The National Curricular Guidelines (DCN) of the undergraduate program in Public Administration bring the discussion and the teaching of ethics as a basic and indispensable disciplinary content to the education of the student. From this finding, the interest in knowing how its teaching occurs and assists the professional education of undergraduate students in Public Administration in Brazil emerged. For that, we developed a document research in the Pedagogical Projects of Courses (PPC) of the Public Field. Based on selection criteria, 15 PPC were included in the study. The undergraduate programs of the Public Field, guided by the republican and democratic ethos, should reproduce this fundamental principle in all teaching-learning processes and this was observed when analyzing the PPC, through the analysis categories of the curricular matrix, syllabuses of the courses and graduate profile. We verified that in most projects there is a search for the insertion of the discussion of ethical, critical and reflexive action both during the program and in the professional practice. Regarding ethics teaching, we believe that as the theme gains strength in the analysis of organizations, it might lead administrators to develop/adopt a more reflexive, critical and socially responsible position.

Governance is consolidated as relevant in the public sphere, capable of helping to strengthen transparency and the dissemination of access to information. In the context of public administration, the Brazilian Federal Universities (FUs) have social relevance, since they involve approximately 1,072,379 undergraduate students, and were responsible for R$ 79.7 billion of the Ministry of Education (MEC) budget in the year of 2017. This research aims to analyze the governance mechanisms used for transparency in the FUs. The management reports and electronic portals of the 63 Federal Universities were analyzed, seeking to identify the transparency practices used. For this, a checklist was developed based on the four dimensions of governance (accountability, disclosure, compliance, and fairness). The quantitative approach was used by cluster analysis and nonparametric tests. The main results highlight that from 63 FUs, 7 FUs did not present management reports, 38 FUs showed greater exposure of governance practices in transparency, while 18 FUs presented less exposure. Even though there are differences between the groups, the study shows that there is still much to be covered by the FUs when it comes to transparency.

In this article we discuss homology learning that teachers in initial training, participating in the Institutional Program for Teaching Initiation Scholarships - PIBID, achieve in the relationship they establish with teachers of the basic school. The central objective aimed to understand homological learning in the process of teacher education for undergraduate students in Pedagogy, considering the insertion in the school routine, in which educational experiences are learned and apprehended through the process of relating to the other. As a theoretical framework for carrying out the work, we anchor the analytical perspective from the contributions of Silva (2016), Silva (2017), Nóvoa (2002), Tardif (2003), among others. The study is affiliated with the (auto) biographical approach, in which narratives are central elements for understanding what is lived and learned. We use narrative interviews with information collection devices. The results indicate that the licensee who experiences educational practices in school daily life, while participating in PIBID, has the possibility of generating teaching learning, revealing knowledge about his personal / professional development. It is also evident the production of knowledge that emerges from the experience, from the very insertion of the student in the school routine, in which the relationship that the teacher in initial training establishes with teachers in service generates conditions of learning through homology.

ABSTRACTThe development of a novel multidisciplinary Nanoscience Concentration Certificate Program (NCCP) at University of Texas at Brownsville (UTB) is reported. The NCCP intended to prepare undergraduate students to emerging nanotechnology markets, industry trends, cutting edge research and technology developments. The rationale for the NCCP is to integrate and expand nanotechnology-relevant courses within a comprehensive curriculum. The established certificate program includes the following seven new upper level undergraduate courses: (i) Introduction to Nanoscience, (ii) Engineering of Nanomaterials, (iii) Nanofabrication and Nanoelectronics, (iv) Introduction to Bio-Nanotechnology, (v) Environmental Nanotechnology, (vi) NanoOptics, (vii) Capstone Design. This program is designed to address the needs for a multidisciplinary undergraduate education at the UTB, which extends beyond traditional courses within science and engineering disciplines. The designed courses will expose students to the nanotechnology areas as part of integration of nanoscience in UTB’s undergraduate programs. To complete the NCCP and receive a Certificate in Nanoscience and Nanotechnology, students must complete 12 credit-hours of NCCP courses. Our ultimate goal is to establish and maintain at UTB a practical, modular, scalable, transferrable and implementable educational STEM platform in nano-sciences, engineering and nanotechnology. The goal of this paper is to examine an instructional technique for Introduction to Nanoscience course as an example for promoting student understanding of scientific concepts and explanations by using combines teaching learning activities and research oriented strategies.

The year 2020 marks ten years since the term “Public Field” was introduced in Brazil. Professors and students of undergraduate programs in public administration, public management, and public policy were the first to adopt the term, which emerged at a public hearing of the National Education Council on April 5, 2010, held to discuss the preparation of the National Curriculum Guidelines (NCG) for public administration undergraduate programs. There are many books and articles about the history of public administration education in Brazil, discussing its various cycles since 1952 and the movement to redefine the identity of higher education in this field of knowledge, which resulted in the establishment of the NCG in 2014. During the period 2015-2020, the Public Field in Brazil witnessed the establishment of representative entities, the process of implementing the NCG, the creation of specific scientific events, the preparation of the National Student Performance Exam (Enade) for public administration students, the elaboration of publications with titles related to the Public Field, and the formation of a multidisciplinary academic community. However, there is no systematization of this period of institutionalization. This article addresses this gap, describing this recent history and analyzing the current challenges of the Public Field. First, we carried out a comparative analysis of literature and documents to reveal the milestones of the public field and its challenges after the implementation of the NCG. Then, we conducted a survey with 365 valid responses, where professors, researchers, students, and alumni related to the Public Field prioritized the challenges presented. The outcome of this research is an overview of the construction of the Public Field in Brazil.

Old dwellings usually have shortfalls in insulation, acoustic and thermal, and in security of electrical services in the interior partition walls. A common building solution is to add a wall lining with a laminate base gypsum board that improves both acoustic and thermal insulation and facilitates a new invisible cable layout without demolition. Conventional solutions have had limited success because of time consumption, environmental impact and cost. This research aimed to create an integrated building system to carry out these interior building refurbishment works quickly, cleanly and with low inconvenience and environmental impact. The research specifically focused on incorporating new molded materials that have a low environmental impact and improving the handling and future modification of thewall lining system. In response to the above goals, the product development methodology was applied to the design of an internal panel to be inserted between the existing partition wall and the closure wallboard, which is usually laminated base gypsum board (LGB). The proposed internalpanel is molded with recycled cellulose pulp (Biprocel) and has adequate relief designed to improve cable layout tasks and better join the laminate base gypsum board to the existing wall face. The development resulted from collaboration between the public administration, university researchers and undergraduate students in the co-design process. This research contributes to improving the applications of recycled cellulose fibers in molded panels for the building industry, particularly in refurbishment activities.

In this article the author characterizes the main stages related to formation and development of modern model of additional professional education of public civilian employees in the Russian Federation as well as problems of regulatory legal base formation and its organization at the level of concrete government body. Great attention is paid to analysis related to practice of formation and implementation of the public order for professional development of public administration system’s staff corps and to foreign experience in studied area. The conclusion about need of improvement of existing model as lagging behind modern realities and not quite corresponding to development prospects of public administration and public service system is drawn.

The technical and rural extension assistance is considered one of the branches of aquaculture that is shaped by educational processes. Thus, the objective of the research was to analyze the contribution of the extension project in aquaculture in the professional formation of students in the Marajó archipelago (Pará, Brazil). The project "Study of the profile of fish farming in the municipality of Breves/Pará as a rural extension practice in the Amazon marajoara" was executed by the Instituto Federal de Educação, Ciência e Tecnologia do Pará (IFPA) Campus Breves. The project’s duration was from October 2016 to April 2017. At the end, interviews were conducted with students from the Technical in Agriculture and Initial and Continuing Training courses in Fish Breeding in Excavated Nurseries, participants in extensionist practices. The results showed that extension activities in aquaculture are relevant and significant for the construction of knowledge, and that they will substantiate and support the professional practice of these students in a concrete and effective way. It is emphasized that the extension project is an excellent channel of teaching-learning, because it brought a series of mutual benefits among the actors (students and fish farmer) involved in the teaching of aquaculture.

Courses in public personnel administration form an important part of the public administration curriculum. However, public administration education has come under substantial criticism for not adequately preparing professionals for careers in the public service. This article describes some key characteristics of education for the professions and uses these characteristics as criteria to assess the course syllabi for nearly forty public personnel administration courses. After finding that the vast majority of these courses appear to lack the requirements for courses in professional education, the article presents some suggestions that instructors of public personnel administration might wish to incorporate in the design and delivery of their efforts.
