By the 1980s and 1990s, neoliberal policies such as privatizations and deregulations transforming the minimal state model to regulative state model from the Keynesian social welfare state system made some structural and functional changes in the state mechanism, and the public administration has been in the first place due to the changing relationship between the state and the market. In fact, within this context, the new institutional economics (NIE) had a remarkable influence upon the debates upon the altering role of the state. Hence, the transformation of the state in this regard also revealed the argumentations on the governance paradigm along with the doctrinaire contributions of the new institutional economics. Therefore, this chapter will discuss the transformation of the state and the political economy of the governance together with a critical assessment of the new institutional economics in the public administration.

<p><strong>Abstrak – </strong>Kemajuan teknologi, khususnya dibidang informasi, transportasi, dan sains, telah<strong> </strong>menciptakan evolusi peran negara sebagai aktor Hubungan Internasional (HI). Negara harus berbagi peran dengan aktor HI lainnya, seperti: organisasi internasional (OI), organisasi pemerintah/ non-pemerintah (IGOs/NGOs), kelompok epistemik, perusahaan multinasional (MNCs), dan individu. Pergeseran peran negara dalam usaha membela negara mengubah warna disiplin ilmu HI, yaitu pendekatannya. Kajian ini mendalami pergeseran peran negara dan implikasinya bagi sudut pandang HI, serta mengkaji evolusi lingkungan strategis. Hasil studi menemukan bahwa selain negara, universitas adalah salah satu calon aktor HI. Hal ini diidentifikasi melalui empat aspek berikut, yaitu: (1) aspek bela negara menuntut peran sentral (mayor) dan peran sektoral (minor) negara sebagai subyek HI dimana negara berbagi peran dengan Universitas, (2) aspek bela negara mempengaruhi pendekatan Realisme dengan perilaku anarkisnya bergeser ke pendekatan alternatif: Horizontalisme dengan perilaku gotong-royongnya, (3) aspek bela negara menuntut perubahan lingkungan strategis dari Era Global (Globalisasi) ke Era Horizontal (Horizontalisasi) atau dengan istilah “Globalinium”, dan (4) aspek bela negara menjadi krusial saat disandingkan dengan kepentingan nasional di pentas Internasional.</p><p><strong>Kata Kunci : </strong>bela negara, hubungan internasional, era horizontal, globalinium, negara, universitas</p><p><strong><em>Abstract – </em></strong><em>The development of technological in the fields of information, transportation, and science,<strong> </strong>have created the evolution of the role of the state as an actor of International Relations (IRs). States should share roles with other IRs actors, such as international organizations (IO), government/ non-governmental organizations (IGOs / NGOs), epistemic groups, multinational corporations (MNCs), and individuals. The shifting role of the state in the effort to defend a state changed the color of the discipline of IRs, particularly in its approach. This study explores the shifting role of the state and its implications to IRs paradigm, and examines the evolution of the strategic environment. The results found that beside the “state”, the “university” can be one of the IRs actors. This is identified through the following four aspects: (1) the state defense aspect demands the major role and the minor role of the state as the subject of IRs in which the State shares its role with the university, (2) the state defense aspect affects the Realism approach with the anarchy shifts to alternative approaches: Horizontalism </em><em>with its “gotong-royong”, (3) the state defending aspect demands a strategic environmental change from the Global Era (Globalization) to the Horizontal Era (Horizontalization) or with the term “Globalinium”, and (4) the state defending aspect were crucial when it juxtaposed with national interests on the international stage.</em></p><p><em><strong><em>Keywords: </em></strong><em>state defending, international relations, horizontal era, globalinium, state, university</em></em></p>

This chapter evaluates several theoretical perspectives to examine the role of the state and its relationship with markets. It divides theories into two groups: macro and micro. The macro theories covered in the chapter include Adam Smith's approach, Keynesian views, the Austrian school of thought, Marxism, pluralist theory, public choice approach, and elite theory. The selected macro theories provide an elaborate perspective on the relationship between markets and the state. In order to have a holistic picture the chapter also discusses several micro theories, which effectively depict the relationship between markets and the state from the budgetary perspective. Incrementalism and punctuated equilibrium are included in the evaluation. The application of theories in relation to specific public policies is provided.

First examples of institutions called as independent regulatory authorities or agencies and being outside of the classic administrative structure have emerged in Anglo-Saxon countries. Starting from 1970s, these institutions have also started to be given place also in some countries in continental Europe.Together with the influence of globalization process and developments occurring in the field of public administration in 1980s, regulatory functions of the government became prominent. In this process, independent regulatory authorities began to spread rapidly as new actors of this function. While weakening the state as an economic actor, liberalisation and privatization policies, strengthened the regulatory role of the state since 1980s in Turkey. To play this new role, independent regulatory authorities began to show presence as administrative institutions carrying unique features in terms of structuring and staying outside of the classical organization of administration. Independent regulatory authorities also undertook the role of minimizing the problems emerging due to populist attitudes of governments and loosening the ties between politics and economics in especially strategically important areas (energy, capital market, banking business). The common feature of these authorities is considered as being autonomous administrative units undertaking “regulation” and “supervision” activities in the fields and sectors like competition, banking, finance, communication, human rights, food and drug safety.In this study, after giving general information about the independent regulatory authorities,the debate on determining constitutional position of these authorities in Turkish Public Administration system will be handled and evaluated. Keywords: independent, authorities, government, Constitution

The article presents an analysis of defense law in the legal system of the Republic of Poland in the context of its importance for the defense of the state. The author discusses the role of the state defense system in ensuring national security and presents defense law as a foundation for effective organization of this system. Moreover, the author analyzes the subject matter of defense law and points out the difficulties in its proper organization. The key issues discussed in the article are the need for defense law reforms and indication of the proposals as to the direction in which changes in this field of law should go.

The author identifies obstacles to the development of mass sports in Ukraine. The role of the state in the development of the sports sector is noted. The main directions of purposeful managerial influence on the objects of management in the field of physical culture and sports are described. The place of bodies of intersectional competence in coordination of activity of executive bodies on the decision of questions of interbranch character, in comparison with functions of the state committees (public services) and the ministries is defined. The definition of the concept of «mechanism of public administration» is considered. The content of the state regulation of the development of physical culture and sports is characterized. The principles on which the regional management is based are specified and its system components are defined: a subsystem of the central and regional authorities; a set of functions performed by government agencies, as well as various methods, resources used to implement functions; subsystem of connections (direct and inverse) that arise between objects and subjects of management. The vision of the program-target approach, which is the mechanism of the state management of development of physical culture and sports, is characterized. The need for the state to diversify the sources of funding for the sphere in two main areas is noted. It is mentioned that the non-governmental commercial sector contradicts the first task of concentrating management in the hands of state executive bodies. The mechanism of financial regulation of the development of physical culture and sports as an integral component of the functions of financial regulation is considered in detail. An important task of state policy in the field of physical culture and sports is solved. There is a close connection between the legislative base for the development of mass physical culture and high-achievement sports and the legislation on education, social protection, health care, entrepreneurship, and local self-government. The expediency of creating one’s own territorial brand through the prism of physical culture and sports is noted. The role of bodies of local self-government in ensuring the accessibility of physical culture and sports is described.

It is noteworthy that currently one can see significant drop in the number of investments in the investment complex, on which a structural transformation of the economy actually depends. The investment sectoral structure is deteriorating, which is expressed in a growing share of raw-material industries, and not only the sectoral structure is changing for the worse, but also is the technological structure of capital investments whose effectiveness also decreases. It is impossible to solve the problem of organizational and economic support of the investment and construction complex’s sustainable development without the state’s active interference in the business of market economy operators. When solving this issue, one should take into account interests of the state, organizations and enterprises, employees, shareholders, clients and consumers, raw material suppliers, and also interests linked to banking operations. Public administration should facilitate the investment process in the investment and construction complex in taking modern market forms. Basic directions of public administration of the investment and construction activities is strengthening the state power, establishing an effective economy, improving and developing the construction complex and the tool kit of the investment activity public administration. Activating the investment and construction activities and increasing the investment amounts should become the focus of the government’s attention. The article’s purpose is to identify the place and role of the state in developing and reforming the regional investment and construction complex and working out the basic components of its public regulation. It is determined that it is the regional nature of construction that casts a certain shadow on the entire investment and construction complex. The article distinguished main stages of the process of administering the investment and construction complex. The author reviews and suggests the basic components of public regulation of a regional investment and construction complex.
