This article provides comments to the paper by Cássio, Goulart e Ximenes (2018), which analyzes the technical and ethical bases of the social impact bond developed in the context of the Department of Education of the State of São Paulo, Brazil, which went to public consultation in 2017. Based on facts and on the relevant technical literature, the comments raise several critical issues related to how Cássio et al. (2018) interpreted the reported events, with an emphasis on three aspects: understanding of the purposes of social impact bonds; the involvement and autonomy of the schools; and the methodology that was suggested to evaluate impact.

The increasing level of consumer’s conscientiousness resulting from the larger access to information as well as the development of actions in certain organizations have guided the decisions of consumers during the buying act. This new procedure has conducted some companies to emphasize the effects of certain actions developed by them, such as the social responsibility ones, which aim to reach some specific market share, besides communicating a new entrepreneurial image. The objective of this article is to present the main social actions of Sabesp – Companhia de Saneamento Básico do Estado de São Paulo (Basic Sanitation Company of the State of São Paulo) and show the results reached by the adoption of a new management performance which generated a change of image in the company actuation. The methodology used was based on a bibliographic research and on a study of case.

This text consists of a study on representations of rural primary schools in Brazil, especially of the state of São Paulo, in seeking to understand how the images contributed to strengthen the contempt towards rural school and society. The documentary corpus research consists of 199 photographs of rural schools attached to the reports of the Regional Offices of Education, technical inspection bodies of the Department of Education of the State of São Paulo, produced from 1933 to 1943. The photograph analysis focuses on three thematic groups: school building façades, students’ and teachers’ pictures, and school practices.

Abstract Background To assess the impact of the social isolation index on the number of infections and deaths by COVID-19 in the state of São Paulo (Brazil). Methods Daily isolation data, obtained through geolocation information by mobile phone, were evaluated together with the number of daily infections and deaths by COVID-19 in the state of São Paulo. The study was conducted from February 26 to May 19, 2020. The data were modeled through the vector autoregression (VAR) model. Results The isolation index has an effect of approximately 5% in variation in the number of infections, and 7% in the number of deaths. The impulse response function (IRF) caused a drop of 0.15% in the number of new cases/day, and 0.17% in the number of deaths/day following a shock in the isolation index. For both cases, this effect occurred 1 day after the shock and stabilized after 10 periods. An increase of 1% in the isolation index led to a reduction of 6.91% in new cases and 6.90% in the number of deaths. The 30 cumulative day reduction reached 22.72% in terms of transmission and 35.39% for deaths. Conclusions The social isolation index is related to deaths and infections from SARS-CoV-2. Although distancing measures are accompanied with impacts on the economy and the emergence of other morbidities, the benefits caused by the reduction in the speed of contagion are significant. The adoption of distancing measures has a substantial impact on the number of infected individuals and deaths by COVID-19.

Apresenta-se neste artigo algumas considerações a respeito do uso do nome social em ambiente escolar, com especial enfoque no estado de São Paulo. Para tal, realiza-se uma análise de marcos legais referentes ao uso do nome social por travestis e transexuais neste estado, bem como de registros quantitativos de discentes que se identificam a partir destas duas categorias identitárias de gênero. O estudo mostra-se relevante por ser o primeiro a mapear quantitativamente a existência de transexuais e travestis nos bancos escolares entre o período de 2016 a 2019, em todos os níveis de ensino do estado de São Paulo. Conclui-se que há a necessidade de capacitar os funcionários das escolas para melhor reconhecer as especificidades da comunidade transexual e travesti, assim como para possibilitar maiores condições da manutenção de seus direitos civis, evitando a evasão e possibilitando a escolarização desta parcela da sociedade.Palavras-chave: Nome Social. Educação Inclusiva.For a minimally inclusive education: the use of the social name for transvestites and transsexuals in the schools of the state of São Paulo  ABSTRACT This article presents some considerations regarding the use of the social name in a school environment, with a special focus on the State of São Paulo. To this end, an analysis is made of legal frameworks regarding the use of the social name by transvestites and transsexuals in this State, as well as quantitative records of students who identify themselves from these two gender identity categories. The study is relevant because for being the first one to quantitatively map the existence of transsexuals and transvestites in school environments, between2016 to 2019, at all levels of education in the State of São Paulo. We conclude that there is a need to train school staff to better recognize the specificities of the transsexual and transvestite community, as well as to enable greater conditions for the maintenance of their civil rights, avoiding evasion and enabling the education of this part of Society.Keywords: Social Name. In the list of 105 pilgrimage sites in Brazil, 12 are located in the State of São Paulo. The Basilica (or Sanctuary) of Our Lady Aparecida, in Aparecida do Norte (São Paulo), is the largest pilgrimage center in Brazil and has received more than 12 million visitors per year in the last three years. In the Vale do Paraíba (State of São Paulo), of the 41 million tourists, 18 million were concentrated in the Religious Circuit. The main objective of this chapter is to discuss the proposal for the creation of a research project by the Postgraduate Program in Tourism of the School of Arts, Sciences, and Humanities (EACH) of the University of São Paulo (USP), which contributes to the productive chain of religious tourism, which impact the social, cultural, economic, and human development of the State of São Paulo (Brazil). The creation of the website of the Religious Cultural Tourism Observatory of the State of São Paulo would be one of the main dissemination strategies and a relevant indicator of the evaluation of the results of the research project.

ResumoEste artigo teve como objetivo central identificar e compreender os processos educativos emergentes da prática social do atendimento educacional hospitalar em uma perspectiva lúdica junto a uma classe de hospital de uma cidade do interior do estado de São Paulo. Consistiu em pesquisa participante com o registro das observações em diários de campo para a coleta de dados. Com base na análise destes construímos a categoria “atenção e cuidado com outrem”. Consideramos que a atenção e o cuidado da Educadora da classe hospitalar, a partir da perspectiva lúdica, possibilitaram processos educativos como: amorosidade, diálogo, acolhimento e construção de laços de confiança, contribuindo com a ressignificação do contexto de hospitalização vivenciado pelas crianças.Palavras-chave: Processos Educativos. An analysis of the data enabled the construction of the category “attention and care for others”. Introduction: Brazil is in the 19th position of priority countries for the control of TB/HIV coinfection, so we aimed to analyze the social and health services contexts that are associated with TB/HIV coinfection in São Paulo state. Methodology: Ecological study conducted in 645 cities of the state. The study population consisted of 10,389 new cases of TB/HIV coinfection in state residents between 2010 and 2015. The variables and indicators used in the study were collected from secondary sources. To identify the factors associated with the occurrence of TB/HIV coinfection cases, generalized additive models for location, scale and shape were used. The best distribution model was defined from the lowest Akaike information criterion value. Results: There was an association between the occurrence of coinfection and the diagnosis of TB after death and greater treatment default. There was also an association with greater coverage of nurses and Family Health Strategy, which comprises Primary Care settings focused on families. Regarding the social context, the Gini Coefficient of inequality was identified as a determinant of coinfection. Conclusions: The study presents the complexity of TB/HIV coinfection, proposing critical points in the health services and social context. Despite the high coverage of nurses and Family Health Strategy in some cities, this did not affect the reduction of the incidence of coinfection. These findings may be attributed to a fragmented care and focused on acute conditions. Furthermore, this model of care holds few prospects for care integration or prioritization of prevention and health promotion actions.

This article analyzes the development of a new modality of public-private partnership in Brazilian education, the so-called Social Impact Bond (SIB), known in Brazil as “Contrato de Impacto Social”, whose pilot project, sponsored by the Inter-American Development Bank (IDB), is in its initial stage of implementation in the State of São Paulo. Unlike traditional philanthropy, which legitimizes itself in the alleged non-profit nature of its actions, SIB assumes the possibility of obtaining return rates with “social investments,” leading to the creation of a new ecosystem of social finances, which, into this context of privatization of education, incorporates agents interested in capitalizing on the provision of public services to vulnerable populations, in this case, to secondary students from public schools in the State of São Paulo. This kind of contract, or bond—paid by means of “delivery” of results—raises a series of ethical, legal, and political-pedagogical issues related to the accomplishment of “social experiments” with students in a vulnerable condition. From the analysis of internal documents of the Department of Education in the State of São Paulo, in comparison with documentary sources from public schools, we conclude that, from the very beginning of its implementation, the SIB of São Paulo education not only breaks with standards of scientific ethics, but also violates the principle of democratic school management included in the Brazilian constitution.

During the first decade of the 21st century, São Paulo's State Government, in Brazil, promoted the construction of a series of schools designed by different local architectural firms, using a system of prefabricated pieces that allowed adapting the projects to the sites and demands of each region, keeping the budget under control. This initiative allowed building dozens of buildings, relieving the school deficit of the most impoverished regions of the state and promoting the construction of public buildings with great social impact by a whole generation of architects. This paper presents the Prefabricated Schools Program guidelines, promoted by the Foundation for the Development of Education (FDE, in Portuguese) illustrating it with seven projects that showcase the architectural richness achieved by the firms.
