In this article we present some reflections from a conceptual analysis and discussion that are part of a wider research intending to understand and questioning current ways of expertise in educational policy-making, namely, concerning to the characteristics of the expert actors and the kind of knowledge recognized as valid to legitimize political decisions. Starting from a contextualization of the research interests in the recent (last decades) changes on modes of governance and policy decision-making, we synthesize and try to put in discussion the perspective of some authors, in an approach to the concepts of expert and expertise that take as particular reference the articulations established between these and other concepts, professional fields and nearby spheres of action. Some considerations that have resulted from this analysis indicate an interpretative variability with such amplitude that allows the inclusion of opposite concepts for expert, especially if we consider knowledge formalization level and knowledge specialization level. We also provide some clues about the pertinence of analyzing political decision-making processes through an approach of the expert as a collective figure.

The interest in procedures for political decision-making has grown tremendously during recent decades. Given the intense scholarly debate and the implementation of greater opportunities for citizen participation in many democracies, there has been surprisingly little interest in citizens’ conceptions of democracy understood as their preferences concerning the processes by which the political system works. Some recent attempts do, however, suggest that it is important to expand the study of public opinion from policy output to decision-making processes, and that there are coherent patterns in citizens’ expectations of the way in which political decisions come about. What is not clear, though, is whether citizens’ different conceptions of democracy have repercussions for how they engage in politics. Using the Finnish National Election Study of 2011 (Borg and Grönlund 2011), this article explores the relationship between citizens’ conceptions of democracy and patterns of political participation. Results demonstrate a distinct association between citizens’ ideals and the actions they take.

In this scientific article, international and national legislation on citizens decision-making processes has been investigated, to what extent is the importance of public control in the process of political decision-making, the implementation of citizens' participation in local government directly by itself or through elected representatives (political institutions). Also, practical proposals aimed at increasing the participation of public structures in decision-making were made.

Consultative participation of citizens in political decision-making processes has been increasing in order to facilitate democratic legitimacy and responsiveness. Consequently, participatory budgets have been established as a 'best practice' for consultative participation of citizens in political decision-making processes. The authors compare participatory budgets of 31 German municipalities. An analysis of differences between successfully and unsuccessfully rated participatory budgeting processes provides informative insights and allows for in-depth comparison on a municipal level. The authors show that external service providers and electronic participation channels significantly increase the number of participatory citizens and are positively connected with pursued objectives of dialog processes and public responsiveness as well as efficient and effective decisions. Furthermore, the acceptance of all participants proved to be a key factor for a successful public participation process. The authors' analysis opens up new starting points for further research.

Nostalgia and retro are phenomena of modernism and modernization that are currently booming. This goes for political decision-making processes as much as for popular culture where retro aesthetics is the dominant mode of design: Both appear driven by ‘longings for a time that never was.’ While research on nostalgia and retro abound, nostalgia still remains a vague and undertheorized concept seemingly identical with retro. Engaging the ways in which Damien Chazelle’s 2016 movie La La Land and Guillermo del Toro’s The Shape of Water of 2017 produce and interrogate affects, this essay shows how film allows us to make distinctions that the proliferating research on nostalgia and retro often fail to deliver. As we zoom in on how both films reference iconic moments in film history, it becomes evident that retro aesthetics operates in distinctively diverse manners. While La La Land interrogates cinema’s “nostalgia for nostalgia”, The Shape of Water reclaims nostalgia as a mode of social bonding. In this way, both movies foreground how the dynamics of nostalgia, at best, moves forward, not back. Film studies, in turn, can shed considerable light on how both nostalgia and retro work—and why they sell so well.

AbstractThere are numerous associations between psychological characteristics and political values, but it is unclear whether messages tailored to these psychological characteristics can influence political decisions. Two studies (N = 398, N = 395) tested whether psychological-based argument tailoring could influence participants’ decision-making. We constructed arguments based on the 2016 Brexit referendum; Remain supporters were presented with four arguments supporting the Leave campaign, tailored to reflect the participant’s strongest (/weakest) moral foundation (Loyalty or Fairness) or personality trait (Conscientiousness or Openness). We tested whether individuals scoring high on a trait would find the tailored arguments more persuasive than individuals scoring low on the same trait. We found clear evidence for targeting, particularly for Loyalty, but either no evidence or weak evidence, in the case of Conscientiousness, for tailoring. Overall, the results suggest that targeting political messages could be effective, but provide either no, or weak evidence that tailoring these messages influences political decision-making.

Abstract Foreign policy analysis (FPA) opens the “black box” of the state and provides explanations of how and why foreign policy decisions are made, which puts individuals and groups (from committees to ministries) at the center of analysis. Yet the sex of the decision-maker and the gendered nature of the decision-making process have generally been left out of the picture. FPA has not addressed questions regarding the influence of women in foreign policy decision-making processes or the effects of gender norms on decision-making; indeed, FPA appears to be almost entirely gender-free. This article argues that “gendering” FPA is long overdue and that incorporating gender into FPA frameworks can provide a richer and more nuanced picture of foreign policy–making.

Democracies are typically considered more legitimate than other types of regimes because they allow the citizens to participate in the policy decision-making process. Others argue that the policy output matters most, and citizen influence plays a lesser role. This study presents two survey experiments on the micro foundations of these two sources of political legitimacy, thus contributing to an emerging literature that experimentally investigates the effects of democratic procedures in small-scale settings. Respondents who saw the decision going in their favour found the decision much more acceptable than the respondents who preferred another outcome. Conversely, decision-making influence generally did not serve as a legitimising factor among the respondents. This result supports the argument that citizens prefer a stealth democracy where they are minimally involved in democratic decision-making processes.
