Development of additional professional education of public civilian employees

In this article the author characterizes the main stages related to formation and development of modern model of additional professional education of public civilian employees in the Russian Federation as well as problems of regulatory legal base formation and its organization at the level of concrete government body. Great attention is paid to analysis related to practice of formation and implementation of the public order for professional development of public administration system’s staff corps and to foreign experience in studied area. The conclusion about need of improvement of existing model as lagging behind modern realities and not quite corresponding to development prospects of public administration and public service system is drawn.

The article presents the results of the author’s attempt at developing a complex of methodological recommendations for the preliminary assessment and analysis of the public amenities capacity and status in different constituent entities of the Russian Federation. The recommendations as developed by the author are based on specific examples, and are supported by information sources regarded by the author as necessary to use in the course of the analysis. The author also provides recommendations on the graphic representation of the results of the analysis (spread sheets) as well as recommendations on rating of the regions (ranking and grouping the regions in accordance with the level of public amenities development they demonstrate), a thorough analysis of the system of the public administration of the industry, the competences and authority of the federal executive bodies, regional agencies of State power and the local authorities responsible for the regulation of relations in the sphere of public services, an assessment of the capacity of public service providers, and a comparison of public service user prices as quoted by municipal entities in different constituents of the Russian Federation.

The aim of the study is to analyze the existing approaches to the classification of the public services system and to develop an approach that would meet modern domestic requirements. The urgency is due to the insufficient level of theoretical organization of the general array of public services, hence the practical need for the effective functioning of all areas of the system. The results of the study reveal the relationship between the lack of a proper approach to the classification of the public service system and the heterogeneity of changes that occur in different areas of this system. The existing approaches to the concept of "classification" are considered and the author's definition is offered, it is established that classification acts as an important tool of the theory of public administration. The level of complexity of the "service" category as an object of scientific research and the "public service" category is outlined. Modern approaches to classifications of public services are given, among which it is necessary to allocate (by subjects of service rendering, subjects of reception, by groups of services, by types of services, etc.), but it is established that existing approaches do not allow to organize the whole array of public services. Therefore, the author's approach that meets the requirements of this study is proposed. The conclusions are to substantiate the impossibility of establishing a modern system of public services without the development of adequate approaches to classification. The study clarifies the concept of classification, reveals that existing approaches to the classification of public services do not allow them to properly systematize and organize, resulting in the proposed author's approach to the classification of public services by area of provision, but deserves special attention to the criterion of delegation possibility of public service.

Object: It is a social relations, developing in the sphere of formation of the civil service in the Republic of Kazakhstan. National and other countries experience indicate that it is impossible to create an effective public service system without developing scientifically based and verified concepts and features of personnel management in the public service system, which would eliminate systemic contradictions in the legal regulation. The growth of scientific interest in the problems of theory and practice of public service has objective grounds of the study. Methods: Methods of grouping and classification, as well as methods of mathematical modeling, were used in the processing and systematization of data. An econometric model was constructed. Findings: While investigating the features of personnel management in the system of civil service of Kazakhstan, it was revealed that the civil service is based on certain principles, on the basis of which it is possible to carry out personnel planning to respond to changes in the needs of the public service. The authors hypothesized, there is a relationship between the indicator "Services in the field of public administration; services in the field of mandatory social security" and the factor "The list number of employees in the field, mandatory social security" and "The average monthly salary of civil servants". A regression analysis was performed to prove or disprove this hypothesis. Conclusions: Based on the analysis we can say with confidence, the hypothesis put forward about the relationship between the indicators in previous stage are confirmed. The authors comes to the conclusion that the staffing of civil servants is a necessary management process, since the effectiveness of the activities of public authorities is largely determined by the quantity and quality of resources for effective public administration

Courses in public personnel administration form an important part of the public administration curriculum. However, public administration education has come under substantial criticism for not adequately preparing professionals for careers in the public service. This article describes some key characteristics of education for the professions and uses these characteristics as criteria to assess the course syllabi for nearly forty public personnel administration courses. After finding that the vast majority of these courses appear to lack the requirements for courses in professional education, the article presents some suggestions that instructors of public personnel administration might wish to incorporate in the design and delivery of their efforts.

In this contemporary era, the forms of public service in Indonesia have become increasingly practical and instant. Conditions like this to illustrate how the phenomenon of McDonaldization began to plague into public service systems, one of which is with the public service system e-Filing DJP Online. E-Filing DJP Online is an application of public services based on information and communication technology implemented by the state tax execution agency to provide easy access to services for the Taxpayers in Indonesia. The purpose of this study is to see how the principles of McDonaldization are applied in the public service system of tax agencies through the DGT Online e-Filing system. The theory approach used is McDonaldization Theory by George Ritzer, and the concept of Public Service. The method used is qualitative descriptive, with literature review approach. The results show that the DGT Online e-Filing system applies the principles of McDonaldization in the form of its services, namely: efficiency, quantified and qualified services, predictability, control, and ultimately the rationale for irrationality of service.Keywords: McDonaldization, Public Service, Tax, e-Filing

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. Public administration is carried out through the public service. Public administration is an instrument of the State which is expected to implement the policy decisions made from the political and legislative processes. The rationale of this article is to assess the working relationships between ministers and permanent secretaries in the Government of National Unity in Zimbabwe. The success of the Minister depends to a large degree on the ability and goodwill of a permanent secretary who often has a very different personal or professional background and whom the minster did not appoint. Here lies the vitality of the permanent secretary institution. If a Minister decides to ignore the advice of the permanent secretary, he/she may risk of making serious errors. The permanent secretary is the key link between the democratic process and the public service. This article observed that the mere fact that the permanent secretary carries out the political, economic and social interests and functions of the state from which he/she derives his/her authority and power; and to which he/she is accountable,  no permanent secretary is apolitical and neutral to the ideological predisposition of the elected Ministers. The interaction between the two is a political process. Contemporary administrator requires complex team-work and the synthesis of diverse contributions and view-points.

ABSTRACT With the deepening of the national health program, the number of people participating in sports activities is increasing, and the problem of insufficient community sports resources is becoming more and more obvious. It is an effective way of solving the problem of injecting sports resources into the public service system of national fitness, but the process of integration of sports resources and public national fitness service is not smooth. Through expert consultation and a fuzzy comprehensive evaluation method, this study analyzed the current situation of university sports resources into the public service system of national fitness, and collected the evaluation of social fitness personnel on the opening of university resources by means of a questionnaire combined with experts' opinions, using a fuzzy comprehensive evaluation method to transform subjective and fuzzy evaluation into objective and specific evaluation points. The research shows that the current level of university sports resources into the public service system of national fitness is low, which shows that the sports resources sharing policy under the national fitness has not been well implemented. The study proposes that the level of sharing of sports resources can be strengthened by the awareness of sharing of sports resources by university leaders and improving the management system. This study is expected to represent a reference for the university sports resources into the public service system of national fitness in the new era.
