The article is devoted to the questions of socio-cultural environment formation in the modern Russian higher educational institution. In the course of the study, the author analyses theoretical aspects of this social phenomenon, its forming elements and functional characteristics in the course of higher education system’s transformation. Based on the analysis results, the author comes to the conclusion about integration of functions, which allow managing innovations in the educational sphere effectively.

In the face of increasing cross-country competition, the strategic role of higher education and science is steadily increasing. Russia largely copies Western standards in the field of science and education, having nothing to do with the development of these standards. As a result, the Russian Federation is on the periphery of the world intellectual development. The situation is exacerbated by changes in Russian higher education. In the 21st century, the higher education of Russia is characterized by the division of universities into federal and regional, which affects funding, the level of autonomy in the conduct of educational and scientific activities and other characteristics. The “nomenclature” approach to highereducation institutions of the Russian Federation turns many regional universities into noncompetitive. Probably, the lack of conditions for equal inter-university competition dramatically reduces the interest for private business investment in both federal and regional universities. The article analyzes, in application to the Russian Federation, three models of the development of modern higher education, common in the world. It is concluded that the numerous deformations of modern Russian society are transferred to higher education. Therefore, education reforms are impossible without major changes in society and without taking into account the fact that modern Russian universities reproduce the diversity of socio-economic relations.

The article considers the socia-psychological competence as an essential value of the modern Russian society. The author defines the term ofsoda-psychological competence, underlines its characteristics, basic components, phases and principles of formation, analyzes and defines competences that contain its essence. The process of formation of the socia-psychological competence is identified in a student environment of a high school, inclusive the specificity of the Russian society. Problems of modern Russian realities, social adaptation ways, as danger tendencies, deviations that influence the socialization of a growing personality are considered separate in the article. Special focus is on problems of the educational system as a general integral structure that is responsible for the formation of a social, psychological and professional personality of an individual as a future qualitative social unit and is influenced by internal and external social exposures. The new paradigm of the higher education as the new interaction's type between a teacher and a student is highlighted, that mark conceptions and methods of an educational program, that is focused now on the sustainable development of motivations base of an individual. The author underlines the actuality of the autonomous model that is focused on self-development and selfknowledge of an individual that meets requirements and challenges of today's realities. The specificity of student environment as a field with its own value and evaluation structure, requirements system and psychological context is attended separate. The unicity of the student environment in this case is in the international character of the University international relations, unique educational program and established methods and approaches.

The article describes the process of formation of political education as an independent, integral part of political education, which is due to the interest of the society to the training of qualified, knowledgeable people in the field of personnel policy. The authors show that political education, realized in the universities of our country, has a significant influence on the process of socialization of students. The formation of such values and qualities as patriotism, citizenship, political activity, civic culture through political education promotes successful social adaptation of youth in modern Russian society. This process is complex and long, and consists of three levels: basic, fundamental and higher.
