The article examines one of the most important topics of our state, which affects its development - social and economic security. With the help of the methodological basis, the analysis of assessments of economic security and their threshold values, the entire process of ensuring the socio-economic security of the Rus-sian Federation is being studied. Threats and ways of their solution are identified on the basis of the stud-ied criteria and indicators, as well as the role of the interests of members of society in the socio-economic system of the country. One of the main tools and factors in the development of Russia is the methodological substantiation and analysis, based on indicators, of ensuring socio-economic security, since they help to predict the direction of the state's development rates in the economic sphere, as well as the effectiveness of government bodies’ work.

The paper considers issues of increasing the efficiency of application of measuring expert systems (MES) that solve the problem of reducing power losses of motor and tractor internal combustion engines (ICE) in production conditions due to changes in their technical condition. MES carry out operational control of the energy parameters of the machine and tractor fleet for taking timely repair and maintenance actions. A methodological approach is proposed for creating an automation system for the development of MES, which increases the efficiency of the formation of MES due to the existing expertise in this subject area. The methodological basis of research is a dynamic method for diagnosing ICE. This method uses a test dynamic effect on ICE, which is the most practical for assessing the state of tractor ICE in production conditions, as well as computer modeling of the ICE work processes in order to find informative diagnostic indicators characterizing energy parameters. On the basis of the proposed target function, the software was determined in the form of the model describing a variety of system elements, their features and states, as well as links between them. Information provision was organized, carrying out the functions of collecting, processing and providing information upon request. A method for constructing a logical scheme of the development algorithm MES was formed, which formalizes the process of solving interrelated problems in the synthesis of various structures of hardware and software based on a set of mathematical models. On the example of modeling an ICE unit – a working machine, the effect of varying the input parameters of the model was estimated: torque effects and resistance moments on the diagnostic parameters of the technical state – angular velocities and accelerations. The use of computer modeling of ICE working processes using this methodological approach made it possible to create a digital technology and a measuring system for automated energy monitoring of the tractor fleet of an agricultural enterprise. The computer structural diagrams of ICE and MES models can be used in diagnostic complexes. This will make it possible to increase the accuracy and reliability of determining the state of the internal combustion engine and the mechanisms and working machines aggregated with it, as well as improve the quality of the work they perform.

The relevance of the study is to create conditions and ensure the functioning of hotel and restaurant businesses in the conditions imposed by the state, quarantine restrictive measures in connection with the pandemic of viral diseases. The purpose of research. Scientific substantiation, features and practical recommendations for the introduction of robotic and automated systems that will allow hospitality enterprises to operate in the conditions imposed by the state quarantine restrictive measures. Methods. The methodological basis of the study is a comprehensive approach between problem statement and analysis of research results using new modern approaches. The scientific novelty lies in the regularity of processes and scientific substantiation of the latest technologies and methods of effective use in the hotel and restaurant business in the context of viral diseases. Conclusions. The introduction of innovative development of enterprises in the hotel and restaurant business,namely the use of robotics and automation during a pandemic, is analyzed and proposed.

It is necessary to conduct an analysis of relations between Japan and Russia to determine the main trends and prospects for joint development. The purpose of the article is to study and disclose the stages of development of cultural relations between Russia and Japan and determine its features, highlight the most pressing problems of relations and identify possible ways to build strong interstate relations. The methodological basis of the study is the analytical method, for a comprehensive analysis of the changes that occurred during the development of cultural relations between Japan and Russia. Also a prerequisite is compliance with the principles of historicism and objectivity. In the course of studying used the method of study and systematization of literature. As a result of studying the problem, we can evaluate the historical development of cultural relations between Russia and Japan. Assess the state of relations between Russia and Japan and uncover limitations and growth points to strengthen relations between Japan and Russia. The results of this study can be useful as Japanologists and to specialists dealing with the problems of Asia-Pacific as a whole.

Relevance. Kleptocratic economy, as an institutional system, is oriented towards a key function that involves gaining wealth by the ruling elite through the introduction of non-market transaction costs for companies and households, which is based on administrative, bureaucratic, and political violence. For this purpose, the kleptocratic states create such systems of state institutional management that give the authorities the possibility of rent-oriented behaviour, which impedes the functioning of the real sector of the economy and encourages the shadow one. Under such circumstances, transaction costs are redirected to administrative intervention into the market mechanism, rather than aimed at increasing its efficiency; property rights are not clearly specified; the level of uncertainty about rules and norms of economic behaviour increases, and the motivational system of business activity is distorted. As a result, on the one hand, inefficient allocation of resources and slow economic growth (decline) are observed, and on the other hand, there is the redistribution of income in favour of the ruling elite and its excessive enrichment, that is detrimental to the welfare of the majority of the population. The aim of the article is to analyse the political-economic formation of a kleptocratic basis, which in the future transforms the state and its economy into kleptocratic formations; defining ways of counteraction and institutional capacity for transformations in the direction of Ukraine’s aspirations for European integration. Methodological basis. The methodological basis of the research is the work of domestic and foreign scientists in the field of institutionalism and kleptocratic economy. The models of the development of a kleptocratic state and the influence of kleptocratic factors on the socio-economic processes in the country have been studied with the application of the method of analysis, systematization, and generalization. Results. It is determined that in order to liquidate the grounds of kleptocratic economy, it is of primary necessity to eliminate institutional obstacles that interfere with the unification of the legal and shadow sectors of the economy and ensure their institutional formalization. This requires the introduction of effective ways of restraining the ruling elite in order to restrict corruption abuses of the government and its close reigning coalition with special privileges and bureaucracies and form an institutional structure, in which firms and households have clearly defined property rights and also have the possibility to protect contractual rights provided by formal institutes. Particular attention should be paid to the ways of civil society’s monitoring the state information policy and methods of adopting laws, which is, the institutional foundation that guarantees the openness of information as to the actions of government institutions. According to the results of the study, definite measures are proposed, the implementation of which will ensure the opportunities for Europeanization, particularly in Ukraine. The emphasis is placed on the fact that the important factors of counteracting the kleptocratic economy are the wage reform and the “transparent” selection of employees in the public administration sector on the basis of their professional qualities only.

The content, meaning and methodological possibilities of use of the developed and proposed balance of technological efficiency of operation of a technical object are considered. The methodological basis for offset in different conditions and modes of use of technical objects, with different properties are described. Content, features and mutual relations of the resulting indicators of the state of these objects are disclosed. The potential positive technical and scientific possibilities of the use of offset’s results when new technical objects are created or worn-out objects are updated are noted. The offset and use of the closing, instantaneous and the prognosis balance of technological efficiency of technical object's operation broaden scopes, deepens the possibilities of analysis and control of this process.

In this article, the authors analyze cyberterrorism as a threat to Ukraine's cyber security. The urgency of the issue declared in the paper is conditioned by the fact that fair number of terrorist acts intende to make harm to the interests of the state, can be committed today both in real world and in cyberspace. As such acts are committed using computer systems and are done in cyberspace, authors propose to define this type of socially dangerous acts as «cyberterrorism». The methodological basis of this study is a set of philosophical, general scientific, special scientific and other methods that are directly applied in legal researches. The authors have done the interpretation of terms making up the conceptual and categorical apparatus of the subject of research. The difference between information terrorism and cyberterrorism has been substantiated by the writers. The emphasis was placed on the necessity to create a Cyber Command that could react fast to challenges in the information security sphere of the state, including acts of cyberterrorism.
