The article deals with the problems to conceptualize social ethics of democratic transformation in post-soviet society. Special attention is paid to the role of European social standards in the process of realizing the European civilization choice of Ukraine. It is also stressed here that European social standards remain a key factor making a project of European integration so attractive for the majority of Ukrainians. Special role of a stage by stage solution of a so-called «social approach» on the way to all-rounded humanization of state-forming strategies of European nations and of the system of European international relations in general is being stressed here. The main emphasis is also laid on the historical role of common European values. An attempt is made here to elucidate the above problems in correspondence with the ones expressed in the National report «Civilizational choice of Ukraine — a paradigm of cognition and a strategy to act» (2016), prepared by the leading scholars of Ukrainian Academy of Science. It is also accentuated that decisive factor to achieve success in joining the space of European unity is in integrity of understanding the ideas of Freedom and Justice. Since internal and external components of European freedom and justice are so closely intertwined that their separate interpretation in author’s opinion has no epistemological perspective. In conditions of world economic crisis the configuration, dynamics and content of integrational processes both in Europe and in post-soviet countries are being substantially changed while preserving basic system factors. Stable economic prosperity and social progress are becoming more and more dependent on world economic situation. At the same time, social welfare of citizens in some countries as well as their authority in contemporary world fully depend on moral-ethical maturity of national elites, level of confidence in society, general level of culture and the rate of individual responsibility of citizens for their future. With this view we consider the role of social ethics in general context of forming new theoretical and methodological basis of contemporary historical science. The utter importance of social problems for adequate understanding of crisis phenomena in political, economic and cultural life of the European Union after several stages of substantial expansion is being underlined. Special place of «European social model» in contemporary scientific and political discourse is being emphasized. It is underlined that nowadays we speak not only about rational and pragmatic correction of logic of international interaction but about radical change of all logic of internal social interaction, about formation and application of qualitatively new theory of making decisions. The above problems acquire special meaning in modern conditions of sharpening geopolitical competition concerning Ukraine. Real social result of Ukrainian civilizational choice directly influences the process of this competition, as it directly defines the position of both Ukrainian citizens and citizens of European Union countries. Modern financial and migration crisis of EU only enhances the influence of social factor on collective consciousness of «old» and «new» Europeans, frequently engendering rather dangerous tendencies in European life. The author tries to accentuate the importance of the idea of a serious social optimization strategy of European integration of Ukraine while considering qualitatively new external and internal conditions of National progress.

The contemporary financial and migration crisis of the EU only enhances the influence of the social factor on the collective consciousness of «old» and «new» Europeans, frequently engendering rather dangerous tendencies in European life.

The role of the prominent Soviet economist, academician A. Anchishkin (1933—1987), whose 80th birth anniversary we celebrate this year, in the development of ideas and formation of economic forecasting in the country at the time when the directive planning acted as a leading tool of economic management is explored in the article. Besides, Anchishkin’s special role is noted in developing a comprehensive program of scientific and technical progress, an information basis for working out long-term forecasts of the country’s development, moreover, his contribution to the creation of long-term forecasting methodology and improvement of the statistical basis for economic analysis and economic planning. The authors show that social and economic forecasting in the period after 1991, which has undertaken a number of functions of economic planning, has largely relied on further development of Anchishkin’s ideas, at the same time responding to new challenges for the Russian economy development during its entry into the world economic system.

This article continues the theme of social standards assimilation and values relating to the visual appeal, starting from a very early age. The authors use the multifactor psycho-social model of affective spectrum disorders. They consider the risk factors for the formation of girls’ dissatisfaction by their bodies. In contemporary society this kind of dissatisfaction is an important factor of affective disorders and of the narcissistic attitudes formation. The role of fashion dolls in the internalization of extreme physical ideals is researched. The resources that support the fashion dolls (entertainment magazines for girls, ad sites, special channels’ reviews on the dolls’ younger schoolgirls posted in You Tube) are analyzed. These resources’ contribution to the promotion of dangerous to young generation’s mental and physical health is also analyzed in the article.

This article specifically examines the role of national political parties in the light of European integration. It introduces the functions that are normally associated with parties, which allows for a systematic evaluation of the performance of national parties in the European Union. Probing these functions that parties are reputed to implement, it arrives at the conclusion that national parties are fairly unsuccessful in fulfilling their core tasks at the European level.

Regionalist parties are political actors that emphasize distinct ethno-territorial identities and interests vis-à-vis those of the entire state, advocating some forms of territorially based self-government in a view to protect, give voice to, and enhance those identities and interests. The tense relationships that these political actors often have with the central institutions leads them, in the European Union (EU) context, to identify the EU as a potential ally in their struggle against the state. Indeed, the EU system of multilevel governance, in which regional governments have obtained a considerable role, is also the result of a combined effect of regionalist parties’ pressure on member states from below and the process of European integration creating a favorable political framework from above. This putative alliance was celebrated, during the 1980s and 1990s, with the Maastricht Treaty representing a pivotal moment for the launch of the vision of a “Europe of the Regions.” However, the EU constitutional reforms of the 2000s (from the Treaty of Nice to the Treaty of Lisbon) fell rather short vis-à-vis regionalist claims, revealing the “illusionary character” of the “Europe of the Regions” idea. Since then, attempts to achieve “Independence in Europe” (through “internal enlargement”) have intensified in regions governed by strong and radical regionalist parties, such as in Catalonia and Scotland. These secessionist attempts have added further strain to an already under-stress EU political system. Indeed, far from acting as an ally of regionalist forces, the EU appears to have straddled between the role of a neutral observer and a supporter of member states’ territorial integrity.

The article analyzes the stages of the formation of a common immigration policy of the European Union. The article argues that the elimination of the stages is due to the need for answers to the challenges of both economic needs and the circumstances of the environment caused by regional and global threats. On the whole, it can be assumed that an increase in the role of the institutions in the area of immigration policy under the Lisabon Treaty will help to strengthen the protection of the rights of immigrants and deepen European integration. At the same time, it can be stated that certain areas of the Unions immigration policy will continue to be at different levels of harmonization: from the most „communitarization” (asylum policy, the fight against illegal immigration), to a large extent remaining in the competence of national governments (economic immigration). Slow transformations in socio-economic development of Ukrainian regions in the context of public authorities’ decentralization policy show poor efficiency of both state regional policy in general and regional policies of territories’ development in its former forms. This activates discussions and search for more efficient and adequate approaches to management of spatial development in the context of implementation of European integration course, taking into account the experience of European Union. The paper aims to outline the nature of modern role of regions in the context of regional policy and to reveal and explain the trends of practical implementation of new regional policy in the EU with further development of recommendations for authorities to be considered in strategic governance of territorial development in Ukraine. The nature of modern role of regions in the context of regional policy is outlined and conceptual foundations of new EU regional policy are defined. Special attention in paid to the increasing role of local actors and public authorities’ decentralization in the process of regional development governance. The trends of forming and implementation of new regional policy in the EU are revealed and specified, including the compliance with the established European values, interrelation between the goals of the policies of EU regions and cities with stimulation of economic growth and improvement of the quality of life based on strategic investment; structural changes in forming of European budget, innovative imperative of EU regional development and strengthening of external integration of regions. Based on the analysis of European experience, the lessons for authorities responsible for state regional policy of Ukraine are outlined. Targeted recommendations for state authorities are suggested to be taken into account in the process of forming and implementation of regional development strategy in conditions of decentralization of authorities and ongoing European integration processes. Special role is paid to the need to apply “soft” measures of regional policy that contribute to more extended attraction of informal institutes and creation of conditions for involvement of all regional actors into the process of making and accomplishment of management decisions.

The pbenomenon of European integration has received a great deal ofattention from political scientists in the wake of the mid-1980s 'relaunch' ofthe European Union (EU). However, political science's theoretical consideration of West European integration has from the outset failed to include news media as a factor in EU politics. This oversight is linked to the general dismissal of the public and public debate as irrelevant to the integration project. Yet because media have several critical functions in politics - as an information-source, agendasetter, and legitimator - political science treatment of the EU now needs to account for the role of news media. Turning to concepts in normative media theory, the article proposes a framework within which to consider media and suggests empirical analysis of media coverage of the European Union. Such analysis would complement political science study of the democratisation and legitimation of the EU, while acknowledging public discourse as an element crucial to the future course of European integration.

Since the beginning of the European integration process until the present day the states have given up some significant elements of their sovereignty transferring an increasing number of authorities to the European institutions. The extended framework within which the rules of the European game are determined also exerts a considerable impact on the regions as integral units of the present-day complex states. Politically and economically powerful regions are more and more independent in the contemporary European political and economic space. This has created a distorted picture of 'Europe of the regions' where the regions and European institutions will establish direct contacts, making the role of states superfluous. In this paper, the author endeavors to offer a theoretical historical and philosophic frame for consideration of the attempts to overcome the antinomy of freedom and order both in the past and in the present, particularly analyzing the position and role of the regions in the European Union political and economic system.
