Competency-based learning allows students to acquire knowledge, learn procedures and develop attitudes necessary for their employability. The aim of this article is to reflect on the current role of the University and its relations with its environment (government, business and society) and present an action plan to promote the employability of university students as an essential instrument of university policy. A qualitative methodology is used to explore, investigate and analyze the structure of the university and obtain information about the perception of the heads of the different units of government in terms of employability. Based on the information collected, the employability plan is drawn up, grouped into four programs that involve teaching, research, management and public administration, with their respective instruments of action; these programs must be managed by the different actors and their respective areas of government.

В статье обсуждаются вопросы, связанные с особенностями профессионального выбора выпускников общеобразовательных организаций. Представлены результаты исследования, позволяющие определить роль осознанной саморегуляции активности молодых людей, оказавшихся в ситуации профессионального выбора (на примере студентов педагогического вуза). В исследовании приняли участие 302 студента первого курса, обучающихся по направлению подготовки 44.03.01 «Педагогическое образование». В качестве инструментария были использованы методика «Мотивация учения студентов педагогического вуза» С. А. Пакулиной и М. В. Овчинникова и опросник «Стиль саморегуляции поведения» В. И. Моросановой. Данные, полученные в процессе исследования, были структурированы, обработаны и проинтерпретированы с применением математических методов. Было установлено, что студенты первого курса, совершившие при поступлении в вуз профессиональный выбор с учетом своих интересов и склонностей, обладают сформировавшейся потребностью продумывать способы своих действий и поведения для достижения намеченных целей, а план их действий отличается детализированностью и развернутостью. Также им свойственны самостоятельность при проектировании способов достижения индивидуальных целей, гибкость в случае возникновения непредвиденных обстоятельств, развитая адекватная оценка себя и полученных результатов. По итогам исследования был сделан вывод о том, что наличие сформированной системы осознанной саморегуляции произвольной активности у индивида, находящегося на этапе выбора профессии, позволяет совершить более правильный профессиональный выбор, что, в свою очередь, является одним из условий актуализации профессионально-личностного потенциала. The article discusses issues related to the peculiarities of the professional choice of graduates of public education organizations. There are results of the study presented, which allow us to determine the role of conscious self-regulation of the activity of young people who find themselves in a situation of having to make a professional choice (on the example of students of a pedagogical university). The research involved 302 first-year students studying in the field of training 44.03.01 «Pedagogical Education». As research tools, the «Motivation of teaching pedagogical university students» methodology by S.А. Pakulina and M.V. Ovchinnikov and the questionnaire «Style of self-regulation of behaviour» by V.I. Morosanova were used. The data obtained during the research were organized, processed and interpreted using mathematical methods. It was found that first-year students who, upon entering the university, made a professional choice more consciously, taking into account their interests and inclinations have a well-developed need to think through their actions and behaviour to achieve their goals and their action plan is detailed. They are also characterized by independence in designing an action plan to achieve individual goals, flexibility in the situation of unforeseen circumstances, an advanced adequate assessment of themselves and the results they achieved. As the main conclusion, the following is formulated: the possession of a developed system of conscious self-regulation of arbitrary activity in an individual who is at the stage of choosing a profession allows him to make an adequate professional choice, which, in turn, is one of the conditions for the actualization of professional and personal potential.

Higher education institutions (HEIs) have a huge potential to save energy as they are significantly more energy-intensive in comparison with commercial offices and manufacturing premises. This paper provides an overview of the chief actions of sustainability and energy efficiency addressed by the University of Alcalá (Madrid, Spain). The policies implemented have shifted the University of Alcalá (UAH) to become the top-ranking university in Spain and one of the leading universities internationally on environmentally sustainable practices. The paper highlights two key elements. First, the actions adopted by the managerial teams, and second, the potential of public–private collaboration when considering different stakeholders. A descriptive study is developed through document analysis. The results show that energy consumption per user and energy consumption per area first fall and are then maintained, thereby contributing to meeting the objectives of the Spanish Government’s Action Plan for Energy Saving and Efficiency (2011–2020). Because of the research approach, the results cannot be generalized. However, the paper fulfils an identified need to study the impact of HEIs and their stakeholders on sustainable development through initiatives in saving energy on their campuses and highlights the role of HEIs as test laboratories for the introduction of innovations in this field (monitoring, sensing, and reporting, among others).

Abstract In November 2018, the University of Arizona’s School of Government and Public Policy hosted an international workshop on the role of organization theory in public management. The intention was to renew interest in organization theory in public management research. Scholars such as Herbert Simon, Herbert Kaufman, and Richard Selznick made seminal contributions to organization theory through the study of public organizations from the 1940s through the 1960s. In our estimation, organization theory is underrepresented in public administration scholarship for the last several decades. There are natural reasons for this trend, including the discipline’s turn towards organizational behavior and the ascendancy of techniques that advance the study of large datasets and those that allow for experimental control. The recent emergence of “behavioral public administration” is a prominent example of this evolution. This symposium is an attempt to make a place at the table of public management for organization theory. The articles in this symposium contain articles from scholars who operate in the tradition of classic organization theory in new and innovative ways to lend intellectual purchase to studies of public organizations and public organizational networks.

Purpose: The aim of this study is to empirically analyse how motivation and the opportunity to investigate enhance the direct relation between the researcher’s human capital and individual scientific performance.Design/methodology/approach: Following recent investigations of strategic human capital and the abilities-motivation-opportunity (AMO) theory, we propose a double quantitative-qualitative methodology to identify the determinants of individual scientific performance.Findings: Applying regression analysis to a sample of 471 Spanish academic researchers, we confirm the moderating role of a researcher’s motivation and opportunities.Originality/value: Drawing on the empirical evidence obtained, this work discusses the relevant determinants of scientific productivity, providing practical recommendations for research management and policy making.

Крім того, в статті обґрунтованонапрями вдосконалення змісту та практики використання механізмівдержавного управління якістю вищої освіти, а також визначенопріоритети використання суб’єктами державного управління окремихметодів впливу на систему забезпечення якості вищої освіти в Україні. Basing on the results of survey of answers of students from the Europeanhigher education space, there was determined an opinion of respondents as fora place and role of state in provision quality control of educational services ofhigher educational institutes. The features of the relationship between theInstitute of state and the institutes of the University in the context of provisionof higher education quality. In addition, the article substantiates the directionsof improving the content and practice of usage of mechanisms of statemanagement of the higher education quality, as well as determined thepriorities for the subjects of public administration to use certain methods ofinfluence on the system of quality assurance of higher education in Ukraine.

The basic structure of the Oxbridge type evolved historically as a federal set of multi-disciplinary and largely self-governing colleges. Each set was balanced between competition and cooperation. A distinct feature is that teaching is divided between the university role of organizing and examining taught courses, and the college role of organizing the attendant processes of student learning, especially via the system of tutorials/supervisions, a form of apprenticeship in critical thinking. University policy is strongly influenced by faculty assemblies. This formula is now under pressure from greater dependence on government research funding, and from new performance criteria in evaluation. There are fears that new forms of state control will result in a decline of autonomy, and so the capacity for academic initiative, as universities as a whole become more market-driven.

Increasing one's awareness of the role of the therapist in the community is important to the future development of the profession. The students in rehabilitation medicine at the University of Toronto have embarked on a program of community involvement at the Alexandra Park Community Health Centre. A brief history of the development of the Centre is outlined and a description of the current role of occupational therapy and physical therapy students is provided.

This research considered the context of the University of International Integration of the Afro-Brazilian Lusophony (Unilab) to challenge the subjection of knowledge in general and, specifically, the refoundation of an epistemological pluriversal space in Public Administration. The guiding question of this research was: to what extent the experience of Unilab contributes to the decolonization of practices and knowledge in administration? The main objective is to understand the relationship between intercultural practices and the decolonization of knowledge in administration in the context of Unilab. The qualitative methodology involved an analysis of historical speeches compiled into a broad documentary base and interviews with various subjects, such as professors, students and academic managers active in Unilab. The analysis of the documentary and the narrative discourses of respondents were synthesized into the following categories: production of non-existences, present pasts and controversial latencies in favor of the expansion of the word in administration as a science. Although the practices regarding teaching, research and extension related to the public administration course of Unilab are considerably based on an epistemological universalist legacy, emerging practices interconnect with long-term decolonial latencies, transforming absences into presences and impossibilities into possibilities.
