The article presents the main methodological approaches and criteria for the necessity of development and introduction of the State Toxicological Monitoring of Forms in Ukraine, including GMOs, taking into account the requirements for sampling, criteria for determining its periodicity, risk analysis, requirements for testing laboratories.The main components and goals of the complex system of state monitoring of sources of GMOs in feed, feed additives, premixtures for farm animals and poultry are presented. The main methodical approaches and criteria for the development and implementation of the State monitoring of feed in the GMO content in Ukraine are given, taking into account the requirements for the selection of samples, the determination of the frequency of their selection, and the analysis of risks at all stages of the chain «production – consumption».Implementation of toxicological monitoring, including monitoring of sources of GMOs in feeds, will ensure awareness, and in the future ensure the protection of human, animal and natural environment, will create conditions for the safe practical use of GMOs for economic purposes, prevent uncontrolled use of GMO sources feed.

The article considers methodological approaches to the concept of development of agrarian territories, gives recommendations on improving the organizational and economic mechanism of state influence on the processes of formation and functioning of agrarian territories, determining strategic guidelines for their development. The substantive essence and possibilities of the state support of development of agrarian territories are analyzed. The article analyzes the possibilities for the formation and development of the potential of agrarian territories, the state and prospects for the development of agricultural production using the model of indicative planning, taking into account the specifics of the Russian economy. The approach to the selection of the quantitative and qualitative content of the forecasts for the development of agrarian territories is disclosed. Current problems of forecasting resource support for the formation and development of agrarian territories are outlined. Recommendations are given on the possibility of using planning documents for an integrated approach to planning and regulating the development of the country’s agrarian territories.

Modernization of the Ukrainian economy under the influence of global post-industrial trends mainstreams the priority of development of science-intensive, high-tech, innovative activities. Modernization creates the preconditions for strengthening competitive positions in the national and global markets. In modern conditions, the issue of assessing the competitiveness of catering companies is relevant. High competitiveness of the enterprise is the main condition of its activity and development. The purpose of the study is to assess the competitiveness of catering companies in the market of catering services in Ukraine. The study proposes methodological approaches to assessing the competitiveness of catering companies. Methodological approaches include continuity of monitoring, determination of parameters, indicators and criteria, selection of optimal evaluation methods. In the process of research the following methods were used: sociological survey, simple ranking, integrated assessment and factor method, system approach method. It was established that methodical approaches to assessing the competitiveness of catering companies include justification and development of a system of socio-economic indicators and criteria (product quality, quality of service, quality and organizational staff, efficiency, efficiency of personnel management, price). Methodological approaches include a set of indicators that form an integrated indicator of competitiveness. This indicator allows to consider objective differences in the dynamics of enterprises, the conditions of use of available resources in the process of forecasting and development of enterprises. A comprehensive diagnosis was carried out based on an integrated indicator of the competitiveness of restaurants on special orders (catering), during which it was determined that its level has a significant differentiation according to the indicators of the studied enterprises, which are due to both external and internal factors, which allows the development of strategic priorities and specific measures to develop the image of the enterprise and increase its competitiveness.

Vitamins are widely used in veterinary medicine, in particular, as components of premixes, feeds and feed additives to increase the productivity of farm animals. Most of these feed additives are a complex amino acid and vitamin mixtures (of ten active substances or more) based on the matrix of plant or animal origin, which can be enriched with protein. When the analyst is faced with the difficult task of analyzing such a mixture, it is usually necessary to use several variants of the HPLC method (high-performance liquid chromatography), which increases the time and cost of analysis of the premix or feed additive. The aim of this work was to optimize the validated method of analysis of riboflavin in premixes and feed additives available in the laboratory for simultaneous (during one chromatographic separation) determination of the content of the maximum amount of water-soluble vitamins. A Waters liquid chromatograph equipped with an Alliance 2690 separation module with a PAD 996 diode array detector was used for separation. Water-soluble vitamins were separated on a Luna Omega Polar C18 250 × 4.6 mm, 5 μm chromatographic column. As solvents were used 0.05 M phosphate buffer pH 3.0 and 0.1 M sodium hydroxide solution (for folic acid). The article describes the stages of liquid chromatographic separation parameters optimization of twelve vitamins and vitamin-like substances (thiamine hydrochloride, riboflavin, flavin mononucleotide phosphate, nicotinic acid, nicotinamide, calcuim pantothenate, phosidinobacino acidorinolobin, hydrocyanide). Chromatograms of standard samples solutions are given, which show the specificity of the technique. Isocratic and gradient elution schemes are investigated. Some parameters of chromatographic peaks under conditions of gradient separation of vitamins are estimated. The parameters of the chromatographic peaks do not exceed the limits recommended in the State Pharmacopoeia of Ukraine (SPU 2.0), that will allow to further carry out a more complete validation of the method for quantitative determination of water-soluble vitamins in various complex matrices: injection and oral solutions, feeds and premixes.

The end of the XX and the beginning of the XXI centuries were characterized by radical changes in all spheres of social relations. During this period there was an intensive process of breaking the socialist systems of economic activity and the transition to a market economy. These changes can be fully attributed to the epoch-making, because there have been radical changes in all components of various spheres of social relations. Regarding the digital information used in the analysis of the presence of livestock in farms of Lviv region, it is reasonable to say that during the study period significantly decreased the number of farm animals in all categories of farms and in terms of enterprises and households. Regarding the indicators of livestock production in economic entities of Lviv region, the situation here is almost similar in terms of changes in the number of farm animals. The essence of the problem of this study is to analyze the effects of economic processes on the state of livestock development in Lviv region. At the same time, we have selected the main components of the functioning of the industry, namely: the presence of livestock and the volume of livestock production. These indicators are important and form the basis of the industry and therefore they are chosen as the basis that forms the essence of the problem. Our research should encourage scientists to conduct further research on the state of development of animal husbandry with a focus on identifying the causes that inhibited and inhibit the effective functioning of the livestock industry. The obtained research results should become an effective basis for managers and specialists to make rational management decisions to eliminate certain inhibitory factors in the development of animal husbandry.

Abstract Background Tetracyclines are a group of broad-spectrum antibiotics that used to controls bacterial diseases in humans or are applied as feed additives to enhance growth in farm animals. Tetracyclines are released into the aquatic environment in different pathways. Many analytical methods combined with a preconcentration step have been introduced for the determination of tetracycline in various environmental samples. Objective The objective this paper is developing reliable analytical methods for determination of tetracycline trace in various environmental samples. Method In present work, combine ultrasound-assisted and dispersive liquid–liquid microextraction according to the solidification of floating organic drop as a sample preconcentration procedure for determining tetracycline hydrochloride HPLC in water and serum samples was used. Results A series of parameters, including the type and volume of disperser and extraction solvents, salt effect, extraction time, and pH of solution influencing the extraction efficiency of UA-DLLME-SFO, was examined. Enrichment factors (EFs) were in the range of 125–137 for tetracycline hydrochloride under optimum conditions. The linear range was calculated from 0.005–3 mg/L and LOD 0.002 mg/L. Relative standard deviations (RSD) were in the range of 2.7 to 3.2 (n = 5). The UA-DLLME-SFO method used in water and serum samples revealed good extraction recoveries with RSD of 2.7–4.3%. Conclusion This method significantly decreased the organic solvent volume from 3 mL to 90 µL, also LOD and linear ranges were lower than or almost close to levels obtained in other research studies. In this procedure, ultrasound bath enhanced the mixing and contact between the sample solution and the extraction solvent.

The article considers the issues of the state water registry formation, its current state analysis, composition of information and ways of its input. The results of the study make it possible to state that in its current form the state water registry does not correspond to the realities of the time. Analysis of private and official applications to the Federal Agency of Water Resources territorial bodies has demonstrated that the State Water Register in its current state cannot satisfy the most of the supplied inquiries. Among other problems, it is hardly possible to identify water bodies in terms of their location, this inevitably increases risks of these water bodies degradation. The article also provides recommendations for arranging the State Water Registry in the form of a map, combining the resources of automated information systems “State Water Registry” and “State Monitoring of Water Objects” and establishing a public service “Public Water Registry”. In addition, a new form of the state water register “1.9-gvr M – Water objects explored” has been developed; Using the example of the Mzymta River, a model of a new state water registry has been developed.

The authors of article draw attention to the fact that currently there are provided many sciences with a component "metry" in its name, for example, there are such developed and meaningful sciences as: Econometrics.Biometrics.Isometry.Scientometrics.Educometry.Sociometry.Referentometry. However, the scientific data are private and do not solve the general-methodological problems. For the super-complex socio-economic systems problematics of "metry" is multiplied many times over and transformed into a philosopho-vozrenologic and paradigmatic-conceptual field of knowledge. We propose approval having the force of law: any super-complex system has a vertically integrated structure and its analysis should take into account these features. It is proposed an analysis sequence intending particularly the following steps: determination of the analysis goal, selection of the research object, determination of the research object properties, etc. An example providing by its goal selection of indicators is suggested to measure the characteristics of the educational institution functioning. The authors propose a number of indicators to analyze the university activities. The results indicated that it is necessary to distribute terms acceptable for analysis in strict accordance with their semantic capacity, i.e. to use a methodology for the systematization and its section -hierarchimetry. The appendixes to the article present the research results of a number of national universities for the selected proposed indicators.

Recruitment is not an arena of  “hazing”  and  the  addition  of  bureaucracy  but a forum to explore the nature of integrity, capability, and independence of the candidates for constitutional judges. The process of recruiting candidates for constitutional judges to choose the recruitment system based on the principle of transparency, participatory, objective, and accountability to the people of the early stages and mechanisms of recruitment until the determination of the constitutional judges candidates that can lead to public confidence and form of democracy because of the position of the control and balance between state with people. Thus, the recruitment process needs to be accompanied by a written rule that can evolve as needed to create the best candidates for constitutional judges based recruitment process by filing recruitment agency and SOP (Standard Operational of Procedure). The problem is not on the persons making the recruitment, agency nominate candidates for judge, and the lack of setting the terms of the constitutional judge best candidate, but the choice of constitutional judges are recruited to promote open to the public process. DPR as one of the agency of the state to file a constitutional justice through the recruitment team can choose the right man in the right position through the selection of recruitment mechanism in accordance with the constitutional.

In order to develop the most diagnostically informative methods for carrying out antigen-stimulated cellular tests in vitro a careful selection of stimulating agent (antigen) is required, possessing an adequate activating potential and providing specificity of the reaction.Objective of the study was to identify the qualitative indicators of experimental batches of brucellosis antigen preparations designed for cellular tests in vitro.Materials and methods. Initially we produced antigen complexes of brucellosis microbe on the basis of the vaccine strains of three epidemically significant Brucella species (B. abortus, B. melitensis, B. suis). Quantitative determination of WsAg and PPBC proteins of experimental preparation series was performed applying capillary electrophoresis. Qualitative composition was assessed through ion exchange liquid chromatography with refractometric detection.Results and discussion. We have specified physical-chemical features, investigated chromatographic profiles and composition of protein fractions, as well as tried the produced experimental batches of brucellosis antigen preparations. After analyzing the defined protein and polysaccharide composition of the obtained WsAg samples, one can conclude that WsAg preparation cannot be used for cellular tests as the probability of non-specific lymphocyte reaction manifestation in vitro was experimentally proven. By contrast, complex brucellosis antigen preparation PPBC has an expressed specific activity and specificity under in vitro conditions and the prospects to be used when developing methodological approaches for laboratory diagnosis of brucellosis and assessment of de facto immunity rate in risk contingents after vaccination. The obtained parameters will allow for proper quality provision when manufacturing the developed experimental PPBC preparation designed for cellular tests in vitro, taking into account modern validation and standardization regulations.

The article briefly presents the main approaches to the state registration and order of the state veterinary and sanitary expertise GMO sources of feed, feed additives and veterinary medicinal products are listed feasibility studies to be carried out at the registration of GMO sources listed safety parameters on which the assessment of GMO sources. There need to conduct clinical studies to determine the impact of GMO sources or feed sources, feed ingredients derived from their use on animals. The order defines the procedure for state registration of genetically modified organisms sources of feed, feed additives and veterinary medicinal products containing genetically modified organisms or derived from their use.The basic components and objectives of the integrated system of state monitoring of GMO sources of feed, feed additives, premixes for livestock and poultry. The basic methodological approaches and criteria for the development and implementation in Ukraine of the State monitoring of feed containing GMO sources including requirements for sampling, setting the frequency of sampling and analysis of risks at all stages of the chain «production – consumption» . Based on the analysis of a draft list of feeds, feed raw materials and premixes that must be controlled on content of genetically modified organisms.
