The article discusses the problems of improving strategic planning in the context of methodological support for the development of state regional programs. On the example of the State Program «Development of Education in the Altai Territory», the expediency and the possibility of a preliminary (prior to the approval of the document) assessment of the feasibility of the development goals set in regional state programs, assessment of the necessary resources to achieve them, determination of the values of indicators of socio-economic development of the constituent entities of the Russian Federation are shown. The article discusses a mechanism for assessing the effectiveness of a specific program using integral indicators and economic and mathematical modeling. The values of the integral indicators are determined using the principal component method for the base and final year of the program and are included in the model in the form of constraints within which the calculated values are determined. The difference between the basic and calculated values of the integral indicators with strict equality of the sought and software funds shows the degree of the program’s feasibility.

Gender determination of the human remains can be very challenging, especially in the case of incomplete ones. Herein, we report a proof-of-concept experiment where the possibility of gender recognition using Raman spectroscopy of teeth is investigated. Raman spectra were recorded from male and female molars and premolars on two distinct sites, tooth apex and anatomical neck. Recorded spectra were sorted into suitable datasets and initially analyzed with principal component analysis, which showed a distinction between spectra of male and female teeth. Then, reduced datasets with scores of the first 20 principal components were formed and two classification algorithms, support vector machine and artificial neural networks, were applied to form classification models for gender recognition. The obtained results showed that gender recognition with Raman spectra of teeth is possible but strongly depends both on the tooth type and spectrum recording site. The difference in classification accuracy between different tooth types and recording sites are discussed in terms of the molecular structure difference caused by the influence of masticatory loading or gender-dependent life events.

Education development is the product of endogenous socio-economic; studying on regional differences of education level plays an important role in social and economic development. This paper constructs regional education development index system based on two aspects of basic educational facilities and educational scale, applies robust principal component analysis method to explore education development level differences of China's 31 provinces, and with the traditional principal component analysis for comparison. Research shows that, results obtained by robust principal component analysis is more in line with China's actual situation; the overall level of education is not high and the difference between regions is large; China's basic education is positively correlated with regional economy, while inversely correlated with regional population.

The relevance of the article is justified by the increasing role of scientific provision for identification and structuring of regional development problems in the evolvement of directions of the State regional policy, as well as in the formation of strategies and programs of socio-economic development of regions of Ukraine. The article is aimed at substantiating the methodical approach to identification and structuring of problems of the region development. The analysis of the interpretation of the essence of concepts of «problematic region» and «depressed region» is carried out. It is defined that the concept of «problematic region» is wider, despite the fact that there is no such definition in the legislation of Ukraine. It is proved that in order to identify and structure the problems of regional development, it is advisable to apply the methodical approach developed by the author, which contains four consecutive stages, the implementation of which will allow to carry out a qualitative and quantitative assessment of the peculiarities of the regional development of Ukraine and identify the accompanying problems. Both the identification and structuring of problems along with determination of regional development goals is carried out in the measurements of «Natural-territorial and socio-economic potential», «Socio-economic and ecological efficiency», «Quality of life of the population». As for the above defined measurements of problem research and determination of regional development goals, it is proposed to apply the indicative indicators calculated using an additive method of convolution of their partial indicators and components. Prospect for further research is to improve the methodological provision of the goal-setting of development of regions of Ukraine.

Banana peel is a promising source to be utilized in fortification of food products due to the high content of carotenoids (Cars) which are active as provitamin A. Dominant, total and relative concentrations of Cars were determined from fresh flesh and peel in three cultivars of banana obtained from Raja, Ambon Kuning, and Kepok Kuning. To evaluate the difference in Car compositions principal component analysis (PCA) was also performed. Based on chromatographic, spectroscopic, and mass spectrometric analyses, dominant Cars were separated and identified to be lutein, α-carotene and β-carotene. Lutein was the major Car of fresh peel, while other two Cars were found in fresh flesh in addition to lutein. Raja banana had the highest total concentration of Cars among three banana samples used. PCA results generated from the absorption spectra showed three clusters of the different banana samples. PCA results are correlated to their Car compositions and this method might be applicable for the determination of dominant Cars.

The habitats typification was made using the European Habitat Classification System EUNIS (European Nature Information System) for the Sverdlovsk District of the city of Irkutsk. The object of study is divided into 676 plots with QGIS software. Geobotanical descriptions were carried out for some of them. Six parameters were determined which influence to the configuration and the functioning of habitats: 1) the presence of urban greening (the ratio of the area with vegetation cover to the total area of the plot); 2) paving (the ratio of the area of artificial surfaces to the total area of the plot); 3) soil outcrops (the ratio of the area of barrens to the total area of the plot); 4) the presence of surface water (the ratio of the area of water bodies to the total area of the plot); 5) location heights and 6) slope steepness obtained for each section according to SRTM data. Analysis of the data by the principal component method showed that the greatest influence on the determination of the EUNIS habitat type of the first hierarchical level is exerted by the parameters of greenery, paving (the first main component) and slope (the second component). Evaluation of the results of classification by the method of the discriminant analysis showed that it is 51.5% attributable to these variables, and the rest is described by other factors.

Simple, accurate, and eco-friendly spectrophotometric procedures were proposed and implemented for simultaneous determination of anticoccidial drugs from three different classes namely, amprolium hydrochloride (AMP), sulfaquinoxaline sodium (SQX) and diaveridine hydrochloride (DVD). Dual wavelength in ratio spectra procedure was proposed where the difference in amplitudes (ΔP) in the ratio spectra at 264 nm and 301.9 nm (ΔP264&301.9 nm) corresponded to AMP with mean percentage recovery 100.00±0.923%, while (ΔP250.9&279 nm) and (ΔP218&243.5 nm) corresponded to SQX and DVD with mean percentage recoveries 99.31±1.083 and 100.64±1.219%, respectively. The dual wavelength in ratio spectra procedure was validated according to the ICH guidelines and accuracy, precision and repeatability were found to be within the acceptable limit. Multivariate chemometric approaches, namely, partial least-squares (PLS-2) and principal component regression (PCR) were also proposed with mean percentage recoveries 99.31±0.769, 98.91±1.192 and 99.04±1.245% for AMP, SQX and DVD, respectively, in PLS-2 and 99.63±1.005, 99.11±1.272 and 98.93±1.338% for AMP, SQX and DVD, respectively, in PCR. These procedures were successfully applied to the multi-ingredient veterinary formulation with mean percentage recoveries 100.75±1.238, 99.29±0.875 and 99.34±0.745% for AMP, SQX and DVD, respectively, in dual wavelength in ratio spectra procedure and 101.03±1.261, 101.48±0.984 and 101.10±1.339% for AMP, SQX and DVD, respectively, in PLS-2 and 100.22±1.204, 101.10±0.546 and 100.91±0.677% for AMP, SQX and DVD, respectively, in PCR.

ABSTRACT The fractional determination of 17-ketosteroids in the daily urine was performed in nine cases of hyperemesis gravidarum and in four control cases, in the first trimester of pregnancy both before and after corticotrophin administration. The excretion of total 17-KS is similar in the two groups. Only in the hyperemesis group does the excretion of total 17-KS increase significantly after corticotrophin administration. The fractional determination reveals no difference between the two groups of patients with regard to the values of the fractions U (unidentified 17-KS), A (androsterone) and Rest (11-oxygenated 17-KS). The excretion of dehydroepiandrosterone is significantly higher in the hyperemesis group than in the control group. The excretion of androstanolone seems to be lower in the hyperemesis group than in the control group, but the difference is not statistically significant. The differences in the correlation between dehydroepiandrosterone and androstanolone in the two groups is significant. The high excretion of dehydroepiandrosterone and low excretion of androstanolone in cases of hyperemesis gravidarum is a sign of adrenal dysfunction.

The development of modern civilization attests to its decisive role in the progressive development of institutions. They identified the difference between Western civilization and the rest of the world. Confirmation of the institutional advantages of the West was its early industrialization. The genesis and formation of institutionalism in its ideological and conceptualmethodological orientation occurs as a process alternative to neoclassic in the context of world heterodoxia, which quickly spread in social science. Highlighting institutional education as a separate area of sociocultural activity is determined by the factor of differentiation of institutional theory as a whole. A feature of institutional education is its orientation toward the individual and his/her transformation into a personality. The content of institutional education is revealed through the analysis of the institution, which includes a set of established customs, traditions, ways of thinking, behavioral stereotypes of individuals and social groups. The dynamics of socio-political, economic transformations in Ukraine requires a review of the foundations of national education and determination of the prospects for its development in the 21st century in the context of institutionalism.

The article contains some comments on the project of the National Program for the Development of the Far East until 2025 and for the future till 2035. It is noted that the project does not meet the formal requirements of the program document, has a number of unreasonable proposals and measures, the implementation of which may threaten the sustainable development of the region. The authors believe that in the development process it is necessary to take into account the principles of environmental and economic balance. The conclusion is made about the feasibility of developing a methodological framework for evaluating such documents as a tool for achieving sustainable development goals.
