The biography of a first Soviet researcher of the history of the Volyn Germans, Samuel Nickel, is presented and analyzed on the basis of the materials of the archives and judicial investigation. The main focus is made on the circumstances of his arrest, his “crime” investigation and Nickel’s long struggle for his justification, including against the blame about the content of his book «Germans in Volyn». Samuel Nickel came from background of the German colonists of Eastern Volyn. In the early 1920s he joined the Komsomol, that helped him get higher education at the Zhytomyr Institute of Public Education. It was the basis of his rapid career development in the field of education and in the local bodies of Soviet power. In 1927 he became a member of the Communist Party of the Bolsheviks of Ukraine. In 1931–1935 S. Nickel worked in Kharkiv at the important positions in the editions of the German speaking Soviet journals. In 1935 he finished his book about the history of the Volyn Germans and it was published under the title «Die deutschen in Wolhynien» («Germans in Volyn»). In October 1935 he was arrested by NKVD. He was accused of anti-Soviet propaganda and campaigning. A separate point of accusation was against his book «Germans in Volyn». The investigation was not fair, and there was lack of evidences against the author. S. Nickel bravely fought for himself, but in 1936 he was convicted by the court. He was trying to defend his book and his honest name for many years. He was exonerated in 1960.

The article discusses the introduction of the process of training lawyers with higher education in Uzbekistan by the Soviet authorities. For the establishment and development of Soviet power in the country, as in other areas, the training of lawyers becamea necessity. Initial attempts to train lawyers, problems in the organization of the educational process and the general picture of the higher education institution were covered on the basis of available archival data. The policy of the Sovietstate on thetraining of lawyers was analyzed on the example of the first higher education institution in the country. The article also discusses the one-sided policy pursued by the ruling party in the training of lawyers, the establishment of political criteria for the admission of students and its consequences

The ongoing underrepresentation of administrators of color in higher education suggests that traditional career pathways make racial equities in administrative leadership elusive. This personal narrative explores middle-manager educational and career experiences—some often-overlooked aspects of higher education administration. Using leadership and career development theories, I draw on qualitative approaches to examine my own career journey as one academic affairs administrator of color who has experienced a history of career change, lay-off, and non-traditional moves within and across diverse institutions. Through an inductive approach for analyzing data in my career narrative, emergent themes incorporate data references “calling,” citizenship, and cultural change in academic affairs administration. The analysis of this study has implications for interventions in succession planning and career development for administrators which would result in increased racial equity along the pathways toward academic leadership.

In this Epilogue the history of the Darülfünun is analytically discussed from the Ottoman modernization point of view started by Tanzimat reforms and as a pinnacal element of its public education policy. Attention is drawn to a noticeable parallel between the development of the Ottoman University and the process of the evolution of European university to industrial development posited by Fritz K. Ringer; accordingly the establishment of Darülfünun belongs to an “early industrial phase.” However, as was the case in Europe during the early industrial phase, there was in fact little connection between higher education and economic life. The Ottoman case followed a pattern of development similar to that in France and Germany, where the educational system served the needs of growing government bureaucracies, and these bureaucracies eventually did take an interest in both technological programs and economic development.

The article examines the history of the formation and development of University education in Russia during the reign of Alexander I. The author analyzes the key legislative acts and statutes of the Russian universities created in 1802–1805, as well as the reorganized in 1819 University of St. Petersburg. The article dwells on the history of Dorpat, Vilnius, Kharkiv, Kazan, and St. Petersburg Universities during the period of Alexander I’s reign. It is shown that as a result of the activities of the Emperor and his associates, a progressive harmonious system of education and higher education was created. The author traces how the educational policy began to change due to radically changed views of Alexander I in the last decade of his reign, which resulted in the clericalization of higher education, public education in general. The traditions initiated by M.V. Lomonosov were halted by the obscurantists and mystics. The universities were treated as hotbeds of freethinking, moral depravity, and philosophy was demonized as a source of spiritual contagion.

The article recounts the history of celebrating the Day of National Education in Poland, which is marked on 14 October. On this day in 1773, the Education Commission — the first ministry of education in Europe — was created. In the context of the abolition of the Order of the Jesuits, who had played a major role in the development of primary and secondary education in the Polish-Lithuanian Commonwealth, the Commission faced the task of reforming public education and giving it a secular character. The reform of education in Poland was of great importance. An orderly education system emerged, subordinate to the state and of a secular nature. Some elements of reaching across the socio-economic classes were introduced. The education system created by the Commission was the basis for the development of education in subsequent years, when, after the final partition of the Polish-Lithuanian Commonwealth in 1795 and until 1918, its former territories were ruled by Russia, Prussia (known as the German Empire since 1871) and Austria. A national holiday dedicated to teachers has been celebrated in the Polish Republic since 1957, every year on 20 November, the international day of the Charter of Educators. In 1972, a Teacher’s Day was officially enshrined in legislation, and its date was moved to 14 October to honour the creation of the Educational Commission. In 1982, the holiday was renamed the Day of National Education. In Poland, since 1997 International Teachers’ Day has also been celebrated on 5 October by teachers working in the field of higher education.

The purpose of the article is to investigate the peculiarities of the national Ukrainian culture in the artistic design of the editions of the Kharkov cooperative publishing house «Rukh». Research methods: Empirical-theoretical methods of analysis, synthesis, deduction are used. From the theoretical methods, a description and interpretation is applied. The use of these methods made it possible to prove that the publications of the Kharkov cooperative publishing house «Rukh» are a highly cultured artistic product, shrouded in the aura of the traditions of Ukrainian culture. It is proved that in the 20-ies. XX century. around the «Rukh» united a circle of like-minded writers, critics, editors, illustrators. Book covers were made by M. Samokish, S. Borovoy, V. Krichevsky. It is established that in the graphic design of the editions the editors used font ensembles, decorative elements and other visual materials created by the most prominent representatives of the artistic circles, in which the Ukrainian tradition is traced. In the design of covers used a variety of frames, ornaments of vegetable origin, stylized with letters. At the same time, minimalism of forms, compositions in a black and white version was quite common. Attention is focused on the works of the famous graphs of the era of the Ukrainian revival, created by the order of the Kharkiv cooperative publishing house «Rukh». The features of the national Ukrainian culture in the artistic design of publications are analyzed. Illustrations, graphic elements, style of execution and technique of the Ukrainian artists cooperating with the publishing house are characterized. The study significantly expands the view on publishing at the stage of the formation of Soviet power. The results can be used to write textbooks and teaching aids on cultural studies, the history of publishing and the history of Ukraine.
