The revival and sustainable development of consumer cooperation in rural areas is currently one of the strategic directions of modern agricultural policy. Based on the advanced foreign and domestic experience, this is most relevant in relation to depressed rural areas, where cooperation can be a kind of driver in improving the quality of socio-economic development. Republic of Bashkortostan at the end of 2018–2019 is the leader among the subjects of the Russian Federation in terms of the number of agricultural consumer cooperatives created annually. However, the problem of their sustainability in the long term is currently acute. In addition, it is important to preserve the system of the Bashkir Union of Consumer Societies that has existed since the beginning of the 20th century and to revive it on a new market basis. Therefore, within the framework of this article, using the example of the southeastern and north-eastern regions of the Republic of Bashkortostan, the need to develop and implement, in addition to regional, municipal and intermunicipal strategies for the development of agricultural consumer cooperatives, including the second and third levels, for the organization of sustainable regional cooperative systems is actualized. and lifting depressed rural areas out of the crisis

The core objectives for rural development support for the period 2007–2013 are: (1) improving the competitiveness of agriculture and forestry, (2) improving the environment and the countryside, and (3) improving the quality of life in rural areas and encouraging the diversification of economic activity. The Council Regulation (EC) No. 1698/2005 includes an unambiguous targeting of smaller and micro-enterprises to sustain job opportunity in rural areas. For this scheduled period, a minimum funding of 10% of the total EU contribution has been withheld by the Council Regulation for the measures connected with the quality of life and diversification of the rural economy outside agriculture and forestry. In spite of this, the EU Court of Auditors has concluded that rural development policy in Europe is ineffective because it continues to allow member states to adopt a predominantly sectoral approach with the primary focus on the agricultural sector (Special Report No. 17/2006). This paper deals with the possible impact of one RDP measure – the reduction of LFA payments according to farm size. Taking into account the variety of regions in Europe and the different situations at national level, it is difficult to provide a single guideline to solve the problem. Implementation without a deep analysis could lead to undesirable consequences. A specific adjustment to the situation of the given country will be advisable.

In the Republic of Bashkortostan, in 2019, despite the deteriorating working conditions at workplaces in almost all industries, extremely low rates of occupational morbidity were observed. At the same time, almost every third employee of the surveyed types of economic activity is engaged in work with harmful and (or) dangerous working conditions. In total, 46 cases of occupational diseases were found in the Republic in 2019. The occupational morbidity rate was 0.42 per 10,000 employees (2018 — 0.32), which is significantly lower than in the Russian Federation (1.03 per 10,000 employees). The highest levels of occupational morbidity are registered in mining, manufacturing, healthcare, and agriculture. The structure of nosological forms of occupational diseases was dominated by diseases associated with physical overload and overstrain of individual organs and systems: sciatica of the lumbosacral level, polyneuropathy of the extremities and occupational diseases from the influence of physical factors: sensorineural hearing loss and vibration disease. Against the background of the continuing deterioration of working conditions in the Republic and the low quality of periodic medical examinations, extremely low rates of registered occupational diseases are observed.
