The paper describes the structure and types of pedagogical conflicts, the prerequisites for their occurrence; the features of pedagogical conflicts, as well as the specifics of their settlement. The researchers identify the following groups of pedagogical conflicts: professional conflicts, conflicts of expectations, conflicts of personal incompatibility. There are also some other classifications, such as motivational conflicts between teachers and students; conflicts related to deficiencies in the organization of the educational process and conflicts of interactions. Pedagogical conflicts have a stable clear structure. It includes: a conflict situation, conflict participants, the object of the conflict, the conditions of the conflict, the images of the conflict situation, conflict interaction. Pedagogical conflicts have their own characteristics associated with the specifics of educational activities, the difference in the status and age of the interacting parties. The paper discusses the following steps for the settlement of pedagogical conflicts: detection, analysis and the settlement itself. The author describes the strategies of behavior in the conflict, as well as constructive ways to settle them: tenderness, compromise, arbitration, analysis of the situation; as well as an algorithm for analyzing the pedagogical situation and solving the pedagogical problem. The paper presents the general rules for the peaceful settlement of school conflicts for all subject teachers. As a result of the analysis of the main types of pedagogical conflicts produced in the paper on the basis of researches of Russian and foreign scientists, it was found out that the settlement of pedagogical conflicts in most cases lies with the teacher. So, modern teachers should have special training aimed at learning the correct behavior in the conflict and the study of the basic methods of their correct settlement. In order to settle a conflict you must choose a strategy of behavior in it. Understanding the causes of conflicts and the successful use of mechanisms to arrange them are possible only if future teachers have knowledge, skills and appropriate personal qualities.

AbstractThe ‘rule of law’ is a concept at the very heart of the United Nations (UN) mission declared its Secretary-General, Kofi Annan. What does the concept mean internationally? The paper considers its role in international adjudication; in the UN more generally; in terms of the acceptances of the compulsory jurisdiction of the International Court of Justice (ICJ); the difference between thick and thin definitions of the concept; equality before the law; the requirement of clarity and certainty by reference to interpretation of treaties and maritime delimitation; compliance by Governments with international law; and the peaceful settlement of international disputes; and concludes with the importance of personal qualities and professional qualities.

The situation with the pandemic in the world showed that education in Ukraine will never be the same. Isolation turned out to be a big challenge for both teachers and students. This is explained primarily by a lack of theoretical knowledge and practical experience in providing distance learning. According to the EU recommendations, the education institution will work effectively if it provides the best use of digital technology for teaching and learning and develops teachers' and students' digital competences and skills. Educational technology tools include content management systems, language learning apps, podcasts, and electronic discussion boards. The features of free, open-source, cross-platform audio software Audacity are described in the study. The paper analyzes how a university teacher can record, edit and export in MP3 format the language learning podcast through Audacity. To answer this question, we created 5 bilingual grammar podcasts based on the audio platform. The designed podcasts can be used as learning activities outside the class with the university students. The obtained results showed that even a beginner in the sphere of ICT can design a good-quality foreign language podcast. The difference between the scores in pre and post-test results suggest that self-designed podcasts can be used in teaching EFL to improve grammar skills. This study emphasizes the need for implementing ICT tools in the educational process to improve the quality of teaching and learning and to share the gained experience with the colleagues. Further research could determine the role of self-designed podcasts in an online language course for the students of technical universities.

This cartographic study aimed to show the importance of geographic atlas as an educational tool that contributes to building spatial awareness and difficulties that prevented its use in teaching social education in general and geography in particular in general education schools as a supporting reference in general education and the most important technical elements of atlas maps to achieve effective cartographic communication for the user, Or the recipient according to the educational stage and age to which he belongs. The opinions of some teachers and students were also reviewed through the field، where an experimental approach was relied upon to experiment with some presentation tools and graphic symbols in a sample of atlases in order to find out the most suitable for student samples and the most suitable for their level of inclinations. the reasons that led to this kind of deficiency in understanding the purpose of the design of the atlas for the teacher and the student The views of some teachers and students were reviewed through the field and it was clear through the presentation and evaluation of users of some atlases and the level of acceptance towards the use of educational atlas in Saudi Arabia.  It was found through the use of the critical curriculum and the presentation of the status quo of the Saudi educational atlas in the educational process the students are still experiencing some difficulties during their study of social education material these reasons have been identified and attempted to avoid them by raising awareness of the importance of the atlas and developing students' skills to understand its contents, It shows that atlases are not used in the educational process despite their cognitive importance, Most of the opinions tended to the need to activate the role of the Atlas as an educational means aimed at improving the delivery of geographic and historical information by the teacher and expand students' understanding of the understanding These opinions were also thoroughly analyzed statistically by relying on the descriptive and analytical method to know the deficiencies in the available atlases that prevented it from being used in teaching by teachers and students, This approach was also used to evaluate the results of the questionnaires conducted on the sample of the study from (students، teachers and owners of experience), Where the Sample was agreed on the possibility of benefiting from the atlas in the educational process more broadly، and the study was concluded with the presentation of results and recommendations.

This study examined the problem of the relationship between teachers and students, which has become a key to success in the educational process. Shown is the importance of using the results of a survey of students about their satisfaction with the organization and implementation of the educational process, the level of professional and pedagogical skills and personal qualities of teachers. The transition to a classroom interactive learning system is recommended, which facilitates the use of innovative educational technologies such as problem-based learning, modular learning, blended learning. Recommendations are made for some systemic changes in vocational education to produce people who are well prepared for modern life.

The public demand for health service professionalism and transparent financial management made some Puskesmas in Semarang regency changed the status of public health center to BLUD. The implementation of Puskesmas BLUD and non-BLUD requires resources that it can work well in order to meet the expectations of the community. The aim of this study is to know the difference of work motivation and job satisfaction of employees in Puskesmas BLUD and non-BLUD. Method of this research is a comparative descriptive with a quantitative approach. The object of this research are work motivation and job satisfaction of employees in Puskesmas BLUD and non-BLUD Semarang regency. This Research showed that Sig value. (P-value) work motivation variable was 0.019 smaller than α value (0.05). It showed that there was a difference of work motivation of employees in Puskemas BLUD and non-BLUD. Sig value (P-value) variable of job satisfaction was 0.020 smaller than α value (0.05). It showed that there was a difference of job satisfaction of BLUD and non-BLUD. The average of non-BLUD employees motivation were 76.59 smaller than the average of BLUD employees were 78.25. The average of job satisfaction of BLUD employees were 129.20 bigger than the average of non-BLUD employee were 124.26. Job satisfaction of employees in Puskesmas BLUD was higher than non-BLUD employees.

The article presents the experience of mass organization of distance learning in organizations of secondary general and vocational education in March—May 2020 in connection with the difficult epidemiological situation in Russia. The possibilities of the 1C:Education system for organizing the educational process in a distance format, the peculiarities of organizing distance interaction in schools and colleges are considered, the results of using the system are summarized, examples of the successful use of the system in specific educational organizations are given. Based on the questionnaire survey of users, a number of capabilities of the 1C:Education system have been identified, which are essential for the full-fledged transfer of the educational process from full-time to distance learning. The nature and frequency of the use of electronic educational resources in various general education subjects in schools and colleges are analyzed, the importance of the presence in the distance learning system not only of a digital library of ready-made educational materials, but also of tools for creating author’s content is assessed. On the basis of an impersonal analysis of user actions in the system, a number of problems were identified that teachers and students faced in the process of an emergency transition to distance learning.

Purpose. The article is aimed at analyzing the general theoretical principles and the essential characteristics of legal restrictions in environmental law; defining category of “environmental legal restrictions”, their content, system and the status of the respective legislation. Methodology. The methodology consists in carrying out a comprehensive analysis of the provisions of environmental legislation and formulating relevant conclusions on this basis. During the research, the following methods of scientific research were used: terminological, systemic and structural, comparative legal, structural and functional. Results. The objectively determined necessity of unconditional adherence to the legally established environmental requirements, prohibitions and restrictions as well as their potential scientifically substantiated enhancement in order to achieve environmentally significant goals oriented towards the priorities of sustainable development is substantiated. Restrictive mechanisms are scattered across statutory and regulatory acts of different legal force and even different branches of law, therefore, the need for their systematization and unification as well as generalization of the experience of their practical implementation in order to establish a comprehensive system of environmental restrictions is discussed. In our opinion, the conceptual basis and general essential characteristics of public environmental requirements and restrictions should be reflected in the future Environmental Code of Ukraine. Scientific novelty. In the course of the research, the author defines restrictions in environmental law as a specific sectoral imperative mechanism for regulating relations in the field of environmental safety, which consists in systematically introducing legislation on imperative provisions of environmental law as well as establishing specific legal regimes and mechanisms for their application and implementation. Practical significance. The main conclusions can be used in law-making and law-enforcing activities, as well as in further theoretical and legal research and in the educational process.

Статтю  присвячено  проблемі  теоретичного  обґрунтування  діалогу  як  механізму  аксіогенезу  особистості в освітньому процесі та виокремлення сутнісних аспектів діалогізації освітнього середовища  вищої школи. Обґрунтовано, що провідними цілями сучасної вищої освіти в контексті її гуманітаризації є  загальнокультурні орієнтири, які дозволяють замінити власне  когнітивний  підхід на смислотворчий, де і  викладач, і студент є активними суб’єктами освітнього діалогу. Показано, що освітній діалог виступає  зовнішньою   спонукою   внутрішнього   ініціювання   особистісно-професійного   становлення   майбутнього  фахівця,  становлення  його  ціннісно-смислової  сфери,  а  рівень  діалогізації  освітнього  середовища  може  слугувати  мірилом  реалізації  особистісно-розвивального  потенціалу  освіти.  На  підставі  емпіричного  дослідження   визначено,  що  у   реальному   освітньому   процесі  найбільшою   перешкодою  у   діалогізації  освітнього   середовища   є      догматичність,   формалізованість   освітнього   процесу   та   закритість,  стереотипність рольової поведінки викладачів та студентів.  The  article  is  focused  on  theoretical  argumentation  of the  dialogue  as  a  mechanism  for  personality  axiogenesis in  educational process and separation of essential dialogue aspects in higher educational environment.  The author argues that general cultural orientations are main goals of modern higher education in the context of its  humanization. This allows to replace the actual cognitive approach with sense creation one, where both teacher and  student are active subjects of educational dialogue. It is shown that educational dialogue is an external stimulus of  internal initiation of personal and professional formation in future specialists, as well as formation of their value- semantic sphere. The level of dialogue in educational environment can serve as a measure of implementation of  personality and developmental potential in education. On the basis of empirical research it is determined that  dogmatism,  formalization  of  educational  process,  and  closeness,  stereotyped  role  of  teachers’  and  students’  behavior  are  the  greatest  obstacles  for  educational  environment  becoming  more  dialogue  driven  in  real-life  educational process.

Abstract Four kinds of Romans in the Frankish kingdoms in the 6th to 8th centuries. Roman law texts from Merowingian Gaul make a difference between cives Romani, Latini and dediticii, all considered as Romans. This difference mattered only to slaves who had been freed. The status of Latin and dediticius was hereditary, whereas the descendants of one who had been freed as civis Romanus were free born Romans, who should be classified as a proper, a fourth kind of beeing Roman; it was the standard kind. The difference was important in civil law, procedural law and criminal law, especially in wergeld, the sum to be payed for expiation when somebody had been killed: Who had killed a Roman, had to pay different sums according to the status of the killed.

The problem of introducing distance learning in primary school is actualized by the development of social networks and Internet technologies, which open unlimited horizons for their application in educational activities. In addition, the introduction of quarantine in Ukraine requires primary school teachers to find ways to effectively master the program material. Among such ways is distance learning. The purpose of the study is to substantiate the specifics and possibilities of organizing the educational process in primary school with the use of distance learning. In the process of scientific research methods of analysis, synthesis, generalization and systematization were used. Distance learning in primary school is defined as a form of organization and implementation of the educational process, in which the subjects of learning (teachers and students) in the online mode carry out educational interaction in principle and mainly extraterritorially. In the context of reforming modern Ukrainian education, a number of e-platforms have been created for the organization of distance learning for primary school students. An effective commercial platform for distance learning is the service "My Class", which contains online courses from 1st to 11th grade, which contain lessons that integrate theoretical (test presentation of content) and practical (individual tasks that can be solved independently of each other, a block of tasks that need to be solved sequentially, guidelines) blocks. Result. Emphasis is placed on the requirements to be met by a primary school teacher when organizing distance learning in primary school during the quarantine period and it is suggested to advise parents who will work remotely with junior students in the initial stages of distance learning, gradually transferring activity to children.
