A promising direction for solving the problems of improving life in rural areas is the implementation of the Local Initiatives Support Project, which is the most common and popular practice of initiative budgeting on the whole territory of Russian Federation. The theoretical basis of participatory budgeting is the republican theory of the organization of society and participatory democracy, which assumes a decentralized collective decision-making that affects the life of the community. The article considers the history of the development of participatory budgeting in the world, the Russian Federation and the Altai Region in particular, describes the applied procedure of initiative budgeting, and analyzes the implementation of the Local Initiatives Support Project on the example of the Kosikhinsky district, Altai Region. The performed researches indicate the expansion of the practice of realization the LISP in the Altai Territory. But already at this stage the authors note the need to improve relations between the project participants and suggest using the experience of implementing the adapted methodology developed by the European University in St. Petersburg and the Committee of Civil Initiatives in the cities of Cherepovets (Vologda region) and Sosnovy Bor (Leningrad region) for this purpose.

The purpose of the article is to identify the typical risks of participatory budgeting projects within the framework of the most common regional practice introduced in more than 40 constituent entities of the Russian Federation - a program to support local initiatives and the formation of measures to minimize their occurrence as part of the monitoring function implemented by various stakeholders. Local government bodies, executive authorities of the constituent entity of the Russian Federation, the population of the municipality - the territory of the project are identified as stakeholders for the participatory budgeting projects under consideration. The main element of the research methodology was the structural level method, which allows us to consider the risks of projects supporting local initiatives as an element of the economic system and economic level of public administration in the subject of the Russian Federation. The article clarifies the concept of “project risk management” through the systematization of the economic categories included in it, such as risk, threat, uncertainty, factors of uncertainty and chance, project risk, management system. As a prerequisite for the functioning of the management system, the authors noted the need to take into account risk-forming factors and their sources, as well as elements of uncertainty. The phases and stages of the life cycle of projects supporting local initiatives and typical risks within each of the elements are identified. Measures have been developed to minimize the possibility of the onset of risks of projects supporting local initiatives that can be implemented by various stakeholders as part of the management function “control”. The significance of the identity of representatives of local communities for the implementation of projects supporting local initiatives and minimizing their risks is substantiated. The results of the study can be embedded in the activities of public authorities at the state and municipal levels, of interest to scientists in the field of economics and management.

The qualitative peculiarity of the existing land market in rural areas requires constant assessment of both the mechanisms that control its development and the direction of changes in its segments. Therefore, the purpose of the study was to analyze the territorial features of the development of the agricultural land market in modern conditions of the implementation of the import substitution policy. The research was carried out across the constituent entities of the Russian Federation of the Northwestern Federal District (NWFD) and in more detail on the example of the municipal districts of the Leningrad region using data from Rosstat, Rosreestr, the Ministry of Agriculture of the Russian Federation and other sources. Statistical methods of information processing were used. Based on the analysis of the dynamics of changes in the size of the cultivated areas, it was concluded that there were unfavorable tendencies as to the demand for arable land in the conditions of the Northwestern Federal District. Due to it, the reduction in the area under crops occurs in regions with more favorable conditions for agricultural activities. As the result, the growth in the number of transactions for the sale and purchase of agricultural land in the regions of the Northwestern Federal District is not sustainable. On the example of the municipal districts of the Leningrad region, the features of the primary and secondary market for agricultural land were revealed: the supply of land plots exceeds demand and is localized in the suburban area, such types of land turnover as the purchase and sale and lease of land plots have limited development. Depending on the location and other rental characteristics, the level of land prices, even within the boundaries of one municipal district, varies from 2.5 to 15 times. It has been established that the development of subsystems of market turnover of agricultural land is closely related to the conditions and results of economic activity in rural areas.

Yeremin, «The History of the National Prosecutor’s office» and the anthology «The Prosecutor’s Office of the Russian Empire in the Documents of 1722–1917» (authors: V. V. Lavrov, A. V. Eremin, edited by N. M. Ivanov) published at the St. Petersburg Law Institute (branch) of the University of the Prosecutor’s office of the Russian Federation in 2018. The reviewers emphasize the high relevance and high level of research, their theoretical and practical significance. The textbook and the anthology will help the students increase their legal awareness, expand their horizons.

This article provides a classification and characteristics of persons convicted for crimes in the field of narcotic drugs and psychotropic substances illicit trafficking. The article deals with the statistics in this sphere over the past five years. Based on the collected empirical evidence the authors analyzed the qualitative indicators of convicted drug offenders. The examination of statistical data from investigative and judicial practice on crimes in the field of narcotic drugs and psychotropic substances illicit trafficking made it possible to sketch a criminal profile of a person sentenced to imprisonment: a citizen of the Russian Federation, a male between 18 to 39 years, having a secondary general or vocational education. Moreover, the personality of a convicted person is characterized by his internal criteria deformation devaluing the norms and rules that express and consolidate public interests. The authors also conducted a comparative analysis of offenders convicted both in the Russian Federation and in such federal subjects as Saint-Petersburg and Leningrad region. The choice of St. Petersburg as one of the objects of this research is justified by the fact that it has been among the leaders of the regions with the largest number of recorded drug-related crimes for several years.

The article highlights the importance of a balanced structure of the economy in terms of the ratio of the production of goods and the provision of services; the history of specialization of the Russian Federation as a state and territorial entity, the key features of its structure are considered. Modern aspects of import substitution in Russia are described. A comment is made on the program “Import Substitution 2.0”, which is based on quotas for public procurement from Russian suppliers. Some problems and negative aspects of the state of implementation of the import substitution program in the Russian Federation are reflected. It is concluded that the measures for the development of import substitution were largely unsystematic, were of a fragmented nature, and in some cases even contradicted each other. Their implementation failed to optimize the structure of the economy. A set of measures to escalate import substitution is proposed, including the priority development of specific types of goods with a certain share of sales abroad and the coverage of import substitution in the sphere of services.

One of the main aims and objectives of Modern Russian education is to make a human be ready for effective working and interacting in the multiethnic educational environment. Different aspects of the multiethnic education are registered in numerous Legal Acts of the Russian federation. Educators multiethnic competence comprises such aspects as knowing national, religious, gender and other peculiarities of students under training, respective attitude towards them; the ability to behave in terms of cultural conformity as well as the ability to organize meaningful dialogue in a multiethnic group and to use these cultural peculiarities to enrich students personal experience. Moreover, educators multiethnic competence also includes understanding of students ethnopsychological reactions which are conditioned by their cultural background and national identity. The trainee has to anticipate and to resolve a conflict in a multiethnic group. Cultural studies of different nationalities have to be organized in different ways: among the most popular methods we are bound to mention the historical studies of nations and the annexation of different ethnic communities to the Russian federation, the history of an ethnic group contribution to the heroic deeds during wars and while defending the homeland. One of the most effective ways of understanding and assimilating other peoples traditions and customs is to make students participate in different national festivals, religious holidays and feasts. Reading national poets and writers contributes greatly to the better acquisition of the material as well. There are some other methods to get acquainted with cultures for example, National days, learning national games, songs, poems; collective projects, competitions, contests; work with families and family celebrations of national holidays with national food, family stories about strong family traditions and customs; training exercises which cultivate students tolerance towards other nations and ethnic groups etc.


The article presents a typology of rural areas in the Russian Federation in terms of the level and dynamics of socioeconomic development based on comparative statistical and comparative trend methods of analysis, which the authors have elaborated. The authors cover methodological approaches, as well as organizational and economic mechanisms of agriculture, which are stipulated in the government program “Integrated Development of Rural Areas” for 2020-2025, and their expected influence on the transformation of types of rural areas, which have arisen in the country.
