This research considered the context of the University of International Integration of the Afro-Brazilian Lusophony (Unilab) to challenge the subjection of knowledge in general and, specifically, the refoundation of an epistemological pluriversal space in Public Administration. The guiding question of this research was: to what extent the experience of Unilab contributes to the decolonization of practices and knowledge in administration? The main objective is to understand the relationship between intercultural practices and the decolonization of knowledge in administration in the context of Unilab. The qualitative methodology involved an analysis of historical speeches compiled into a broad documentary base and interviews with various subjects, such as professors, students and academic managers active in Unilab. The analysis of the documentary and the narrative discourses of respondents were synthesized into the following categories: production of non-existences, present pasts and controversial latencies in favor of the expansion of the word in administration as a science. Although the practices regarding teaching, research and extension related to the public administration course of Unilab are considerably based on an epistemological universalist legacy, emerging practices interconnect with long-term decolonial latencies, transforming absences into presences and impossibilities into possibilities.

The nature of the relationship between the public administration and politics and the subsequent role of the administration appear to be incompatible with the emergence of an administrative elite. After analysing the reasons for this incompatibility, the article explores the impact of the measures taken in the wake of the economic crisis on the civil service and its reform, and also the prospects for the development of a senior civil service. The key, and also the challenge, to any change in this direction remains the rebalancing of the relationship between the public administration and politics. Points for practitioners What might interest practitioners is the issue of the conditions of effectiveness of civil service reform in times of economic crisis and significant pressure.

[ACCESS RESTRICTED TO THE UNIVERSITY OF MISSOURI AT AUTHOR'S REQUEST.] This study is an examination of the relationship between political connections and the undertaking of major firm events. In our first essay, presented in Chapter 3, we examine the impact politically connected appointments have on firm acquisition behavior. Using proxy statements, we create a unique database of politically connected bidders and merger targets. We find that bidders who hire connected individuals to the board or management team are more likely to avoid merger litigation. Connected bidders make more bids after the appointment. These firms also bid on larger targets. We determine there is a positive relation between the control premium and the relative of the target's connections. Connected acquirers have superior post-merger accounting performance, particularly when they acquire a connected target firm. In the second essay, presented in Chapter 4, we examine the relationship between political connections of private firms and the initial public offering process. Using registration statement information, we create a unique database of politically connected IPO firms. We find that political connections are substitutes to high-quality underwriters and big four auditors. Politically connected firms manage earnings more highly upward than non-connected firms prior to the public offering. Politically connected firms also exhibit less underpricing than non-connected firms. Politically connected IPO firms also have superior post-IPO returns relative to non-connected IPO firms.

Researched are systemic aspects of the process of implementing national projects in Russia. Attention is focused on effectiveness of solving key problems of development of the public administration system in the context of the relationship between the state and society under modern conditions. The institution of public control in Russia is characterized through prerequisites of formation, organizational and legal status and main functions. The work defines the place and role of the institution of public opinion in the system of public administration and public control, substantiates its regulatory mechanisms, factors and agents of influence. In the aspect of systemic relationship between public administration and public control, the specificity of implementation of national projects in the transforming Russian society is revealed. A sociological vision of the “reset” of conceptual foundations of interrelationships between the public administration system and the institution of public control both at the stage of “entering” the space of national projects and in the process of their implementation is presented. It has been proved, that at the present stage the main integrating factor is consolidation of society through an updated "state-society contract". The analysis of historical and modern practices of public participation made it possible to draw a conclusion about the increase in the function of “co-management” of public control bodies in the interaction of state and public structures.

The economic and political changes in the world, from the 1970s, changed the political education of the Public Institutions of Higher Education in the world. The direction of these changes was clear: the university approachedthe market and the company and created interaction mechanisms that did not exist. The article therefore reviews the academic literature that interprets the relationship between university and market/company from two perspectives: approaches that positively position of interactions, exposing their motivations, interests and forms of interaction, especially the notions on Knowledge Economy and Entrepreneurial University; approaches that observe this interaction critically and reflectively, exposing the problems of interaction, its negative aspects and the reflection of the true role of the public university from the perspective of Academic Capitalism.

The experiments were carried out at the Látókép experimental station of the University of Debrecen on chernozem soil in a long term winter wheat experiment in the season of 2011 and 2012 in triculture (pea-wheat-maize) and biculture (wheat-maize) at three fertilisation levels (control, N50+P35K40, N150+P105K120). Two different cropyears were compared (2011 and 2012). The research focused on the effects of forecrop and fertilisation on the Leaf Area Index, SPAD values and the amount of yield in two different cropyears. We wanted to find out how the examined parameters were affected by the cropyear and what the relationship was between these two parameters and the changes of the amount of yield. Examining the effects of growing doses of fertilizers applied, results showed that yields increased significantly in both rotations until the N150+PK level in 2011 and 2012. By comparing the two years, results show that in 2011 there was a greater difference in yields between the rotations (7742 kg ha-1 at N150+PK in the biculture and 9830 kg ha-1 at N150+PK in the triculture). Though wheat yields following peas were greater in 2012, results equalized later on at N150+PK levels (8109–8203 kg ha-1). Due to the favorable agrotechnical factors, the leaf and the effects of the treatments grown to a great extent in 2011, while in 2012 the differences between treatments were moderate. Until the N150+PK level, nitrogen fertilisation had a notable effect on the maximum amount of SPAD values (59.1 in the case of the biculture and 54.0 in the triculture). The highest SPAD values were measured at the end of May (during the time of flowering and grain filling) in the biculture. In the triculture, showed high SPAD values from the beginning. The same tendency could be observed in the 2012 cropyear, although increasing doses of fertilizers resulted in higher SPAD values until N150+PK level only from the second measurement. Maximum SPAD values were reached at the end of May in both crop rotation system

The author of the article has provided the results of the analysis of the methods of administrative and legal protection taking into account the changes within the relations between public administration and taxpayers and the course chosen by the state for liberalization of tax relations. The place of the concept of the methods of administrative and legal protection in the term system of the science of administrative law and their dialectical relations with the methods of public administration and administrative activity has been established. The author has indicated generic and specific features of the methods of administrative and legal protection of tax relations, where the latter will depend on the peculiarities of the means and methods of influence used by the public administration for the purpose of exercising security functions. The system of methods of administrative and legal protection of tax relations has been offered to form from three elements: general methods of administrative activity (persuasion and coercion), service tools of influence (provision of administrative services, creation of electronic services and publication of open data sets) and organizational methods. The expediency of distinguishing service means of influence into a separate group of methods of administrative and legal protection has been proved. It is conditioned by their special functional purpose – creation of conditions for independent prevention of possible breach of protected relations by the taxpayer. The role and correlation of persuasion and coercion in the system of methods of administrative and legal protection of tax relations have been clarified. Despite the presented importance of the persuasion within the relationship between the controlling agencies and the taxpayers, it has been stated that state coercion remains the main mean of administrative and legal protection of tax relations. Particular attention has been paid on the need to reconsider the correlation of tax and administrative coercion within tax relations. It has been proved that the basis of their delimitation should be not the branch of legislation, where the authority to apply the appropriate measure is assigned, but the essential criterion and the subject matter of regulation (influence) – relations arising from incomplete calculation and late and incomplete payment of taxes and fees, or relationships related to the organization and enforcement of tax responsibilities and the proper exercise by the supervisory authorities of their powers. It has been emphasized that tax coercion, unlike administrative, performs both punitive and compensatory functions.

The role of faculty forms the heart of the university in terms of its scholarship, patient care, and teaching. It is important that the university and the faculty rededicate themselves to outstanding teaching; the erosion of teaching by tenured faculty is contributing to the strain in the relationship with the public. Tenure, academic freedom, and shared governance are all indispensable concepts in the functioning of a great university that are mysterious to those outside the academy. Communicating the importance of these concepts is a critical need for higher education.

Public administration has been challenged by “new public management” and “government redesign” paradigms. In addition, the relationship between government and citizen has been changed dramatically based on the mentioned paradigm shift. Customer orientation in the public sector is one of the changes originated from the private sector’s principles and paradigms. Nowadays, scholars emphasize applying concepts and techniques of customer orientation in e-government. In this text, firstly, customer orientation and its importance in government activities, especially e-government, is described. Then, principles, applications, and experiences of citizen relationship management as a technique of customer-oriented governments are described.

Public administration is subject to major changes affecting many countries, such as the need to implement the European Union Services Directive within the entire EU area. This chapter presents theoretical and practical approaches to developing e-Services and e-Government solutions and real experiences in developing two successful projects with great potential to improve complex Government procedures. The Point of Single Contact is an electronic means through which service providers can find information and complete the formalities necessary to doing business there. Each EU member state must have its own PSC, which should be a reliable source of electronic processing of information that should facilitate the interaction of citizens with the public administration. The design and implementation details of an e-Framework for optimizing the relationship between Governments and citizens using eServices will be presented. Evaluation results obtained by integrating a real-life workflow for opening a business in the Romanian environment are shown. Also, in order to optimize automatic data transfers, document workflows, and business reporting of business organizations, an e-Services system is used.
