Development of satellite communication systems for military use involves human factors engineering in such new areas as digital data handling and computer assistance, besides the well-known areas: function allocation, task analysis, control and display arrangement, workplace layout and personnel subsystem test and evaluation. This paper deals with contributions made during definition, design and verification of the Air Force Satellite Communication System and associated Navy and Army versions. The description of system development provides an up-to-date case study of human factors engineering problems in a military procurement setting. Recommendations are made concerning future system planning.

During last year's Military Procurement Authorization Hearings, a Senator requested that a speech relating current defense policy to the Christian just war doctrine be inserted into the record. He was quick to note, however, that he agreed only with some of the speaker's views on defense policy, not with the moral principles outlined: “You won't find them in any-doctrine in any church; in fact, the Catholic Church justifies the use of force to protect life and property.” Another Senator pointed out that the speech included the statement, “According to Christian doctrine the use of force to oppress evil can be justifiable under certain conditions,” and added the caution: “I would hope the implication is not that under certain other conditions it would be wrong to resist evil.“


Subject France’s foreign policy. Significance Following several speeches by President Emmanuel Macron on France’s international ambitions and priorities, a new strategic review was published on October 11, updating the 2013 White Book on defence and security. Nonetheless, many questions remain around the implications of Macron’s new foreign policy agenda. Impacts Strategic bilateral relationships will be marked by toughness and pragmatism, as is the case in Macron’s personal relations with Trump. France’s position in the EU -- ambitious but often lonely -- and the Brexit negotiations will be a priority for the government. The 2019-24 military procurement programming law will allocate financial means and indicate which of Macron’s ambitions may be realistic. The modernisation of France's nuclear forces will put additional pressure on the defence budget.
