The Destruction of Pharmaceutical Products as an Element of the Efficiency of State Control (Supervision) Over the Circulation of Medicines

Background: The modern system of state quality control over medicine makes it possible to reveal and withdraw drugs, that do not meet the requirements. However the problem of the turnover of substandard and fake drug and their destruction in the Russian Federation is still urgent. The aim of the study: to evaluate the effectiveness of state quality control over medicine and the practice of fake medicine destruction. Methods: data of the official websites of the Ministry of Health of the Russian Federation and the Republic of North Ossetia — Alania, Russian Sanitary Inspection, National Center of Quality control and Certification of Drugs were included in the investigation. Method of unrepeated samples was used in sociological investigations. 225 questionnaires have been worked out. The research was carried out in the North-Ossetian State Medical academy during the period from 2013 to 2015 with the help of the National Center of Quality Control and Certification of Drugs. Results: The shortcomings of the state quality control over the rules of fake drug destruction were studied. It was found out that the mechanism of permanent data collection monitoring of revealing, moving and destruction of substandard and fake drug destruction has not been determined. The ineffectiveness of controlling measures under the condition of critical legal base deficiency has been confirmed. The analysis of terminology characterizing the order of fake drug destruction was carried out. Conclusion: deficiencies related to the implementation of the state quality control over the fake drug destruction rules revealed during the course of investigations prove the necessity of adopting measures in creating new model of control functions, increasing the results of activity.

Целью исследования является обоснование продвижения государственного регулирования рынка местной сельскохозяйственной продукции в виде закупочных интервенций в регионах. Проведен анализ существующих зарубежных и отечественных государственных закупочных интервенций, дано обоснование закупочных интервенций в регионе, а также выработаны предложения по продвижению закупочных интервенций с федерального центра в регионы. This article was written in connection with a September 2018 release of the latest edition of a Regulation of the Russian Fed-eration Government on government purchasing interventions of agricultural products. An aim of the authors of the article is substantiation of promotion of the state regulation of a market of the local agricultural products in the form of the purchasing interventions in regions. The authors analyzed the existing for-eign and domestic government purchasing interventions, comments on the latest version of the Regulation of the Russian Federation Government on the govern-ment purchasing interventions, the substantiation of the purchasing interventions in the region and de-velopment of proposals to promote the purchasing interventions from the federal center to the regions. Relevance of the promotion of the purchasing interventions from the federal center to the regions fol-lows from Russian particularity: remoteness of the regions from the center, weak regional transport infrastructure, necessity to replicate a federal technology of the state regulation of the agricultural product market in the regions of the Russian Federation. In the Republic of Sakha (Yakutia), repeated attempts were made to create compensation funds of the regulation of agricultural product prices. However, in the region there is no full-fledged intervention fund effectively influencing sales of the agri-cultural products. Consequently, in conditions of the Republic, where a shortage of the agricultural products, raw materials and food is acute, implementation of the commodity intervention is the neces-sary condition for the regulation of the agricultural market. For the Republic of Sakha (Yakutia), in our opinion, it is advisable to carry out the commodity interventions concerning beef, meat of young horses, venison, fish, dairy products, game, fruits of wild plants and even for rough and succulent fodder for livestock. The latter are relevant due to droughts and floods that regularly occur in a area of the region. Manufacturing costs of the local products will always be higher than the ones of imported food, given the harsh natural and climatic conditions, the remoteness of agricultural commodity producers from the sale markets in the conditions of absence of the transport infrastructure. In this regard, the prices of the local products should be regulated by the state in order to support the local producers. Obviously, the government regulation should not replace market functions or impede operation of its laws. Its main task is to mitigate undesirable consequences of manifestations of market power. One of the main regula-tory methods is the commodity intervention.

One of the most important factors affecting the health of modern youth is nutrition. Taking into account the timeliness of this problem, a research aimed at improving the quality of nutrition for students of higher education institutions of various fields of study (Ufa, the Republic of Bashkortostan) was executed. A software directed at studying the nutritional composition of the diet of students was developed, registered and tested. The development and implementation of the program were carried out taking into account regional features of nutrition of the population of the Republic of Bashkortostan. The food ration of university students of various fields of study was also evaluated according to food groups. The insufficiency of the daily ration based on a number of indics was revealed (according to nutritional composition and food products. The nutritional status of students according to the level of insufficiency of daily intake of nutrients in order to identify the degree of risk of abnormalities in the state of health development was evaluated also. According to the document of the Government of the Russian Federation “Fundamentals of the state policy of the Russian Federation in the field of healthy nutrition of the population for the period until 2020”, implementation the development of a set of measures aimed at reducing the prevalence of diseases associated with nutrition is one of the main directions of the state policy in the field of healthy nutrition. In this regard, a conceptual medical-pedagogical model aimed at forming a system of values in relation to healthy lifestyle among students was developed. Currently, there was executed an evaluation of the effectiveness of this model in the educational process of the M. Akmulla Bashkir State Pedagogical University. There was also been studied content of macro- and microelements in the venous blood of the students based on the changes in the quality of nutrition. There was also conducted analysis of hygienic conditions of students’ educational environment of leading universities in Ufa (the Republic of Bashkortostan).

The article examines the problems of open and latent ethnonational tension in Russian society, which in the conditions of aggravation of the social situation, may lead to the use of spontaneous methods of solving ethnonational conflicts, including those of a violent nature. A survey of 20 experts, who are qualified specialists in the sphere of ethno-extremism counteraction and ethno-national conflict localization, conducted by the author of the article, has shown that the majority of them have assessed both the current and forecasted situation in the sphere of ethnonational relations as “tense” for the next five to seven years. In their opinion, “ethnonational tension” is conditioned by a number of long-term factors that will influence the content and dynamics of ethnonational conflict in the Russian Federation: the desire of the USA for global dominance and the confrontational policy of NATO member states towards Russia; the antiRussian policy of the Ukrainian leadership, which is attempting to accuse Russia of “unleashing and waging a hybrid war against Ukraine” and actively pushing Western countries to strengthen confrontation with the Russian Federation; attempts by some states to bring territorial claims against Russia; intensification of the fight against embezzlement of budgetary funds, systemic corruption and ethno-extremist manifestations in the North Caucasus region; the ethnopolitical situation in the Republic of Crimea, characterized by manifestations of Ukrainian nationalism and militant Islamism. According to expert estimates, the highest degree of ethnonational tension is currently maintained in the Republic of Dagestan, the Republic of Ingushetia, the Kabardino-Balkarian Republic, the Karachayevo-Circassian Republic, the Republic of Crimea, the Republic of Bashkortostan and the Republic of Tatarstan. The results of research in the article testify to the necessity of constant study of the problem of ethnonational conflicts, research into the factors influencing the maintenance and dynamics of conflict potential, definition of Russian regions with an increased level of tension, development of recommendations to authorities on prevention and localization of ethnonational conflicts.

The results of monitoring the state of inclusive education in educational organizations of higher education of the Republic of Adygea, Astrakhan region, Volgograd region, the Republic of Crimea and Sevastopol are presented in the article. The information was collected by fi lling out evaluation maps of the accessibility of higher education educational institutions and analyzing the offi cial websites of educational institutions of higher education. Particular attention was paid to the analysis of the requirements put forward to educational institutions of higher education by normative legal documents in the part of inclusive education, approved by the orders of the Ministry of Education and Science of the Russian Federation and resolutions of the Government of the Russian Federation.

The article analyzes the practical experience of the participation of the authors of the article in the development and implementation of the republican program for the implementation of the state cultural policy in the Republic of Dagestan. In terms of methodology, the analysis is based on the concept of regional cultural policy previously developed for this program in this subject of the Russian Federation (RF). It takes into account the most important provisions of the approved presidential "Fundamentals of the State Cultural Policy" in 2014, the government "Strategies of the State Cultural Policy for the period until 2030" in 2016, as well as other documents of strategic planning and programming of culture in the Russian Federation. The study showed that these documents require a significant update of the main components of cultural development programs in the regions of the Russian Federation. In this connection, the greatest attention is paid to the authors of the new goals and objectives of the state cultural policy in the constituent entities of the Russian Federation, as well as indicators (indicators) of evaluating the effectiveness of implementing regional programs in general, the effectiveness of achieving goals and solving problems in its main areas (sub-programs), in particular.

The article analyzes trends in the development of digitalization of the economy of the Russian Federation and the Republic of Kazakhstan; reveals the regional aspect of the state of digital transformation of the Russian economy; examines the correlation of the digital economy of the Russian Federation and the Republic of Kazakhstan. Digital transformation of the economy, and in particular the bilateral cooperation plan between the Ministry of industry and trade of the Russian Federation and the Ministry digital development, defense and aerospace industry of Kazakhstan in the field of industrial and scientific-technical cooperation, promotes more effective engagement of countries in all regions. In the sphere of building a digital economy, cooperation between countries can have an emergent effect. An important component of the transition to the digital economy is the exchange of experience and accumulated knowledge at the interstate level. Russia and Kazakhstan, as strategic partners, have many points of contact in the field of digital economy. The authors noted the need for an integrated approach to the digital economy development in Russia and Kazakhstan, both at the microeconomic and at the macroeconomic level, the features of the digital economy in the Russian Federation and the Republic of Kazakhstan, the basic characteristics of the directions of the state support in the field of digital economy, as well as the criteria of selection of projects, explored the actors involved in the creation of the digital economy, able to organize meetings of various institutions, ready to implement advanced information and communication solutions in various spheres of life. The paper analyzes the areas of cooperation between the Russian Federation and the Republic of Kazakhstan on the development of information and digital technologies. Both in Russia and Kazakhstan, serious work is being done in the field of digitalization, programs have been adopted at the state level, and detailed schemes for moving the economy into a digital future are being developed. The creation of infrastructure for the digital economy implies a constant exchange of experience, the creation of a common digital agenda, to ensure technological compatibility of the two countries' actions. Digital transformation requires people who have a clear understanding of how to integrate new digital methods and processes into existing ways of working. The purpose of this article is to show the changing dynamics of attitudes toward indigenous languages in the USSR and the Russian Federation. Since language attitudes have rarely become a special object of investigation in Russian sociolinguistics, the article dwells on theoretical issues of language attitudes studies. Then the author briefly describes attitudes to indigenous languages in the USSR and in the Russian Federation and their close correlation with the state language policy. As an argument confirming the change in language attitudes, the author brings results of a psychosociolinguistic experiment conducted in the Republic of Buryatia in 2013. More explicit and detailed argumentation is provided using the case of languages of peoples of the North focusing on boarding schools for northern peoples in Russia and Finland. The author comes to the conclusion that Finland has switched to practical measures to preserve and develop the Sámi language, while in Russia the corresponding changes can be observed only at the level of attitudes to indigenous languages, and the majority of languages of the peoples of the North are in different stages of language shift. Generally, the article concludes about two opposite trends in Russia: one towards the policy of centralization and support of the state (Russian) language, another one is seen in the gradual change of language attitudes towards greater tolerance and appreciation of linguistic diversity and in the increase in language activism

The staff number of veterinary institutions of the State Veterinary Service of the RSFSR was organised in 1963. It changed and improved many times. In the Russian Federation, it has been significantly reduced, the most significant losses in the number of staff veterinary specialists of the State Veterinary Service of the Russian Federation suffered in 2004, and in the subsequent years, it was partially restored. Despite the measures taken, it does not meet modern requirements for ensuring the veterinary welfare of livestock and other industries. The authors attempt to develop an optimal organizational structure and the staff number of the State Veterinary Service of the Republic of Sakha (Yakutia). The available number of veterinarians and paramedics in this Republic is 66.7 % of the science-based requirement. To organise an optimal structure of the State Veterinary Service of the region, it is necessary to employ an additional 475 veterinary doctors and 232 veterinary paramedics.
