This article actualizes the need to develop diversification, non-agricultural activities, alternative employment in rural areas. The development of tourism, small and medium-sized businesses in the field of ethno-economics, the formation of a network of production and consumer cooperatives are considered as key factors to increase the sustainability of the socio-economic development of rural areas, reduce unemployment and improve the quality of life of villagers. The categories “ethnic economy” and “ethnic entrepreneurship” are distinguished. The tendencies of development of ethno-entrepreneurial activity in various regions of the Russian Federation, including the Republic of Bashkortostan, are analyzed. As a result of the study, the feasibility of adjusting federal, regional and municipal programs for the development of small and medium-sized businesses, agricultural production and consumer cooperation and the inclusion of proposals for the development of ethnic entrepreneurship in them is substantiated. Prospects and mechanisms for stimulating the activation of specific areas of ethnic entrepreneurship and ethnic cooperation in the Republic of Bashkortostan are highlighted.

The revival and sustainable development of consumer cooperation in rural areas is currently one of the strategic directions of modern agricultural policy. Based on the advanced foreign and domestic experience, this is most relevant in relation to depressed rural areas, where cooperation can be a kind of driver in improving the quality of socio-economic development. Due to the development of consumer cooperatives of various forms and areas of activity, not only the problems of production, processing and marketing of agricultural products are effectively solved, but also the emergence of new non-agricultural sectors of the rural economy, its wide diversification is initiated, which contributes to the creation of new jobs, an increase in income and the quality of life of the population. Republic of Bashkortostan at the end of 2018–2019 is the leader among the subjects of the Russian Federation in terms of the number of agricultural consumer cooperatives created annually. However, the problem of their sustainability in the long term is currently acute. In addition, it is important to preserve the system of the Bashkir Union of Consumer Societies that has existed since the beginning of the 20th century and to revive it on a new market basis. Therefore, within the framework of this article, using the example of the southeastern and north-eastern regions of the Republic of Bashkortostan, the need to develop and implement, in addition to regional, municipal and intermunicipal strategies for the development of agricultural consumer cooperatives, including the second and third levels, for the organization of sustainable regional cooperative systems is actualized. and lifting depressed rural areas out of the crisis

This article attempts to identify new prospects for the rural economy due to the development of digital technologies. The foreign and domestic experience of digitalization in the agricultural sector is analyzed. Recommendations and proposals on the introduction of digital technologies in the economy of the village of the Republic of Bashkortostan are developed, which are applicable to other regions of the Russian Federation. The authors actualize the need to develop a long-term “Program for digitalization of the rural economy of the Republic of Bashkortostan for the period until 2030” to improve the efficiency of the rural economy and the quality of life of the rural population.

Subject. This article deals with the issues of social justice and a high quality of life, creating favorable economic and social conditions. Objectives. The article aims to assess the rate and changes in poverty in Russia and the Republic of Bashkortostan and develop complementary measures to reduce it. Methods. For the study, I used the methods of logical, comparative, economic and statistical analyses, the results of sociological studies, and official statistics. Results. The article highlights additional measures to reduce poverty in the region, including the establishment of a minimum social standard of living in each particular region that determines the poverty rate. Conclusions. Various factors, such as economic sanctions, economic slowdowns, territorial and regional imbalances, lead to living standards decline and poverty rise.

In this work the analysis on description of rural settlements boundaries of the Republic of Bashkortostan, based on the experience of other sub-federal units of Russian Federation was made. A range of weak points in collected input data was defined. In total, of 54 municipal districts of the Republic of Bashkortostan (818 rural settlements), 44 districts showed nonconformity of feed data details to regulatory requirements. And the main reason for this is a low quality of input materials such as base maps at scale 1

Over the years, rural areas have faced a number of problems and difficulties, such as an increase in the average age of the population, desertification, loss of employment and the abandonment of rural and agricultural activities, which have led to the emergence of new initiatives aimed at revitalizing these territories from a social, economic and environmental perspective, such as the successful Bio-districts or Eco-regions (e.g., Bio-district of Cilento). Understanding and establishing a proper framework for each territory based on agroecology and participatory methodologies is still a challenge. In this sense, based on the analysis of two European examples—Cilento, Italy and São Pedro do Sul, Portugal—we described each of the building processes and defined a set of drivers that might constitute guiding principles to serve as a basis for the creation of Bio-districts or Eco-regions. The drivers’ matrix identified was discussed in three focus groups carried out in Portugal in 2020. Such drivers included a technical and environmental component (the quality of the environment and landscape, the food system and the implementation of organic farming and agroecological practices), a social and economic component (valorization of the farmers, products and territories and a set of different stakeholders—farmers, consumers, schools, tourism entities and restaurants, local authorities) and a political component (the governance model). Most participants agreed that the recognition of a Bio-district or Eco-region should be informal, bottom-up, with farmers as the main pillar, with a fair and representative participation, namely family farmers.

The article is devoted to political repressions among Belarusians of Bashkiria in the 30s of the XX century. To date, this ethnic group remains one of the little-studied peoples of the republic, which was a consequence of the long-term priority in the research of the titular Bashkir ethnic group against the background of the ethnocentrism of the historical science of the country. The number of publications devoted to the Belarusians of Bashkiria continues to remain insignificant until now, and most of them are published in the periodical press, as a rule, they have a journalistic, local history, popular science, reference or review orientation. For the first time, the researcher was faced with the task of identifying the dynamics of repressive measures against the ethnic group of Belarusians who lived compactly in rural areas of the region. The analysis of the data of the "Book of Memory of the Victims of Political Repression of the Republic of Bashkortostan" has established that rural residents from among the Belarusian ethnic group suffered more at the initial stages of mass collectivization. this confirms the prosperity of the settlers acquired during the functioning of the farm system of management, as well as the fact that the repressions against Belarusians did not have an ethnic coloring, like their neighbors in the farm residence of Latvians. As an example, the archival and investigative cases of the FSB in the Republic of Bashkortostan from 1931 are considered. The fate of a late-period migrant who emigrated to the Soviet Union in 1926 from the territory of Western Belarus is considered.


The article considers the main tendencies of tax administration development and reveals the questions of assessment criteria of tax administration quality, use in scientific literature and in the practice of tax authorities; the emphasis is made on the influence of factors of entrepreneurial activity on regional aspects of tax administration; the possibility of using some indicators of tax administration quality are summed up; the conclusion is made about the need to assess the quality of tax administration directly and indirectly Introduction of tax administration in the Republic of Uzbekistan in the conditions of digital economy transition.

In the Republic of Serbia, on March 15 th , 2020 Government decided to declare a state of emergency due to the Covid-19 pandemic. One of the measures was a movement ban for people over 65 in urban areas and those over 70 in rural areas. This research should indicate how people over 65 in urban areas have endured this situation, especially in relation to the same population in rural areas, as well as implications of the movement ban on the quality of life of the elderly population. Special importance is given to the rural population engaged in agriculture. A tool of data collection in this research was anonymous survey. Respondents' answers were statistically processed, which led to clear conclusions about the large negative consequences for the elderly population, including the agricultural activities in rural areas. Covid-19 is still present, which opens further questions related to the quality of life of the elderly population, if necessity for similar measures recurs in the future.

One of the most important factors affecting the health of modern youth is nutrition. Taking into account the timeliness of this problem, a research aimed at improving the quality of nutrition for students of higher education institutions of various fields of study (Ufa, the Republic of Bashkortostan) was executed. A software directed at studying the nutritional composition of the diet of students was developed, registered and tested. The development and implementation of the program were carried out taking into account regional features of nutrition of the population of the Republic of Bashkortostan. The food ration of university students of various fields of study was also evaluated according to food groups. The insufficiency of the daily ration based on a number of indics was revealed (according to nutritional composition and food products. The nutritional status of students according to the level of insufficiency of daily intake of nutrients in order to identify the degree of risk of abnormalities in the state of health development was evaluated also. According to the document of the Government of the Russian Federation “Fundamentals of the state policy of the Russian Federation in the field of healthy nutrition of the population for the period until 2020”, implementation the development of a set of measures aimed at reducing the prevalence of diseases associated with nutrition is one of the main directions of the state policy in the field of healthy nutrition. In this regard, a conceptual medical-pedagogical model aimed at forming a system of values in relation to healthy lifestyle among students was developed. Currently, there was executed an evaluation of the effectiveness of this model in the educational process of the M. Akmulla Bashkir State Pedagogical University. There was also been studied content of macro- and microelements in the venous blood of the students based on the changes in the quality of nutrition. There was also conducted analysis of hygienic conditions of students’ educational environment of leading universities in Ufa (the Republic of Bashkortostan).
