International forest policy is mainly shaped by the participation of countries at global level, which is why forest-related organisations in Europe and their political processes have received little attention up to now. Meanwhile, however, global forest policy is being increasingly influenced by regional processes. Efforts are underway in the context of various European processes to put sustainable forest management on a firmer footing and make it better known outside the sector. Hence the safeguarding of national interests in the European context is becoming more important for Switzerland. This contribution presents the main forest policy organisations in Europe from Switzerland's perspective, i.e. Forest Europe, the FAO European Forestry Commission, the UNECE Timber Committee, the European Union and the European Forest Institute, so as to provide a better understanding of where European forest policy originates.

Bilateral development co-operation projects in forestry have been continuously enlarging their field of action to encompass national policies for forestry and other relevant sectors, with the aim of taking better account of the situation in the country in question. At the same time, international (multilateral)political processes are attempting to create favourable conditions for countries to implement a sustainable forest management. In both cases, the national level is decisive, showing the potential of national forest programmes. By following the steps that led to development co-operation as it is today, the author derives elements of an international forest policy for Switzerland and views its actual engagement.

Since UNCED 1992, national forest programmes(NFP) have served as a strategy to formulate and implement forest policies aiming at sustainable forest management. At the international policy level, the Intergovernmental Panel on Forests and the United Nations Forum on Forests have issued a set of proposals for action. A number of countries have started to plan and implement national forest programmes. However, precisely what NFPs are, and what their impact might be, is not entirely clear. This article gives an overview of the international forest policy debate and discusses first experiences made with NFPs in European countries. Against this background the article reflects on the lessons learnt and discusses the prospects for an NFP in Switzerland.

Abstract The Polish “National Forest Policy” was adopted by the Council of Ministers in April 1997 and since then no revisions of this document have been made. However, over the last two decades policy changes affecting forests and forestry have been implemented worldwide including Europe. Nonetheless, in more recent years, significant changes in social, economic, institutional, and legal aspects of forestry have also occurred in Poland. This paper is the first of a series of five articles, which aim at highlighting necessary changes in the “National Forest Policy” following the achievements of European forest policy processes and trends in forest policy of selected European countries. The focus of the present paper are the most important European processes of forest policy formulation, in particular the Ministerial Conference on the Protection of Forests in Europe (Forest Europe process) as well as forest-focused and forest-related polices of the European Union. Included in this research are the Forest Europe resolutions as well as decisions and EU policies, strategies and legal acts in terms of the general objectives set for forests and forestry. The analysis focuses on the period 1997–2016, i.e. starting from the year the “National Forest Policy” has been adopted. The conclusions of this first paper are that in recent years, forests and forestry have been increasingly included in various sectoral policies of the European Union (environmental and biodiversity protection, climate, energy, agricultural polices), which requires the member states to revise and adjust their own forest-related regulations and policies.

Abstract The aim of the paper was to evaluate the priorities set for policy-making in forestry formulated under the Forest Europe process and in programmes, policies, strategies and legal acts of the European Union after 1997, which is also the year when the Polish ‘National Forest Policy’ was adopted by the Council of Ministers. During the last two decades, rapid policy development has been occurring Europe-wide. Forest policy goals defined within the Forest Europe process have also been reflected in EU’s strategic documents and legal acts and both processes are complementary as well as influencing each other. Forest policy priorities after 1997 cover all three major aspects of sustainable forest management (SFM): ecological, economic and social. However, the main emphasis has been put on economic and social aspects of SFM. The key priorities defined in numerous Forest Europe and EU documents are the following: enhancing the role of forests and forest management in mitigating climate change including the promotion of production and wide use of wood; adapting forests to climate change and changing environmental conditions; conserving, protecting and enhancing forest biodiversity; enhancing the role of forests and forest management in rural development; fostering coordination and cross-sectoral cooperation within forestry. The need for enhancing forest research has been pointed out in almost all analysed Forest Europe commitments as well as in numerous EU documents.

Annual review of forest policy 2013 At the federal level, forest policy in 2013 was marked by a high number of implementation tasks on the one hand, and by the preparation of a renewed revision of the Forest Law on the other hand. The latter involved not only formal changes to individual legal articles, but also new regulations to protect against dangerous and harmful organisms, about the advancement of timber production and climate change adaptation. The traditional implementation tasks in 2013 included the approval of the budget, the controlling of different program agreements, the processing of parliamentary interventions as well as providing diverse documents. Particularly noteworthy this past year was a Federal Court decision, which, in contradiction to the cantonal lower court, classified test-drilling in a forest as a disadvantageous non-forest exploitation that requires authorization. At the international level, the adoption of a European Forest Convention was hindered primarily because the decision about the location of the secretariat stalled. In terms of forest-relevant policies, particularly spatial planning and energy policy can be expected to have noticeable effects on forests.

Advancement of the Swiss Forest Policy 2020 from stakeholders' perspectives In light of the ending of the Swiss “ Forest Policy 2020”, this article assesses the goals, challenges and concerns of Swiss forest stakeholders in relation to forest policy post 2020. The data were collected through expert interviews and an online survey. The results show that securing an economically sustainable forest management and economically viable silvicultural businesses are key concerns for many stakeholders. Apart from these issues, several further and sometimes conflicting interests were mentioned. The study concludes that a debate on an adjustment of the weights given to goals in the Swiss Forest Policy 2020 may be commendable. However, there does not appear to be need for a complete change of course in order to address the stakeholders' needs and concerns. In terms of policy process, most stakeholders positively evaluated the past planning and development process of the Swiss Forest Policy 2020, but also provided suggestions for improvements. Finally, a network analysis revealed that the Swiss Federal Agency for the Environment, the Swiss Forest Owners Association and the Conference of Cantonal Foresters played a central role in the amendment of the Swiss Federal Forest Act. The analysis also showed that more stakeholders find each other as important than actually work together in a legislative process.

A group of international experts evaluated whether the aims and instruments of Swiss forest policy are suitable for the promotion of sustainable forest management based on the pan-European criteria. Approach and main results are presented as well as the method developed for the definition of sustainability indicators as an instrument for the evaluation of sectoral policies and the possibility of a transfer of methods and indicators on an international level.

Annual review of Swiss forest policy 2011 The revision of the Forest Act, the adoption of the Forest Programme 2020 by the Federal Council as well as the preparation of the second contribution period of the New System of Financial Equalisation and Division of Tasks between the Confederation and the Cantons (NFE) shaped, in addition to the routine business, the forest policy of 2011. The parliamentary initiatives on forest and forest policy issues remained of about the same amount as in previous years, while the Federal Court decisions on forest legislation have declined significantly. In various forest-related sectoral policies, the government and parliament made important decisions. In climate policy, the Parliament adopted the CO2 Law. However, this has not yet happened to the revision of the Spatial Planning Act. In nature and landscape policy, the administration has prepared the Swiss biodiversity strategy so far that the Federal Council could send it out for consultation. The revision of the Hunting Regulation, with changes in the management of large carnivores, is nearing adoption. At the international level, the Federal Council has submitted the European Landscape Convention to the Parliament for ratification, and the European forestry ministers have agreed to the preparation of a European Forest Convention.

After 10 years of controversial negotiations, in 1996 the European Union finally took action to liberalize the electricity supply industry. Given the intensity of bilateral contacts between France and Germany, the reform has often been presented as a straightforward intergovernmental deal. This article argues that the French-German deal was only the tip of the iceberg. Perceptions of national interests evolved considerably in both countries. The most important cause for these changes was at the European Union (EU) level, not at the national level. The institutional dynamics of EU negotiations induced a series of preference changes and key political realignments at the national level.
