article also provides an example of the Innopolis special economic zone: its specialization, what benefits it gives residents and what is located on its territory. The article’s conclusion provides a list of benefits that an enterprise can count on if it is registered as a resident in the territory of a special economic zone. It also proves the existence of a direct relationship between the effective functioning of special economic zones and the acceleration of the economic development of the state, which allows it to enter the next techno-economic paradigm.

The article analyzes the practical experience of the participation of the authors of the article in the development and implementation of the republican program for the implementation of the state cultural policy in the Republic of Dagestan. In terms of methodology, the analysis is based on the concept of regional cultural policy previously developed for this program in this subject of the Russian Federation (RF). It takes into account the most important provisions of the approved presidential "Fundamentals of the State Cultural Policy" in 2014, the government "Strategies of the State Cultural Policy for the period until 2030" in 2016, as well as other documents of strategic planning and programming of culture in the Russian Federation. The study showed that these documents require a significant update of the main components of cultural development programs in the regions of the Russian Federation. In this connection, the greatest attention is paid to the authors of the new goals and objectives of the state cultural policy in the constituent entities of the Russian Federation, as well as indicators (indicators) of evaluating the effectiveness of implementing regional programs in general, the effectiveness of achieving goals and solving problems in its main areas (sub-programs), in particular.

In June 2020, Germany adopted a national hydrogen strategy. A month later, when Germany assumed the EU Council presidency, the European Union Commission presented a similar document. Both strategies acknowledge the need to import hydrogen to meet the demand of the EU countries as an essential prerequisite for the transition to a climate-neutral economy. In parallel, the Government of the Russian Federation adopted the Energy Strategy of the Russian Federation until 2035, which sets the goal of turning our country into one of the global players in the world hydrogen market. Despite Russia's obvious competitive advantages in this relatively new segment of the energy market, Berlin and Brussels do not mention it as a potential partner. The article provides an assessment of the main provisions of these strategic documents. The author explores the prospects and possibilities of Germany and the EU cooperating with the Russian Federation in the production and supply of hydrogen, analyzes the content of the position documents of the German-Russian Chamber of Commerce and the Eastern Committee of the German Economy on these issues, draws conclusions and formulates recommendations for interested parties.
