Scientific conferences are not only sites of knowledge exchange and networking. They are also spaces of valuation that are constitutive of epistemic cultures. At conferences, scholars (re-) negotiate what counts as good research, what kind of scholarship is considered valuable and which epistemic properties matter for their field. This negotiation sometimes happens explicitly, but more often through evaluative acts: statements of reasoning and justification, questions and remarks, and evaluative emotional utterances that include literal and figurative expressions of appreciation, scepticism, rejection, etc. Combining conference ethnography with a pragmatic approach borrowing insights from linguistics offers a way to identify and interpret such evaluative acts in conference talk. An analysis of data from the 3rd International Forest Policy Meeting (IFPM3), a virtual event with participants from across the globe, serves as illustrative case. Text materials generated through observing participation (field notes, transcripts, chat comments and abstracts) show how forest policy researchers ascribe worth to studies characterised by methodical rigour and praxis orientation, and guided by an objectivistic ideal of science. However, the latter was also challenged by panelists who enthusiatically appraised reflexive research that acknowledged the role of emotions in knowledge production.The IFPM3 case shows that conferences offer a unique space for observing academic valuation practice. Exploring how scholars enact values through conference discourse will not only help to better understand the specificities of particular research fields and their epistemic cultures. It can also more generally enhance the understanding of how social and epistemic levels in science intersect.

International forest policy is mainly shaped by the participation of countries at global level, which is why forest-related organisations in Europe and their political processes have received little attention up to now. Meanwhile, however, global forest policy is being increasingly influenced by regional processes. Efforts are underway in the context of various European processes to put sustainable forest management on a firmer footing and make it better known outside the sector. Hence the safeguarding of national interests in the European context is becoming more important for Switzerland. This contribution presents the main forest policy organisations in Europe from Switzerland's perspective, i.e. Forest Europe, the FAO European Forestry Commission, the UNECE Timber Committee, the European Union and the European Forest Institute, so as to provide a better understanding of where European forest policy originates.

How successful have nongovernmental organizations (NGOs) been in influencing international forest policy? Specifically, how effective have they been at altering the texts of international forest policy declarations and agreements? This paper studies NGO efforts to influence international forest policy from the mid-1980s, when deforestation first emerged as an international environmental challenge, to 2001 when the United Nations Forum on Forests was created. This paper demonstrates that, in the short term, NGOs are more effective when they: 1. involve themselves in the early stages of negotiations, 2. suggest substantive and procedural ideas that are already well-known in fora outside forest politics, and 3. align their suggestions with the prevailing neoliberal discourse of international politics. The paper suggests that such conditions can be rather limited and thus speculates about NGO efforts within a longer time frame.

Public forest administrations in the Western Balkans were challenged when facing novel forest policies following the breakup of Yugoslavia in the 1990s. To answer (i) what (formal) goals lead public forest administrations nowadays and (ii) how do public forest administrations fulfil these goals, we evaluated the implementation of forest policy goals in Serbia, Croatia, FYR Macedonia, and Republika Srpska by using existing criteria and indicators and the 3L model as a theoretical basis. Survey and document analyses focused on the effects observable in state and private forests. In state forests, all public or state forest enterprises were able to reach goals of multifunctionality and profitablity by prioritizing marketable goods. Sustaining forest stands is important, but it is met differently in practice. Performance in private forests is much weaker and the influence of ministry departments or sectors is weak. In conclusion, the potential for a new, stronger role of public forest administration exists: (i) the supply of marketable and nonmarketable goods could be increased, whereas securing sustained forest stands remains a permanent challenge; (ii) efficiency and profits could be improved if internal and external pressures grow; and (iii) joining forces of forestry actors could strengthen the currently weak political role and enable a strong forestry representative to emerge in the future.

Forest economists have had a checkered history in showing their relevance to foresters in Canada. At the same time, foresters have sometimes seemed to ignore social considerations, identified by economists, in practices and policies. Although communication seems to be improving, there are still a number of divisive issues and associated viewpoints that inhibit the use of economics in forestry. In this paper, I investigate four hypotheses that could explain why forest economists and foresters in Canada have had such a hard time communicating. Hypothesis #1 is that economic concepts are irrelevant to forestry. Hypothesis #2 is that foresters are actually brilliant, but "dark side," economists that have structured systems to protect forests from economic forces. Hypothesis #3 is that foresters are "enlightened" economists that are catering to real social preferences that most economists do not understand. Hypothesis #4 is that forest economics may be relevant but is difficult within the contexts that it is practised. Analysis shows that while all hypotheses have elements of truth, the higher numbered hypotheses tend to be more supportable. The article outlines the main strategic guidelines for sustainable spatial development of forest management at different hierarchical levels of forest management (global, national, regional and local), which are related to the formation of a sustainable forest management system on an ecosystem basis in accordance with international principles and agreements on sustainable forest development. Emphasis is placed on the formation of the system of international ecological management of forestry for the implementation of the ecosystem approach in the system of spatial forest management. The necessity of forming a fundamentally new state ecologically oriented forest policy of Ukraine, based on the reassessment of human views on the role of forests in the global environment, was stated. The basic requirements for ecologically oriented national forest policy in the field of rational use and reproduction and protection of forest resources are formed. The main ways of solving environmental problems in the system of sustainable forestry are also outlined. The main directions of long-term development of global forestry are determined. The main directions of long-term development of global forestry are determined. The main components of international regulation of relations between states in the field of compliance with environmental requirements in the field of forestry have been formed.

Since UNCED 1992, national forest programmes(NFP) have served as a strategy to formulate and implement forest policies aiming at sustainable forest management. At the international policy level, the Intergovernmental Panel on Forests and the United Nations Forum on Forests have issued a set of proposals for action. A number of countries have started to plan and implement national forest programmes. However, precisely what NFPs are, and what their impact might be, is not entirely clear. This article gives an overview of the international forest policy debate and discusses first experiences made with NFPs in European countries. Against this background the article reflects on the lessons learnt and discusses the prospects for an NFP in Switzerland.

Water-related forest ecosystems services (WES) are vital to the functioning of the biosphere, society, and human well-being. In Slovakia, the active support of WES is provided by economic instruments of forest policy, while the market-based solution as payments for water-related services (PWS) is lacking. Starting from this point, the objective matter of the paper is to develop the payments for WES schemes in Slovakia. The study was based on document analysis and stakeholders´ opinions towards PWS. Fifteen Slovak stakeholders from forestry, water management, and nature protection were involved in the study. These stakeholders represent potential buyers, seller, intermediaries, and knowledge providers in PWS schemes. Based on the theoretical background and the results of the survey, the authors defined key aspects of the design and implementation of PWS schemes in Slovak conditions such as potential buyers and sellers, important factors for the implementation of PWS schemes, and the role of public authorities.
