The article deals with the influence of public opinion on the process of state and administrative decision-making as one of the most pressing problems and a condition for effective interaction of participants of the political and administrative process. Theoretical analysis of the research field on the issues of knowledge and practice of influence of public opinion on the optimization of communicative interaction in the public administration sphere is presented.The essence of this phenomenon is analyzed and the main characteristics of public opinion is noted: it is determined primarily by the events that affect it; accordingly, the demand for action is the reaction of public opinion to events; influencing people is primarily due to influencing their interests; level of trust in management determines the amount of authority given to it; education and information contribute to common sense and moderate human behavior.It is determined that public opinion is a phenomenon more voluminous and complexly structured than the mere sum of points of view expressed by a certain set of individuals. Accordingly, its characteristic features and important practical aspects are directionality and intensity; stability, information saturation and social support. It is established that the functioning of public opinion depends essentially on the type of society that can stimulate and develop functions or deform and restrain them. The essence of public opinion and its main functions is analyzed.Ways to improve the effectiveness of the communicative component in the public administration system is identified. The main ones are optimization of the system of continuous communication between the centers of government decision making and civil society institutions; ensuring an effective public information policy; strengthening the practice of public reporting by public authorities; improving the effectiveness of civil society structures. The process of forming public opinion through the implementation of mechanisms of communicative interaction in the public administration sphere is considered; it is established that public opinion has its structural and operational features.The specifics of communication interaction in the public administration sphere is analyzed. The peculiarity of communicative interaction is to define it as a system of consistent methodological, methodic and organizational-technical procedures within the separate constituent mechanisms, connected by a single purpose: obtaining reliable data on the phenomenon under study or process for their further use in order to increase the effectiveness of the communicative dialogue between the authorities and civil society institutions.

The article shows the study of public participation in the implementation of public administration. It is estab-lished that the public should act as a socially active part of society, which participates in socio-political life of the country on a voluntary basis. It is determined that the public should be characterized by: the need for communica-tion; focus on collective activity; priority of public interests over individual ones; active expression of their social position. The article proved that the establishment of a constructive dialogue between the public and state structures helps the public to inform state authorities about urgent problems of development of various spheres of public life. It is es-tablished that due to cooperation, partnership with the public, public authorities and administrations become better aware of various social problems. Close cooperation of public administration bodies with public structures allows the population to understand better the logic of management decisions and state policy in a given area, provides its trust and support if necessary. Effective forms of interaction between public authorities and the public and the specifics of the mechanism of public participation in public administration are substantiated and its characteristic features are determined. The article proposes the introduction of a mechanism for public participation in public administration. It is noted that the mechanism of public participation in public administration should be understood as a system of legal and public administration mechanisms that create legitimate conditions and means of real participation of socially active citizens in public administration, in particular, through their involvement in public administration. All mechanisms must be interconnected. The expediency of forming normative-legal mechanisms of public participation in public administration in Ukraine, which should be represented by a hierarchical system of normative-legal acts and consolidate the right of citizens to participate in the management of public affairs, has been proved; to determine the legal status of civil society institutions, in particular, in terms of their legal personality in relation to participation in public administration; to determine the procedural mechanisms of interaction between civil society and the rule of law and the influence of the public on public administration. It is noted that the formation of a civil society, which insufficient level of development in today’s Ukraine hin-ders the dynamics of democratic change, will contribute to the achievement of a corresponding standard of living like in European countries. It is determined that without a developed civil society it is impossible to improve public administration, which requires real public participation in the discussion and management decisions. It is noted that high-quality and effective interaction of public authorities with civil society should be formed under the condition of three basic principles: creation of a state agency, institution, department and division in the system of state power, which will be directly responsible for cooperation with the public; development and adoption of a state program to promote the development of interaction between government agencies and structures with civil society; formation of written agreements between public authorities and non-governmental organizations on their joint activities.

The article explores the process of communicative interaction between government and society, aimed at forming their constructive dialogue and partnership to ensure order and stability as well as establishing partnerships between government authorities and civil society. It is proved that the management consensus should be built as well as the partnership between the structures of public administration authorities and the public should be ensured within the framework of communicative interaction. Accordingly, the effectiveness of the public administration system will depend on the optimization of the communicative interaction of the public administration authorities, the effective communication policy, the effectiveness of a single communicative space, implemented on the basis of the partnership principle, the implementation of which implies complete public trust in government authorities. It is established that the organizational and legal capacity of civil society institutions to articulate social interests, their promotion and protection is one of the conditions for establishing a communication partnership, a bilateral dialogue between the authorities and the public, as well as the success of such a dialogue depends on the joint actions of public authorities and associations of citizens, and their willingness to cooperate. Prerequisites that identify the urgency of reforming the mechanisms of communication partnership between public authorities and the public are identified. It is substantiated that communicative partnership in its essence is a kind of rational social interaction, based on the trust and mutual respect of the participants of the communication process and aimed at ensuring equal dialogue and/or joint activity. Key aspects of the activity of government authorities in Ukraine, ensuring the intensification of the development of communication partnership, the development of political networks and the transition to new principles of public administration, are underlined. It is stated that the communication partnership can become a new tool that will provide the unlocking of the potential of public structures, more active participation of citizens in the activities of public authorities, increasing the accountability and accountability of the authorities and, as a result, building a modern democratic system of communication partnership.

In the article the author defines the list of administrative procedures of interaction of state bodies with the public, which includes the procedures that arise in connection with: 1) public consultations (organization and conduct of public discussions of regulations); 2) the study of public opinion; 3) involvement of the public in the work of commissions established under public authorities; 4) exercising public control and supervision; 5) carrying out information activities of state bodies (publication of public information about the work of state bodies, providing answers to public requests for information); 6) activities of public councils in terms of interaction with state bodies (conducting public consultations, conducting public monitoring, holding meetings of the public council and making decisions of a recommendatory nature); 7) submission of appeals and requests for information (application of administrative procedures). The author analyzes some administrative procedures of interaction of state bodies with the public, namely: conducting public consultations and studying public opinion. The key features of the administrative procedure of public consultations are identified, which include: its dual form of implementation, as such consultations can be carried out both in person and via the Internet; availability of mandatory and optional stages; close connection with other administrative procedure related to the implementation of information activities of public authorities; obligatory documentation of the result in the form of a report, and in case of a face-to-face consultation with the public, also a protocol; the possibility of initiating this procedure by both entities government agencies and civil society institutions. It is noted that the administrative procedure for the study of public opinion is similar to the general administrative procedure for public consultation, but has its differences, in particular: it is initiated exclusively by state bodies (executive authorities); has no optional stages; provides for competitive selection among the subjects of public opinion polls, ie in fact it is a different administrative procedure for competitive selection; does not require logging, and the main document for the implementation of such a procedure is a report.

The article has analyzed reasons and the current state of corruption risks in the system of social communications of public administrative bodies. The aim of the study is to identify and analyze corruption risks in the system of public communication to eliminate the causes and terms of their emerging. The article is of an overview nature, and it is prepared based on the approach of the content analysis of scientific literature on the topic, analytical reports of international organizations, international projects, the authors’ analysis of sites and information portals of public authorities, and vectors of public information policy. A significant potential of corruption to destroy the trust in public institutions has been emphasized. This process will tend to weaken the state’s ability to fight against corruption. By using the methodological approach “agent – patron” (agent’s dilemma), it has been proved that a substantial increase in corruption processes causes considerable changes in the institutional design of public organizations. It is transforming the nature of the entire public administration system in the direction far from the public interest. This state of affairs demands the scientific community to develop theoretical and practical works offering a modern approach to the problem of countering corruption and, in particular, its institutional forms and mechanisms. The dynamics of corruption connections and relations distort the institutional design in the system of public administration, destroying effective social communications, decreasing a general level of citizens’ trust in power structures, contributing to the concentration of financial and economic assets in a very limited part of the society. The developed e-government has a great potential for countering corruption threats in general, provided the high level of information and communication competency of public authorities, and the developed information competency of citizens. Generalization of the work will be useful for public authorities during implementation processes of the comprehensive system of activities directed at prevention and fighting against corruption and planning while anti-corruption reform implementation, delivery of legal, social, economic, organizational, managerial, and practical activities aiming at corruption prevention through improvement and the further development of social communication in the public sector.

The conclusion of the research conducted in Croatia for QPSW in 2003 is there is no systematic, accountable and structural confrontation with the past in Croatia, but there is growing concern within the civil society about the problems incurred by the lack of such a confrontation. Two different approaches can be discerned: individual work with particular persons or target groups and advocacy that could influence the alteration of the public opinion and decision-making. Both levels are necessary and they should unfold simultaneously. The systematization and regional cooperation of documentation centers, cooperation between victim organizations and peace initiatives, the inclusion of former warriors into peace building processes the cooperation of artists and activists - represent some of the new and promising steps on the civilian scene in Croatia. The constant strengthening of the independent media and the judiciary, coupled with constant efforts on both levels - the personal and the public - raises hopes that the confrontation with the past in Croatia is a process and not a trend.

The article presents the theoretical and methodological foundations of the development of forms of communicative influence of civil society on the public policy, provides the main methods and conditions of their use for gaining advantages in solving problems of public-management relations. A wide range of issues related to the peculiarities of public relations organization, taking into account domestic and foreign experience, is covered. The specifics of the use of marketing communications in communicating of public authorities with the public are shown. It is substantiated that in the institutional sense, the greatest interest is the classification, depending on the scope of distribution. The public, when communicating with government, through certain communication tools, is called the external form of communication. The external forms of the communicative influence of civil society on state policy help them convey to the state authorities the necessary information about their thoughts, needs, requests, etc. Of course, such information should be constantly updated and accurate. All non-governmental organizations should maintain friendly relations with state organizations and prevent any misinformation of the latter. At the same time, informatization of public administration contains both positive potential and difficulties and contradictions, neglection which, as practice shows, turns negative result. To date, they are insufficiently developed and require scientific comprehension and substantiation, in particular, the issue of organizational, regulatory and legal support for the implementation and implementation of modern marketing tools and management in public administration. Concerning the prospects for further research on the concept of "the form of communicative influence of civil society on state policy", they consist in streamlining its conceptual apparatus as the basis for improving its system, since incomplete and inaccurate information becomes, as a result, the cause of many problems in the system of reforming public administration .

The article summarizes the theoretical foundations of interaction of local authorities with the public. The prerequisites for building effective interaction between local authorities and the public have been clarified. According to the Constitution of Ukraine the rights of citizens to participate in the management of state affairs are defined. The essence of the concepts is substantiated: interaction, interaction of local self-government bodies with the public, public organizations, public council. The main features of interaction. The types of interaction with the public of the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine have been identified and substantiated, functions of interaction of local authorities with the public are outlined. The most common forms of interaction of local governments with the public in the implementation of its social purpose: meetings of citizens, local initiatives, participation in public organizations, involvement in the decision-making process of self-organization of the population. An analysis of the activities of public organizations in Ukraine and Poltava region, which showed a significant decrease in Ukraine and increase in Poltava region. The volumes and sources of financing of public organizations are determined. Foreground areas of interaction of local authorities with the public have been formed, including: access to public information and satisfaction of citizens' requests for information, electronic voting, consultations, consideration of appeals,consideration of proposals of public councils. Expected results: increase of openness of activity of authorities, increase of level of transparency of process of their decision-making, strengthening of socially useful activity of territorial community.

The article analyzes the local self-government development programs in the field of youth policy (in the case of Dnipropetrovsk region), especially innovative forms and methods of cooperation with youth. The particularities of youth involvement to public administration activity on the city, restrict, rural territorial communities’ levels are investigated. It’s argued that the transformation of value approaches in the organization of public administration is depend on the realization of market-liberal and democratic values, which influences on the activities of public authorities, which is especially noticeable at the local level. Decentralization processes have opened a «window of opportunities» for the youth’s involvement to the public policy-making processes. Seeking the new mechanisms and generating new ideas to intensify the processes of involving young citizens in public local affairs and to solve particularly significant problems is a new challenge in the activities of local governments. There is a need to find appropriate innovative forms and methods of engagement with young people, in particular in youth development programs in the field of youth policy, as well as in the context of finding new organizational forms of activity. According to the concept of sustainable development, it most often refers to the activities and development of modern states, regions, communities for the sake of security and the capabilities of future generations of citizens. In this context youth participation in society is not limited to forming an active part of the public or building democracy in the future. It is about the need to create a level playing field for participation in socially important affairs in determining this future. For participation in society to be meaningful to young people and a justifiable part of their lives, living space, it is essential that they be able to influence decisions and take action at a young age, not just at a later stage in their lives. There are different approaches to understanding the level of youth participation in these processes: discussion and decision making. The institutional involvement of young people in local and regional affairs involves the introduction of appropriate structures or mechanisms that will enable young people to participate in the decision making and discussion of decisions that affect them and may affect their lives. Accordingly, forms of representative participation on a permanent basis are proposed, but are not limited to youth councils, youth parliaments, youth forums. This approach facilitates a rethinking of opportunities for youth policy implementation at the regional level and shifts the focus in terms of decentralization of the Ukrainian authorities from «youth work» to «active youth participation». Changes in the functions of public authorities in the sphere of youth policy implementation: dialogue and partnership; consultancy; active involvement in counseling. According to the author, one of these forms could be creation of regional councils of Youth Associations – a permanent advisory and advisory body.

The purpose of the article is to conduct a theoretical analysis of the content, essence and functions of the mass media as an important part of the functioning of the political system of society; research on the interaction of government authorities and the mass media; features of the impact of the mass media on society and public administration. Such general scientific and special methods were used in order to reach the set goals: generalization method was used in order to reveal the theoretical and methodological foundations of the communicative interaction mechanisms in the public administration sphere; system method was used in order to reveal the conceptual foundations of communicative interaction in the public administration sphere; logical and dialectical methods, generalization method, method of complex and systemic approaches were used in order to improve certain definitions; logical method was used for theoretical generalization and formulation of conclusions and proposals. In accordance with the goals of the research: 1) on the basis of the theoretical analysis of the research field on the interaction of public administration authorities and the mass media, it was proved that public administration in modern society is impossible without an extensive system of communication; 2) it was established that in the conditions of transition to the information society the role and importance of mass media in the public processes, which take place in modern Ukraine, grow. At the same time, the subjects of public power become the subjects of the communicative process; 3) a theoretical analysis of the research field on the interaction of government authorities and the mass media, where the mass media is often seen not as a socially responsible business, but as a component of political capital or influence, was made; 4) it was established that the formation of the global communication space also affects the role and functions of the mass media; 5) features of the impact of the mass media on society and public administration were analyzed and concepts were singled out; 6) positive aspects of cooperation between the mass media and government authorities in terms of the term “interaction” were defined; 7) it was proved that the mass media is an important tool of public administration, which directly depends on the current political regime in the country; 8) it was established that the mass media is an integral part of the mechanism of democracy functioning, its values and normative principles as well as an important tool of public administration, but it directly depends on the existing political regime in the country. Openness and ensuring access of citizens to information on the activities of the government as well as the involvement of the population in the discussion of socially important information are crucial for the government. It was established that democratic transformations are possible only under the condition of wide openness of the society, publicity and freedom of speech, which would not give advantages to any political force in possession of the mass media. The author’s position on the definition of positive aspects of cooperation between the mass media and government authorities in terms of the term “interaction”. The article contains an original analysis of modern approaches to the peculiarities of the relationship between the government and the mass media, government authorities and the mass media as well as certain aspects of the functioning of the mass media in the processes of democratic transformations of Ukrainian society and legal regulation of state policy in the mass media sphere. The article can serve as a methodological and theoretical basis for further study of the mass media as a component of human communication; the mass media as a channel of manipulative influence on society; features of the functioning of the mass media in the period of transformation of modern Ukrainian society; as well as the role of the mass media in the process of forming the social and communication sphere of civil society.

The article is devoted to research of theoretical problems of the concepts of the subject and object of public marketing. The definitions of these concepts are considered in the article, the evolution of their development is studied. The article provides an analysis of the main approaches to the notion of subjects and objects of public marketing, their relationship and role in the processes of public marketing. The authors proposes concrete approaches to their systematization. These approaches allow us to identify specific types of public marketing and their main characteristics. Relying on the analysis of the concept of “subject of public (state) management”, it is concluded that as bodies of state marketing, most often act as executive bodies of state power. In this case, the following levels of marketing subjects in the system of public administration are allocated: the highest level of executive power; Branch central bodies of executive power; Local government bodies; Separate government agencies. It is noted that the diversity of subjects of public marketing is explained, first of all, by the dependence on the tasks of the state and municipal government, the possibilities of introducing the marketing concept of these subjects and certain characteristics of the said objects of state marketing. It is noted that the concept of “subject of public marketing” is not always the identical notion of “subject of public administration”. First, not all public authorities are subjects of state marketing. In some cases, this is not appropriate, for example, in the activities of the Ministry of Defense of Ukraine or the Ministry of Internal Affairs of Ukraine. Secondly, state marketing is just one of many alternative management concepts, which is not always the most effective in the public administration system.
