The Prospects for Vietnamese Academic Library Consortia: Results of a Survey

AbstractConsortia are widely used by academic libraries worldwide to support the most cost-effective means of acquiring digital content and services. Some developing countries, however, have been slow to benefit from consortia due to a range of obstacles and challenges faced by their academic libraries and higher education sectors more broadly. This paper investigates the current state, and future prospects, for consortia in one developing country, Vietnam. A questionnaire survey was distributed to all academic libraries in Vietnam. Valid surveys were received from 99 respondents (34.37 % response rate). The survey results address a number of issues, including current levels of engagement in consortia; identification of drivers for, and obstacles to, the use of consortia; the support required by libraries for future participation; and the need for a supportive legal and administrative framework. The paper concludes that there is a willingness by Vietnamese academic librarians to engage with consortia, but there are also considerable obstacles to be overcome to make this possible. The conclusions are presented as a series of 11 recommendations aimed at improving the operating conditions for consortia in Vietnam.

Purpose Assessment activities in academic libraries continue to grow as libraries explore assessment endeavors. Ranging from basic stats gathering and reporting to surveys, focus groups, and usability studies and beyond. Many practitioners are finding it necessary to create new processes and programs, with little guidance. The purpose of this paper is to paint a broad picture of assessment activities in Association of Research Libraries (ARL) university libraries with the goal of creating a resource for libraries developing or improving their assessment programs. Design/methodology/approach A survey was developed that asked questions about assessment personnel, activities, mission, and website. A total of 113 surveys were sent to academic library members of ARL. Survey results were analyzed to compile a list of recommended good practices for assessment and working with assessment committees in academic libraries. Findings The investigators had a response rate of 43 percent. The open-ended nature of the survey questions allowed for the respondents to specifically narrow down the problems and opportunities inherent in library assessment committees. Originality/value This study takes the temperature of the current state of assessment programs in ARL libraries, demonstrating the growth of assessment programs. It begins to document the practices of these libraries, particularly in regards to the sometimes informal and hard to track use of committees and other in-house collaborations, as a first step toward developing best practices for the field. The results illuminate productive areas for further study, including investigating how to measure a culture of assessment and maximizing impact of assessment information presented on assessment websites.

Over the last several years, Google Earth and Google Maps have become increasingly utilized in academic libraries for promoting and delivering a variety of library services. These have included instructional collaborations with faculty to promoting student engagement across programs and campuses. Seeking to find out exactly how academic libraries were using Google Maps and Google Earth (if at all), the authors launched a online survey in December 2010 to see just what kind of impact the Google mapping products were having in the academic library setting. Receiving over 80 responses from academic librarians and staff from across Canada and the United States, the results showed that over 90% of the respondents use Google Earth and Google Maps for some area of their professional duties in a academic library. These included answering research questions, developing instructional materials for courses, and building tools to promotion and marketing. This presentation will discuss the survey results and summarize the way academic libraries are utilizing Google Earth and Google Maps for instruction, research, and student engagement.Depuis les dernières années, Google Earth et Google Maps sont de plus en plus utilisés en bibliothèque universitaire pour promouvoir et offrir une variété de services en bibliothèque, y compris l’enseignement collaboratif avec les professeurs afin d’accroître l’engagement étudiant, de tous les programmes et campus. Afin de déterminer exactement la mesure dans laquelle les bibliothèques universitaires utilisent Google Maps et Google Earth (le cas échéant), les auteurs ont lancé un sondage en ligne en décembre 2010 pour évaluer l’impact des produits de cartographie de Google dans les bibliothèques universitaires. Plus de 80 sondages ont rempli par des bibliothécaires et du personnel en bibliothèque d’universités au Canada et aux États-Unis. Les résultats démontrent que plus de 90 % des répondants utilisent Google Earth et Google Maps pour certaines de leurs activités professionnelles, y compris répondre à des questions de recherche, développer du matériel pédagogique et élaborer des outils de promotion et de marketing. Cette communication abordera les résultats de la recherche et résumera les modes d’utilisation de Google Earth et de Google Maps dans l’enseignement, la recherche et l’engagement étudiant.

Purpose The purpose of this paper is to develop and present a working model for consortia of academic libraries in Saudi Arabia. It is based on the American model of consortia operating at all levels, including local, state and region. The American consortia are highly developed, functional and have a large membership of small-, medium- and large-size libraries and are good models to be followed by other countries. Design/methodology/approach An email survey questionnaire (with seven closed-ended and four open-ended questions) was distributed to ten selected US academic library consortia to obtain relevant information on various operational facets and policies they have adopted. Findings The survey results will provide useful information to help develop a workable consortia model for Saudi Arabia. If implemented successfully, the Saudi model is expected to motivate other library groups at provincial and national levels in Saudi Arabia and regional level in the Arabian Gulf Region. Research limitations/implications The survey is aimed at gathering relevant information about the experiences of ten selected US academic libraries as members of various consortia. Originality/value While the project will start with academic libraries only, it may open membership for other libraries not only in Saudi Arabia but also for libraries of the Gulf Cooperation Council countries. The other scenario could be that instead of joining Saudi consortia, the libraries may decide to develop their own consortia.

Over the past decade, evidence from disciplines ranging from biology to economics has suggested that many scientific studies may not be reproducible. This has led to declarations in both the scientific and lay press that science is experiencing a “reproducibility crisis” and that this crisis has consequences for the extent to which students, faculty, and the public at large can trust research. Faculty build on these results with their own research, and students and the public use these results for everything from patient care to public policy. To build a model for how academic libraries can support reproducible research, the authors conducted a review of major guidelines from funders, publishers, and professional societies. Specific recommendations were extracted from guidelines and compared with existing academic library services and librarian expertise. The authors believe this review shows that many of the recommendations for improving reproducibility are core areas of academic librarianship, including data management, scholarly communication, and methodological support for systematic reviews and data-intensive research. By increasing our knowledge of disciplinary, journal, funder, and society perspectives on reproducibility, and reframing existing librarian expertise and services, academic librarians will be well positioned to be leaders in supporting reproducible research. Land should be one of the greatest assets of the UK healthcare system, as a result of its large estates portfolio. Howere, the current state of many of the NHS's buildings means that physical spaces are often more of a burden, with maintenance backlogs costing billions. However, as a resource-limited public institution, it is crucial that all investments into NHS infrastructure are as effective and future-proof as possible. The previous two articles in this series have focused on the potential benefits of modular facilities to healthcare staff, services and patients, drawing on case studies of NHS trusts that have implemented modular facilities on their sites. This article, the third and final instalment of this series, discusses the health economic impact of current NHS infrastructure, and explores the ways in which modular facilities could provide a flexible and cost-effective means of expanding capacity and improving services in a resource-limited environment.

Blogging is a relatively recent phenomenon, and its use in academic libraries is in nascent stage. The authors of this chapter use blogs as part of their outreach to patrons, though in slightly different contexts and for slightly different purposes. Blogging can be an important component of digital libraries, one that allows for timely two-way communication of news, information, bibliographic instruction, and the like. While challenges have been raised to the worth and value of academic library blogs (e.g., Gorman, 2005), the authors believe, based on the research and their experience, that blogging is a useful tool for academic librarians and digital libraries.

A Review of: McClure, C. R., & Samuels, A. R. (1985). Factors affecting the use of information for academic library decision making. College & Research Libraries, 46(6), 483-498. Abstract Objective - To investigate the use of information sources for decision making within academic libraries; specifically looking at what sources of information are used, whether information use is related to organizational climate, and what organizational factors lead to optimal information use in decision making. Design - Cross-sectional survey on a random sample of libraries. Setting - 18 medium to moderately large academic libraries from across the United States. Subjects - 356 academic librarians holding a variety of positions and levels of responsibility within their organizations. Methods - A questionnaire was mailed to participants in order to measure relationships between four main variables: information acquisition, information dissemination, information evaluation, and library climate. All instruments were validated and tested for reliability. Participants were given 10 library decision situations to consider, together with a list of potential information sources to inform the decision, and then choose which information source they would use primarily in each situation. Participants’ perception of their library climate was measured with five scales covering innovation, support, freedom, democratic governance, and esprit. Main Results - The study found that academic librarians prefer internal sources of information, such as interpersonal communication with library staff, and library committees, for making decisions. However, paraprofessional staff members were not seen as meaningful sources of information within this grouping. The participants rarely chose to consult external information sources, such as other professionals outside of the library, or library users. Information sources such as conducting research, continuing education, past experience, or personal opinion were not found to be important to the participants’ decision making. Written documents such as articles, books, and brochures were also seldom used. Democratic governance was the organizational climate dimension found to be most closely linked to information dissemination. Conclusion - The authors conclude that the study suggests that academic librarians are not using a full complement of information sources to assist with their decision making, and that the “information that is used tends to be ‘opinion-based’ rather than empirically based” (p. 495). Proximity of information plays a role, with information that is closer and easier to obtain being used more frequently. The authors strongly stress, with concern, that, “current academic library decision-making processes encourage ineffective activities since they preclude or limit clientele input, empirical research, and additional environmental input” (p. 495).

Increasingly, new librarians graduate to face a world of changing technology and new ways of interacting with information. The anxiety of this shifting environment is compounded for tenure-track librarians who must also meet scholarship and instruction requirements that may be unfamiliar to them. One way that librarians can navigate the transition to tenure-track professional positions is to participate in mentoring programs for new academic librarians. This study examines the effectiveness of mentoring programs for novice tenure-track libraries in a variety of library settings, and provides examples of successful academic library mentoring programs already in place with the intent that librarians use the data and findings to construct or improve their own library mentoring programs.

This study concerns administrative support provided to encourage the research and publishing activities of academic librarians working in Association of Research Libraries member libraries. Deans and directors of these libraries were asked to respond to an online survey concerning the support measures that their libraries provide, as well as their thoughts on support measures that academic libraries should provide. When compared to earlier studies, the survey results indicate that most support measures have grown over time. Results also suggest increases in the requirements for publication in academic libraries, as well as in the number of libraries at which librarians have faculty status.

Purpose As is the case of all organizations, the academic library is a body reflecting the contribution of its core employees. As such, the roles performed by academic librarians are crucial to its development and existence. The purpose of this paper is to explore the role of academic librarians as change champions in an information age that has been, still is, and is expected to be continuously pervaded by varying and widespread changes in librarianship and scholarship coupled with the ever changing and expanding user needs and expectations. The paper also identifies a framework to perform this role. Design/methodology/approach This paper is informed by opinion and draws on relevant literature to highlight the current climate and what is being perceived as valuable to the future direction of academic libraries in order to bring credence to its trajectory. Findings Academic librarians must readily accept, be responsive to, and anticipate change to maintain and justify their relevance to stakeholders. Yet, anecdotal evidence suggests that not all librarians are prepared to embrace change. Practical implications Academic librarians must understand how their roles influence the decision-making processes of the stakeholders and vice versa. Originality/value The paper advances five principles or 5As to guide the change process in academic libraries: alignment, accountability, agility, accessibility, and assessment. Very briefly, it discusses the relevance of a concept referred to as the competition-collaboration continuum to further academic librarianship. These notions serve to assist academic librarians in determining the appropriate actions to be taken now.
