Major tasks in the field of information technology that business faces today one way or another relate to data processing and search for new information in it. The methods in use include statistical methods, machine learning models, and simpler methods and models. However, all solutions aimed at information search require an information infrastructure that would meet the basic requirements for systems of this kind. The purpose of the study was to describe the main functional and technical requirements to modern systems implementing renewable information search. The author meant to form fundamental architectural proposals for the design of the system as a whole and its key parts, as well as to identify the main components of the information system and approaches to solving key problems for solutions based on the message exchange mechanism. Materials and methods. The paper considers the modern statement of the problem of creating enterprise information systems for renewable information search. The author compares message brokers that are viewed as the most interesting in the framework of this statement. Results. The article substantiates the relevance of the problem of creating information systems for renewable information search and formulates the task to create a system of such kind. The author makes an overview of the architecture design of the solution at a high level of abstraction. The modular composition of the information system under consideration is discussed. Kafka is chosen and substantiated as the most suitable message broker. The nuances of technical solutions to eliminate duplicate records and filter the latest information search results are analyzed.

The article considers the problem of damage evaluation in case of failure of the information system. There have been analyzed the practical methods of assessing damage. It has been stated that the methods can reveal the dependence of the damage on the downtime of the information system, but they are unable to evaluate reputation, administrative or any other consequences. An algorithm is proposed by which specialists can conduct a comparative assessment of damage in case of failure of various information systems using expert information. Applying the proposed algorithm to different information systems, it is possible to determine the most critical systems and, on this basis, effectively plan operational impacts to increase the level of service availability.

Abstract: In the era of globalization, information systems are now increasingly developing and are very important and main things in helping the process of corporate performance, in the near future that will make competition in the performance process will be more updated and faster. Because of that the use of information technology and the design of making application programs using Visual Basic 6.0 as programing and MySQL as its database, regarding the analysis and design of information systems for inpatients in anal azimar maternity homes. Problems - problems faced by this company, namely the problem of data redundancy in inputting data, and not presented properly and lead to difficulties when manipulating, changing, and deleting data. In the end the author hopes that with the creation of a new information system, it can help the input process more easily, and quickly. Healthcare Information Systems (HIS) are essential in the healthcare industry since they manipulate vital information. For example, HIS may keep track of the patient’s medical history, avoiding mistakes with medications, dosages, and treatments. However, the traditional methods for identifying HIS requirements focus on specifying functional requirements for the software. Moreover, system scope should be fully understood by stakeholders, such as healthcare workers and hospital managers, something extremely difficult to achieve in practice. As such, many requirements are incomplete, missing, or not needed, leading to expensive and inadequate HIS. The authors identify requirements for Healthcare Information System using Focus Groups. They evaluate this method with experiments, applying a variety of techniques and having encouraging preliminary results. In particular, they verify that stakeholders can reach consensus on high-level requirements by discussing different perspectives about the system scope. The authors conclude that Focus Groups are really effective.

Enterprise Information systems implementation is one of the most challenging parts of IT strategy for an organization, since implementation brings in efficiency in the system and justifies the investments made. Therefore, it becomes increasingly important to study the perspectives of implementation to understand the current dynamics. The purpose of this paper is twofold, first is to explore the type of literature that exists in information system implementation and secondly to determine the research methodologies incorporated therein for the information system field's implementation in specific. The basic content analysis is done to review the articles on information system implementation. A total of 47 articles were selected from peer reviewed journals and conferences. The study was conducted to assess the methodology used, the strategies followed along with the issues and challenges faced in the implementation. It presents an arena of the studies done in information system implementation in past 20 years (typically 1993 to 2013). The IMPLEMENT framework has been proposed to synthesize the literature finding for smooth functioning of IS implementation process. The factors influencing the adoption of information system innovation are described. The comprehensive framework for information innovation process is developed. This framework is then mapped to IMPLEMENT framework. This study would encourage the practitioners in the information systems domain to improve upon their organizational capability and incorporate other best practices.

This paper introduces and proposes an approach in goal-oriented requirements elicitation process that using Key Performance Indicators (KPIs), in information system enhancement process. KPIs can be used to control and reduce user requirements problems caused by personal interests of users in requirements elicitation process. An information system enhancement project for a distribution company has been used as a case study to demonstrate this approach. The case study shows that the requirements can be elicited from the organization goals and current information system condition rather than from user requirements. This approach also showed that KPIs have been able to control some user requirements that have difference point of view with high level stakeholder requirements. Compared with the previous research, IT goals and KPIs are more easily identified in the enhancement process rather than through development of a brand new information system.

How to effectively deal with missing values in incomplete information systems (IISs) according to the research target is still a key issue for investigating IISs. If the missing values in IISs are not handled properly, they will destroy the internal connection of data and reduce the efficiency of data usage. In this paper, in order to establish effective methods for filling missing values, we propose a new information system, namely, a fuzzy set-valued information system (FSvIS). By means of the similarity measures of fuzzy sets, we obtain several binary relations in FSvISs, and we investigate the relationship among them. This is a foundation for the researches on FSvISs in terms of rough set approach. Then, we provide an algorithm to fill the missing values in IISs with fuzzy set values. In fact, this algorithm can transform an IIS into an FSvIS. Furthermore, we also construct an algorithm to fill the missing values in IISs with set values (or real values). The effectiveness of these algorithms is analyzed. The results showed that the proposed algorithms achieve higher correct rate than traditional algorithms, and they have good stability. Finally, we discuss the importance of these algorithms for investigating IISs from the viewpoint of rough set theory.

The article describes the concept of a new geographic information system for the provision of electronic state and municipal services. The problem of the lack of an open portal in the Internet for choosing unencumbered and suitable for use for the intended purpose land plots is considered. The importance of information systems in the development of the digital economy and information society in the Russian Federation is shown. The analysis of existing geographic information systems is given in a generalized and systematic way. As a result, it was found that the main drawback of the existing systems is the limitation of a certain territory and a set of services. It is concluded that it is necessary to display the free land. Automatic notifications should be sent to the competent authorities. The new information system should have direct and feedback links with all information and geographic information systems in operation and being developed in Russia. The results and conclusions are applicable to the creation of new geographic information systems.

In May 2016, it was more than 4 months, since the Ganitec University of Science and Technology went through an exercise for implementing an information system to manage the attendance, leave particulars and payroll of their employee. The management decided to replace their existing manual system with a new information system which was labeled “Cognitive Employee Management System.” In May 2016, spearheaded by a couple of faculty members, the Cognitive Employee Management System was finally implemented by a team of three students headed by the coordinator of the Information Systems Department of the Ganitec University of Science and Technology. Although the director envisaged lots of benefits, the changes were not really working out as he had foreseen. Why were people apprehensive about using the Cognitive Employee Management System when the benefits were apparent? How should the project rollout be planned in the Ganitec University of Science and Technology?
