The article discusses the cyclical mechanisms of socio-economic development as one of kinds of natural cycles. The author notes that in all cases the basis of the self-oscillations are cyclical. And they are only possible with the constant influx of three resources - en-ergy, matter and information. On this basis, it is noted that the self-organization of co-herent structures, regardless of their Genesis, is due to intrinsically contradictory unity of two interacting types of resource flows - energy, matter and information – And-stream forming system, and the In-flow that will disrupt her. The cycle of development of sys-tems consists of two components: one that describes the development of a system with positive saturation, according to a logistic law (A>B); and another describing the devel-opment of the system with negative saturation (<A), which also occurs according to the logistic law. In all cases, the process is directed to A=B. Any development of social sys-tems can be divided into several types, among which are the following: 1) the conformal cycle (self-similar) development is dynamic - equilibrium state; 2) the evolutionary cycle of revolutions; 3) the evolutionary cycle of disasters. The author also considers the peculiarities of external influence on state control of economies by the countries-leaders who have the ability to regulate access to resources - energy, matter and information.

Self-realization of the individual in the conditions of using the policy of “social quality” as a modern tool of public administration in a transitional society is largely related to overcoming the existing limitations of the individual in acting in such a society and economy transitioning to a market character. Given that, in particular, in Ukraine the market is hybrid (and this is especially important), the existing limitations in self-realization of the individual must be overcome, including, and perhaps primarily, through transformations in the processes of socialization, which differ from European practices and institutions that ensure its implementation. Thus, it is a matter of overcoming not only and not so much the natural selfish interests of the individual, but the existing gap in skills, which are an invisible asset to ensure the endogenous nature of economic growth. It is shown that there is an inverse relationship between the formation of socialization and the policy of “social quality”, which is characterized by the dialectic of interaction between the individual and the group and which is a process of increasing the degree of socialization. The latter, due to interdependence, will serve to increase the effectiveness of interaction between the individual and the group, which expands the possibilities of self-realization of the individual in terms of European policy of “social quality” as a tool of public administration, whose successful application causes new challenges and content of the so-called secondary sociology. The logic of Ukraine's current development shows that new approaches are needed to achieve the social development goals set out in the Association Agreement between Ukraine and the European Union and to minimize the potential risks and threats that accompany current reforms in Ukrainian society. They should introduce new forms of public administration to create policy interrelationships of all dimensions, as proposed, in particular, by the social quality approach to socialization, the nature of which has been revealed in the author's previous publications. As a result, the socio-cultural (social) dimension will fundamentally change, the structure of which must include the transformational processes of socialization of a person, thanks to which they will learn the basics of life in the new social reality and intensify their social and economic interaction on the basis of self-realization, thereby contributing to the success of state policy of social quality and achieving stable socio-economic development.

Reversion to Islam while opening golden opportunities for a revert in terms of divine guidance and spiritual salvation is coming with somewhat insurmountable challenges in terms of Islamization of the self, family and contributions to the overall development of Malaysia as a multi-religious country. This is especially so when Islam as an official religion has made the issue of Islamization of the Malaysian society and its systems amongst the pivotal national agendas in the country.  As to what is the role of Chinese Muslims (reverts) in the process, studies, among others, have purported to present the statistics about their share in socio-economic development. Similarly, empirical studies point to the odds faced by this community at personal, family and community levels in their path for transition to the full Islamic way of life. To the presenters of this paper, however, the macro dimension of what it means to become a Muslim which is essential for adjustment to the Islamic requirements has not been sufficiently highlighted in discourses in the area. Accordingly, this paper presents the position statements on Islamic expectations from Chinese reverts with the purpose of motivating them to achieve greater things in the area of Islamization of their community and the nation to the effect. Abstrak kembalinya seseorang kepada agama Islam selain dari membuka peluang keemasan dalam mendapat  petunjuk Ilahi dan pengisian rohani turut disertai dengan cabaran yang amat sukar untuk diatasi termasuklah cabaran Islamisasi diri, keluarga serta sumbangan kepada pembangunan keseluruhan Malaysia sebagai negara berbilang agama. Hal ini menjadi satu keutamaan terutamanya apabila Islam memegang status sebagai agama rasmi persekutuan yang menjadikan isu Islamisasi masyarakat Malaysia sebagai satu agenda nasional. Bagi menjayakan agenda ini, peranan umat Islam dari kalangan masyarakat Cina (cina muslim) juga perlu diambil kira. Statistik menunjukkan cina muslim turut mempunyai bahagian dalam menyumbang terhadap pembangunan sosio-ekonomi negara. Dalam pada masa yang sama, kajian empirikal membuktikan adanya bentuk bentuk cabaran yang dihadapi oleh komuniti ini di peringkat peribadi, keluarga dan komuniti dalam perjalanan mereka untuk kembali kepada cara hidup Islam yang sepenuhnya. Bagi kami pengkaji kertas ini, dimensi makro dalam menjadikan dan mengertikan  seseorang itu Muslim terutamanya dalam menyesuaikan diri dengan ajaran  Islam masih belum cukup diberi  penjelasan dan penerangan yang sewajarnya. Oleh itu, makalah ini cuba menerangkan idea dan cadangan yang berguna kepada cina muslim dengan tujuan memotivasikan  mereka bagi  mencapai kejayaan  yang lebih besar dari aspek Islamisasi di kalangan komuniti mereka seterusnya memberi sumbangan kepada negara. The article examines modern world economic development as a phenomenon of regional and local cooperation with the growth of regions (subregions) as the main actors in ensuring the socio-economic development of the state, its competitiveness in the world economic and political arena. Capable regions and subregions are able, on the one hand, to reduce the burden on central authorities by taking over some of their powers, and on the other - to take into account the needs of new communities, businesses and other organizations when making decisions in production on public services. The article proves that public administration and their components - public administration and regulation in the field of national and regional (local) development - is one of the most important problems of forming developed market relations in Ukraine, in particular with the formation of a new system (mechanisms and tools) in the field of resource provision of the decentralized model of local governance. The European integration vector of development chosen by Ukraine envisages a significant modernization of the system of public administration in general and administration in particular. The formation of domestic public administration and administration on a qualitatively new basis in connection with the intensification of some social processes and the need to solve systemic problems of socio-economic development of certain territories of Ukraine necessitates deep theoretical, methodological and scientificmethodological study of the imperfection of the public system. management and administration in conditions of resource constraints. At the same time, despite the intensification of efforts of scientists in the development of methodological tools, a universal approach to solving the problems of insufficient efficiency of public administration and administration has not yet been developed.

Purpose: The aim of the article is to show the modified method of calculating the economic potential on the example of territorial units of the Upper Silesian Metropolis. Design/methodology/approach: Economic potential is a measure of a region's strength compared to other regions. In economics, potential is a substitute for socio-economic development. The methodology of calculating the modified economic potential of territorial units was discussed in the first part of the article, and an empirical example is presented in the second part. Findings: As a result of the research, strong regions were identified and the self-potential of the regions and their surroundings were compared. Research limitations/implications: The proposed modified method of potentials can be used for a comparative analysis of any territorial units. The metric that is used to measure the distance between territorial units is important. Practical implications: On the basis of the presented method, any regions or countries can be compared in terms of socio-economic development. Social implications: The method makes it possible to compare the socio-economic development of regions in terms of income and population. Originality/value: The article compares selected communes of the Silesian Voivodeship in terms of income, population and socio-economic development. A modified measure of economic potential was used

Introduction. The need to neutralize the threats to Ukraine's national security requires review of the priorities of public administration. Given the leading role of the budget as the imperative dominant of the system of state regulation of socio-economic development, the use of which is linked to the practical application of the budget mechanism of the socio-economic development of the state, the feasibility of modernizing the said mechanism is beyond doubt. The above circumstances determine the indisputable relevance of the study of the architecture of the budget mechanism and the search for ways to improve its structure, the integration of financial methods, forms, tools and instruments. Purposes. The purpose of the article is to formulate its own scientific approach to the structuring of the budget mechanism of the socio-economic development of the state, the characteristics of its elements and the relationship between them. Results.The result of the study proved that the optimal combination of elements of the budget mechanism allows the state to effectively influence the socio-economic processes, ensuring the functioning and development of the national economy, affordable and quality public services to the population, solving social problems and others. So in terms of transformation of budgetary relations and orientation of public finance to economic growth and improving public welfare scientific approaches to structuring the budget mechanism require revisionand clarification. Conclusion. Taking into account the directions of budget resources movement, the budget mechanism of the socio-economic development of the state proposes to distinguish two main subsystems: the mechanism of budget funds formation and the mechanism of using budget funds. In each of the subsystems, financial methods, forms, tools, levers are distinguished and characterized in the context of providing the architectural budget mechanism.

The paper features the problems of strategic management of social and economic development at the regional and municipal levels. Currently, the legal and the regulatory framework that ensures the management of socio-economic development at the regional and municipal levels is quite dynamic and corresponds with the current conditions and challenges. The legal and regulatory framework in the field of strategic management is formed not only as an institutional basis for socio-economic development: it also represents a thoroughly developed system of methods and tools for developing strategic documents and ensuring their implementation. However, normative legal documents reflect, as a rule, a traditional view of the implementation of the strategic planning process, formed within the scientific schools of design and planning, with the inclusion of individual elements of advanced technologies of strategic management. Federal authorities have consistently formed the basis for the actual strengthening of the role of the methodology of strategic management in regional and municipal management. The consistent implementation of the program-target approach, the methodology of strategic planning, the principles of project management in the practice of state and municipal management forms the basis for applying the principles of agile public administration as the basis for strategic management in real-time. Independence, initiative, innovation, openness, agile, competence, and high motivation will increasingly determine success in the practice of state and municipal government. Hence, successful work on overcoming the resistance of the administrative bureaucratic management system will be a pledge of effective implementation and application of mechanisms and technologies of project management and agile public administration.

Цель статьи - в интересах обеспечения эффективности формирования и реализации стратегии социально-экономического развития Российской Федерации на период до 2030 года проанализировать результаты реализации «Стратегии-2020», обсуждение которых не нашло должного отражения как в системе государственного управления, так и в научной среде. В качестве инструмента анализа результатов реализации «Стратегии-2020» в работе использован «взгляд назад» как элемент зрительной системы научной школы предпринимательства Й. Шумпетера. Выбор указанного инструмента обусловлен тем, что именно он дает понимание, на каком фундаменте реализации прошлых стратегий придется строить и реализовывать стратегии будущего развития управляемой социально-экономической системы. Научная новизна заключается в сформулированных на основе комплексного анализа результатов реализации «Стратегии-2020» рекомендациях по формированию «Стратегии-2030» социально-экономического развития Российской Федерации. N the interests of ensuring the effectiveness of the formation and implementation of the strategy for the socio-economic development of the Russian Federation for the period up to 2030, the author has analyzed the results of the implementation of the «Strategy 2020» the discussion of which has not been properly reflected both in the public administration system and in the scientific community. As a tool for analyzing the results of the implementation of «Strategy 2020», the work uses a «look back» as an element of the visual system of the scientific school of entrepreneurship by J. Schumpeter. The choice of this tool is due to the fact that it is he who gives an understanding on what foundation the implementation of past strategies will have to build and implement strategies for the future development of a controlled socio-economic system. On the basis of a comprehensive analysis of the results of the implementation of the «Strategy-2020» recommendations were formulated for the formation of the “Strategy-2030” of the socio-economic development of the Russian Federation.
