As a member of the United Nations, Zambia is committed to the observance of human rights enshrined in the Universal Declaration of Human Rights of 1948. This is evidenced, among others, by the fact that Zambia is a signatory to the Convention on the Rights of the Child and the African Charter on the Rights and Welfare of the Child. Zambia has a permanent Human Rights Commission that includes a subcommittee on child rights whose focus is on child abuse and education. Zambia also has a National Child Policy and National Youth Policy whose main objectives are to holistically address problems affecting children and youth. This paper focuses on the progress and challenges currently facing Zambia and the role of open and distance learning in addressing those challenges.

The paper posits the Regional Training and Research Institute for Distance and Open Learning (RETRIDAL) as an institution established for the purpose of enhancing Open and Distance Learning in the West African sub-region. The institute has pursued this mandate with an unparalleled vigour since its establishment in 2003 —a partnership of the Commonwealth of Learning and the National Open University of Nigeria. It is the opinion of this paper that enhancing the Open and Distance Learning mode of education in the West African subregion will require building capacity. Consequently, RETRIDAL has championed this cause through workshops and training sessions as well as commissioning research studies in Nigeria and other West African countries. The objective is to produce suitably qualified manpower that is able to utilise ODL to mitigate the exploding demand for access to education in the sub-region. The paper also foresees a future of ODL and RETRIDAL for West Africa, as many universities are keying into the distance education paradigm.

Bangladesh Open University (BOU) is considered as a Mega University for its continuous growth over the last two decades. The modus operandi of education makes BOU distinct from other traditional universities. In Bangladesh this is the first and only university that adopts Open and Distance Learning (ODL) as a mode of delivery. From its inception, BOU has taken several initiatives for the development of ODL in Bangladesh. The main intention of such initiatives is to contribute national development. The success and sustainability of any organization largely depends on its management capacity to cope with the rapid world-wide change, which is also true for BOU. To evaluate the role of BOU in sustainable development, this chapter outlines the achievements of BOU and challenges that it is facing in delivering effective ODL. This chapter also discusses the origins and meaning of the term “sustainability” and strategies that should be taken into consideration to ensure sustainable ODL, which can provide a framework for its successful implementation linking BOU's contribution to sustainable development.
